Modular walls Statement of Work (SOW) For Supplies
September 2020
DESCRIPTION OF items to be supplied/ applicable installation guidance
1.0. 1.0. Scope of Work – First Floor: The Contractor shall provide all labor, equipment, materials, tools, transportation and incidentals necessary to perform Disassembly of existing designated (refer to drawing) of demountable walls on the first floor. Demountable walls for this project will consist of windows, doors, door knobs and associated accessories. Approximately eighty (80) linear feet of the existing first floor demountable walls will be disassembled and stored on site (not to be taken away by vendor). Approximately eighteen (18) linear feet of existing walls on the first floor will be repositioned (refer to drawing).
Second Floor: Vendor shall provide for an approximate additional (120) linear feet of demountable walls that match as close as possible to the existing wall, or equivalent wall, to be half glass (upper portion) on the second floor. Contractor shall provide as part of the demountable wall, electrical and communication connections that are required to allow service to additional office workstations. No more than three workstations per circuit. Each circuit is required to be rated at 16 AMP with a 10 wire. Contractor will provide required ceiling mounted fire strobe/speaker with the words ‘Alert’ located in the newly created upstairs conference room and the newly created lounge area near the conference room.
First and Second Floor: Existing Demountable Walls are manufactured by the companies Inscape and KI Architectural Wall system. Proposed new upstairs Demountable Walls shall be compatible with the upstairs existing demountable wall systems or be able to add similar wall structure to the existing walls systems. Proposed Demountable Walls shall have CAT V communications outlets and duplex outlets. All works and methods to be completed within the accepted industry standard. Work will take place in Building 78 at Davis-Monthan AFB, Tucson, AZ 85707. Anticipated tasks include, but are not limited to: disassembly, transport, re-assembly/setup, electrical connections associated with wall systems, debris removal
1.1. Duty Hours - Based on a mutually agreeable schedule approved by contracting officer, the contractor shall perform services between the hours 6:00 a.m. and 3:30 p.m. AZ time. If the contractor desires to work outside this timeframe, the contractor must submit the request to the Government representative and Contracting Officer at least 1 week in advance. Each request will be considered on a case-by-case basis.
1.5. Disassembly - The contractor shall disassemble existing modular walls (80 linear feet) designated by the Government representative in building 78 1ST floor. The Government representative will assist with identifying destination location / room.
1.6. Assembly – After movement, the contractor shall re-configure/ install modular walls in Government representative specified locations on the second floor of Bldg. 78. Anticipated layout will be added to the floor plan with contract award. The Government representative can provide more precise guidance after contract award.
1.7. Install of new modular walls – Once repurposed modular walls are in place the contractor shall provide and install approximately 120 linear feet of new modular walls (upper half will be glass portion) in the areas specified by Government representative, anticipated layout sheet. New contractor provided modular walls shall be compatible with existing walls. All electrical connections associated with assembly and installation of these modular walls shall be completed at this time.
1.8. Install of fire strobe – The newly created conference room and new office NE of the conference room will require a ceiling mounted fire strobe/speaker with the words “Alert”, per United Facilities Code (UFC) 3-600-01, Chapter 9. Clear white strobe lights (2) shall conform to the conditions of the UFC as currently adopted by the local jurisdictional authority at the 355th Civil Engineering Squadron. Clear white strobe lights shall integrate and be functionally compatible with the existing emergency building mass notification system. White strobe lights shall be designed to conform with UL864 specifications or equivalent and accepted by said local authority listed herein.
3.0. General Requirements
3.1. Contract Manager - The contractor shall provide an on-site contract manager who shall be responsible for contract performance and can act for the contractor on all matters relating to daily operation of the contract. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer. The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract. The Contract Manager and alternate must be able to read, write, speak, and understand English.
a. Availability of Contract Manager. The contract manager or alternate shall be available within 60 minutes during normal duty hours (paragraph 3.2) to meet on the installation with government personnel to discuss problem areas.
3.2. Security Requirements –
a. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
b. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.
c. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.
d. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action.
e. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
f. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on the installation.
g. Reporting Requirements. Contractor personnel shall immediately report to an appropriate government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
h. Contractor employees shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
i. Photos. The contractor is not permitted to take photos without permission.
3.3. Restricted Areas. Contractor may be required to be escorted for work in restricted areas. Contractor shall coordinate with the government representative for access. Contractor personnel shall avoid restricted and controlled areas, unless work is to be accomplished in restricted and controlled area and all necessary coordination, escort assignment and pre-announcements have been made.
3.4. Contractor Vehicle Requirements. All vehicles used in the performance of the contract shall be properly registered and meet local, state, and federal safety and emissions requirements. Each contractor vehicle shall have the contractor logo neatly exhibited on each side of the cab. The sign must use at least 2" high letters. Vehicles shall be in satisfactory mechanical condition and present a neat and clean appearance. The contractor shall operate vehicles to comply with base traffic regulations. Vehicle-mounted communication equipment shall conform to all applicable base and federal frequency regulations and avoid conflict with existing frequencies.
3.5. Employee Qualifications. Contractor employees shall be fully trained and possess all professional certifications and/or licenses required to perform all work as required in the scope of the contact. The contractor shall provide proof of contractor employee qualifications to the Contracting Officer upon request.
3.6. Employee Uniforms. Contractor personnel shall present a neat appearance and be easily recognizable as a contractor employee, through the use of distinctive clothing bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.
3.7. Contractor Liability/ Insurance Requirements. The contractor shall be liable and responsible for non-compliance of environmental safety and health provisions, and pay fines and fees resulting from improper contractor actions and/or processes. The Contractor shall be liable for any loss, destruction, or damage, and deterioration to Government property, including vegetation and landscaping, resulting from Contractor operations. Any damage to government or personal property shall be repaired or replaced to the Contracting Officer's satisfaction at the Contractor's expense. The Contractor must comply with applicable federal, state, local insurance requirements. Reference FAR 52.228-5 - Kinds and minimum amounts are as follows: Workmen’s Compensation - $100,000, Comprehensive General Liability $500,000 per occurrence for bodily injury. Comprehensive Automobile Liability, $200,000 per person and $500,000 per accident for bodily injury and $25,000 for property damage. The Contractor shall maintain a copy of proofs of required insurance, and shall make copies available to the Contracting Officer upon request. 3.8. Safety, Environmental & Health - The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the compliance or non-compliance with such responsibilities. The contractor shall provide all personal protective clothing and equipment for contractor employees. Accident prevention and safety principles shall be thoroughly integrated into all operations. Unsafe conditions and practices, as identified by the Contracting Officer or the COR, must be corrected immediately.
a. Smoking in AF Facilities. Smoking is permitted only in designated smoking areas.
b. Illegal Substances. Illegal substance possession and/or use will not be tolerated. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities
c. Fire Prevention and Safety Standards. Contractor employees shall comply with the Occupational Safety and Health Act (OSHA), Air Force Occupational Safety, and the Fire Prevention and Health Program.
d. Hazardous Materials (HAZMAT). The contractor shall manage, handle, transport and store in accordance with the Resource Conservation and Recovery Act, 40 CFR 260-265, Protection of Environment, applicable State statutes and regulations.
e. Mishap Notification and Reporting – The contractor shall promptly notify the contracting officer, Government representative and the base Safety Office of any mishap involving contractor personnel, AF assets, or AF operations, which result in injury, illness, or damage.
f. Environmental Practices. Notify the contracting officer and the government representative immediately of any pollution incident. Any and all debris generated by the Contractor's operations shall be removed from the base. Disposal of all debris shall be in accordance with existing local, state, and federal regulations. The Contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations.
g. Emergency Services - The government will provide on base fire and police services. There are no emergency medical services available on base. The contractor shall dial 911 for emergency medical services.

5.0. QUALITY ASSURANCE
5.2. Delivery Standards. The Contractor’s performance will be determined satisfactory when the task meets or exceeds the standards described herein. Should the products, teardown and install provided not conform to the contract requirements, the Government may require the Contractor to provide additional materials and support to conform to contract requirements, at no increase in contract amount. When defects cannot be corrected by vendor, the Government may:
(1)Reduce the contract price to reflect the reduced value of the work/ materials performed/ performed.
If the Contractor fails to promptly take the necessary action to ensure future work is in conformance with contract requirements, the Government may:
(2) By contract or otherwise, complete the task and charge to the Contractor any cost incurred by the Government that is directly related to completing all requirements of the contract, or Terminate the contract for default.
