REQUESTS FOR INFORMATION‐ 187 FW OHWS W50S6N‐21‐R‐0002

RFI #1:

1. Is there an incumbent for this requirement? If so, could you please provide name and contract number?

Yes, W50S6N-20-P-0011 was awarded to Testudo Logistics

2. Could you please provide the number of pilots/fighter aircrew who will be receiving these services?

The pilots are highly encouraged to use the program but it is not mandatory, thus making the exact number hard to define, but expected usage is between 30-40 pilots

3. Does the Government expect for the Athletic Trainer, Strength and Conditioning

Specialist, and the Massage Therapist to be available during all operating hours identified in PWS 1.4.1? In other words, does the Government expect the Athletic Trainer, Strength and Conditioning Specialist, and Massage Therapist each to provide services on a 30 hours per week schedule?

No, based on the offeror’s submitted proposed care and staff plan, the services provided must be available during the required hours of service; how the offeror chooses to tailor their overall care plan to meet the requirement is up to the individual offeror (i.e. if you require 2 staff personnel to meet your intended care plan, then the individual hours of work performed by those 2 staff personnel should reflect full coverage during the defined work periods)

RFI #2:

1. PWS 1.4.7.1 refers to “OATA process” for licensing athletic trainers – can the

Government please clarify which process this is?

OATA is not applicable and has been removed from the PWS.

2. PWS 3.1: Can the Government specify the size or dimensions of the workspace provided?

OHWS Office is: 185 Sq Ft: Approx. 16’ x 11’; Indoor gym is 744 Sq Ft: Approx.

36’ x 20’9”

3. PWS 4.0 Contractor Furnished Property, Materials, and Equipment: Does this include clinical supplies?

Yes, this includes clinical supplies

4. Will the Government provide a questionnaire to offerors for the Past Performance part of the response?

The Government will be providing the questionnaires to the parties identified by the offeror as part of the proposal package.

5. Are offerors required to send Past Performance questionnaires to their POCs?

No, see answer #4.

6. When are Past Performance questionnaires due?

The Government will identify that when sending them to the identified respondents.

REQUESTS FOR INFORMATION‐ 187 FW OHWS W50S6N‐21‐R‐0002

7. Since services are based on a 30 hours per week schedule, will the government grant the contractor one weekday off in weeks with drill weekends? If so, which day of the week will that be?

With the flex schedule, the contractor can choose which day(s) to take off, so long as 30 hours of service are provided during the week. The intent is to have the contractor available during drill weekend so drill status guardsmen have an opportunity to get treatment. Depending on the contractor’s pay rules, the contractor could use the flex schedule to give time off the week after a drill weekend instead of the week prior to drill.
