The solicitation (W50S6Q-25-R-A004) is a 100% small business set-aside for medical laboratory testing services for the 188th Medical Group, with a five-year performance period. Key details include a requirement for a licensed medical facility located within 30 minutes of the 188th Wing, with services available Sunday through Saturday from 0730-1600 hours. The solicitation specifies that the medical facility must be within the Fort Smith Metropolitan Statistical Area and capable of processing laboratory samples that the 188th Medical Group cannot process on-site.

The solicitation response is due on 14 July 2025 at 11:00 AM CST, with the government intending to award a single BPA. Evaluation factors include Technical Capability, Past Performance, and Total Price. Offerors must submit a comprehensive proposal including a Proposal Summary, Technical Capability description, Past Performance references, and a detailed Price Quote. The government will assess the proposal's risk of unsuccessful performance and evaluate past performance using recent and relevant contract references from the past three years. The contracting points of contact are MSgt Robin Swaim-Cherry and Mr. Samuel Bond from the Department of the Army National Guard.

Questions and Answers MDG LAB BPA

1. Is this small business set aside only? Yes, according to the solicitation this is being set aside for Small Business Only.

2. You detail that the licensed medical facility needs to be within 30 min of the 188th Wing.

What is the reason for this? Are you needing assistance with collections or a STAT turnaround for the drawn tests? Or are you unable to process collected samples on site?

The reason for medical facilities being within 30 minutes of the Wing, is due to maintaining specimen stability. The 188 MDG does not need assist with collections nor STAT turnaround for the drawn tests. The 188 MDG is unable to process collected samples on site.
