4. A complete bid package must contain the following:

(e) When completing the “Offeror” portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102.

One copy of the SF1442 is required to have an original signature.

(f) All amendments to the solicitation must be acknowledged.

(g) Mark the front of the envelope with the following: “BID No. W50S6T-20-B-6001”, and the Name and Address of Bidder. See Block 13A of SF 1442 for required number of copies.

NOTE 1: An Original Bid bond and Original Power of Attorney is required with submission of the bid.

Section 00100 - Bidding Schedule/Instructions to Bidders

SECTION 00100

1. DESCRIPTION OF THE PROJECT: The California Air National Guard (CA ANG) intends to issue an

Invitation for Bid (IFB) to award a single firm fixed price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction upgrade of hanger power electrical system and outlets, in Fresno, CA. This project will upgrade the hangar with adequate power to support F‐15 maintenance at four parking locations with three disconnects each. Each parking station will consist of three disconnects serving: A M326‐5 air conditioner, a M 27‐T2 hydraulic mule, and a 50KW solid state 400 Hz converter. There will be two 600A wall mounted panels in the hangar bay containing (2) 150A breakers and (4) 125A breakers. The project is located adjacent to a military airfield with direct access to an aircraft parking ramp that will remain continuously active for the duration of project and under continuous security forces observation. Strict Foreign Object Damage (FOD) control, site cleanliness, and site security protocols will be enforced.

2. INSTRUCTION TO BIDDERS:

2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) W50S6T-20-B-6001, entitled “Construct Upgrade of Hanger Power Electrical System and Outlets”

2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.

2.3. This solicitation is set-aside for Woman Owned Small Business (WOSB) under North American Industry Classification System (NAICS) code 238210 Electrical Contractors and Other Wiring Installation Contractors, with a standard size of 16.5M.

3. EVALUTION FOR AWARD: The successful offeror will be determined in accordance with Defense Federal

Acquisition Regulation Supplement (DFARS) 252.236-7007.

4. NOTICE OF SITE VISIT:

4.1. A site visit will be conducted on Wednesday, 19 August 2020 at 9:00am. Contractors will meet at the West gate near 5323 E. McKinley Ave, Fresno CA 93727. There are two gates off McKinley Ave. The West gate is located next to aircraft displays off McKinley Ave closer to the cross street, Peach Ave. All perspective contractors will be escorted from the West gate parking lot to the site location. When the site visit is concluded contractors will be escorted off base by military personnel. COVID-19 guidelines will be followed when on base. Masks shall be worn when entering the base, addressing the security gate and entering buildings. Social distance guidelines will be followed.

4.2. All attendees must e-mail their intention to participate in the site visit. Send an e-mail to Sergeant Jarrod

Sanchez (jarrod.sanchez@us.af.mil) and inform who will be attending the site visit. This information should be provided in advance, three (3) business days prior to the site visit meeting.

4.3. Vehicles may be allowed on base. Vehicle allowance will be determined on the day of the site visit. Any vehicles allowed on base for site visit attendance will be subject to search. Vehicles may not have weapons or drug paraphernalia (to include marijuana) present as restricted by federal installations. Vehicle Registration, Driver License, and Proof of Insurance for vehicles must be current.

4.4. Information provided at this site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

5.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc… must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid.

5.4. Any changes to the drawings, specifications, etc., will be issued in the form of an amendment. However, any answers that clarify or provide an interpretation to the drawings, specifications, etc., will NOT be posted via amendment but rather as a response to the RFI on Contract Opportunities at https://beta.sam.gov.

5.5. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids.

5.6. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Contract Opportunities module of https://beta.sam.gov. SAM Beta is a web‐based dissemination tool designed to safeguard acquisition‐related information for all Federal agencies. Interested bidders/offerors should register with SAM Beta before accessing the system.

5.6.1. Amendments, if/when issued will be posted to https://beta.sam.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation.

Websites are occasionally inaccessible due to various reasons.

6. BID DELIVERY AND BID OPENING:

A complete bid package may also be hand carried and delivered to a 144FW Contracting representative prior to the time established for opening of bids. Hand carried bids must be received by a 144FW Contracting representative and confirmed on a sign-in roster. Base procedures at section 100, subsection

4.1 and 4.2, Notice of Site Visit, shall be followed when requesting access and entering the base. When dropping off a bid package prior to the opening date inform the security guard to contact the Contracting Office. It is recommended to submit your bid prior to the opening date to ensure your bid is received timely. Late receipt of bids due to entry or mail delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.

6.2. Deviation Number 2020-O0016 allows the following:

(a) Electronic signatures and electronic, mechanically-applied, or printed dates may be used and shall be considered as original signatures and dates, without regard to the order in which they are affixed for all of FAR Part 28, not just FAR 28.101-3;

(b) Corporate seals are not required on any form listed at FAR 28.106-1;

(d) Standard Form 28, executed by the individual sureties pursuant to FAR 28.203(b), are not required to be sworn and notarized as indicated on the form;

(e) A written authorization of the release signed by the surety is acceptable in lieu of the notarized authorization of release by the surety required by FAR 28.203-5(a)

6.3. The bid opening will occur at the time and date specified in Block 13 of the SF1442 in the Emergency Management Classroom at the 144th Civil Engineer Facility, Fresno ANGB, California. All interested offerors and their major subcontractors are encouraged to attend the bid opening. The apparent awardee will be notified at that time. Upon verification of responsibility and awarding of the contract, award data will be posted to betaSAM. COVID-19 guidelines will be followed when on base. Masks shall be worn when entering the base, addressing the security gate and entering buildings. Social distance guidelines will be followed. Base procedures at section 100, subsection 4.1 and 4.2, Notice of Site Visit, shall be followed when requesting access and entering the base.

7. WAGE DETERMINATION: Construction Wage Rates are applicable to this project are CA20200018 for

8. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This IFB does not commit the

Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract.

9. CLAUSES: Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

9.1. REMOVAL OF SECTIONS AT TIME OF AWARD: Sections 00100 and 00600 will be physically removed as a result of an award but will be deemed to be incorporated by reference in that award.

10. DISPOSITION OF UNSUCCESSFUL BIDS: In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids including the bid bond.

OFFERORS QUALIFICATIONS: To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, their business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.

52.228-1 BID GUARANTEE (SEP 1996)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.

The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.-

(c) The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000, whichever is less.-

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.-

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $261.76 for each calendar day of delay until the work is completed or accepted.

(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
