QUESTION ANSWER
1. In light of the current health concerns related to the Coronavirus
(COVID-19) pandemic, and in order for the contractor to maximize the time available to provide the Government with the best possible value, will the Government please allow electronic proposal submission versus hand-carried bids?
No, the Government does not intend to accept electronic proposals at this time.
2. Will a contractor need to have special access security clearances for this project?
Advanced security clearances are not required for this project. The project is considered unclassified. That being said, security background checks are required if awarded. Section 1000 covers background investigations and antiterrorism training.
3. Please describe contracting line item number 2 and can it be an estimate?
The military has a requirement to report utilized manpower in a government reporting application. The CLIN 2 cost can be zero or be your administrative estimate to perform the reporting requirement in the application. The reporting system is currently in a transition phase from https://www.dmdc.osd.mil/ecmra_splash/ to https://www.sam.gov. When the reporting system goes live in SAM, after 1 October 2020, reporting will be required.
Additionally Whether you are referring to line item 2 or a component in the bid schedule your reference can be an estimate though the end bid is a firm fixed price contract. The bottom line number will be the total bid and final bid amount. All contract described work to include drawings and specifications must be performed for the offered bid amount.
