SFS LOT BOLLARDS
QUESTIONS AND ANSWERS
CURRENT AS OF 15 JULY 2021
1. Q: What is the exact number of bollards and racks to be quoted?
A: Site visit revealed that the total is actually 85 with respective storage rack solutions. A new overhead diagram will be uploaded to the announcement in SAM.GOV to show the additional installation area.
2. Q: What is the basic specification for the bollards?
A: Steel bollards shall be of the typical kind as those produced by traffic management industry fabricators (i.e. CALPIPE, BARRIER SYSTEMS, TRAFFICGUARD, etc.), four feet tall from grade to top of bollard, 4 inches in diameter, painted yellow to match existing painted bollards on base. Bollards may have a crash rating, but this is not an evaluation factor since the bollards required will be used for traffic management. Because of this the sleeves need not be buried so deeply – standard manufacturer recommended shallow depth specification must be followed for the quoted bollards. It is important that Vendors shall quote a solution that includes blanks to be deployed in the bollards sleeves when the bollards are not in use. Spring operated hinged caps are not technically acceptable.
3. Q: Will the bollards storage racks be bolted to the ground or will they be free-standing.
A: Vendors should price free-standing bollards racks.
4. Q: Will additional subgrade as-built plans information be made available?
A: Yes – these will be made available to the winning Vendor. At this point, Vendors should price based on no undue complications for digging and installing bollard sleeves and the actual bollards. The site visit revealed no significant challenges to digging and installing. Beside the as-builts made available to the winning Vendor, Blue Stake will be called out to paint the roads with descriptive markings and labels for subgrade infrastructure.
5. Q: Are performance bonds required?
A: No.
6. Q: What is the expected performance start date after receipt of order?
A: 90 days and the final delivery date and all performance must be completed before the end of the 1st quarter of the next FY2 Government Fiscal Year, which is 31 December 2021.
7. Q: Can material be drop-shipped at the base?
A: Yes, the winning Vendor may arrange for material to be shipped directly to the base, and this can be pre-staged either in the base West parking lot area, or the Security Forces contonement area.
8. Q: Is a separate traffic management plan required at time of submittal?
A: No. Winning Vendor will coordinate directly with the Security Forces point of contact to get traffic management support during contract performance. Security Forces will support Vendor with traffic management during contract performance.
9. Q: Is the requirement funded at this time?
A: The requirement is not currently funded. As such quotes must be good through the end of the current Government Fiscal Year which is 30 SEP 2021.
