Scope of Work:
−Install 80 4ft bollards as seen on map. Diameter of each bollard would be 4 inches. Each bollard would need to include a blank (cap, no hinge), yellow in color to match the already existing bollards and a yellow plastic cover.
- Each section of bollards would need a rack in place to store bollards when not in use. These racks would also need to hold the caps when the bollards are in use.
1. Delivery: FOB DESTINATION TO:
Security Forces Squadron, Building 6, Goldwater Air National Guard Base, 3200 E. Old Tower Rd., Phoenix, AZ. 85034.
Description of Services:
STANDARD COMMERCIAL WARRANTY AND DELIVERY FOB DESTINATION.
The project will be completed in accordance with the project contract documents, drawings, manufacturer’s specifications, Federal and State law, and the terms and conditions of the contract.
The delivery plan shall be submitted to the Contracting Officer and designated 161st Security Forces Squadron for approval, within 7 days of contract award. The plan shall include an estimated schedule for the delivery to be complete. Once approved, the contractor shall follow the schedule as closely as possible to facilitate the 161st Security Forces Squadron inspection process.
Government Furnished Equipment, Property And Services:
NONE.
1.1. Point of Contact. The designated 161st SFS Point of Contact (POC) is SMSgt James Swanson (602-302-9248). SMSgt Swanson will be the primary government Point of Contact for subject project.
1.2. Contractor Access. The contractor will have access to the base for delivery as agreed upon after contract award. Most likely access for work to be complete will be between 630 AM to 3PM Monday through Friday.
1.3. Contractor Personnel:

1.3.1. Project Point of Contact: The Contractor shall provide a Vendor Point of Contact (VPOC) who shall be responsible for the performance under contract. The name of this person and an alternate or alternates, who shall act for the Contractor when the manager is absent, shall be designated in writing to the Contracting Officer (KO). The VPOC or alternate shall have full authority to act on behalf of the Contractor on all contract matters relating to daily operation of this contract. The VPOC and alternate(s) shall be able to read, write, speak, and understand English.
1.3.2. Employees: The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the KO as a potential threat to the health, safety, security, general wellbeing or operational mission of the 161st installation and its population.
1.3.3. All work performed under this contract shall be done by skilled workers.
1.3.4. The Contractor shall not employ any person who is an employee of the United States Government if employing that person would create a conflict of interest.
1.4. Government Quality Assurance. The government will regularly evaluate the contractor’s performance to ensure compliance with contract terms and conditions. Evaluations will be performed by designated 161st SFS POC – SMSgt James Swanson.
GENERAL INFORMATION
2.1. Vendor Point of Contact (VPOC): The contractor shall provide the name of a point of contact and an alternate that shall be responsible for the performance under the contract. The VPOC shall be available via telephone for discussion with the designated 161st SFS POC – SMSgt Swanson. The Vendor shall designate these individuals, in writing, to the Contracting Officer (KO) before the contract start date.
2.2. Emergency Services
There are no emergency medical services available on base. The contractor shall dial on base number 302-9117 for FIRE / MEDICAL EMERGENCIES & 302-9133 SECURITY FORCES.
2.3. Security Requirements
2.3.1. Contractor Badge – not needed – escort will be provided by 161ARW SFS at time of delivery.

2.3.3. Traffic Laws. Contractor employees shall comply with all base traffic regulations.
Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action.
2.3.4. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

2.3.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on 161st ARW Base at Sky Harbor. 2.3.6. Reporting Requirements. Contractor personnel shall immediately report to an appropriate government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
2.3.7. Physical Security. Contractor employees shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
2.3.8. Safety. The contractor shall comply with all applicable laws and safety regulations.
Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.
