About this file

This document is a Questions and Answers (Q&A) file for a roofing project at the 117th Air Refueling Wing located at Sumpter Smith Joint National Guard Base in Birmingham, Alabama. The Q&A covers multiple technical specifications for the roofing replacement, including requirements for steel sheet panels (color Colonial Red), gutters, downspouts, roof curbs, and other roofing components. Consistent guidance throughout the document directs contractors to follow UFGS (Unified Facilities Guide Specifications); Division 7- Thermal and Moisture Protection, Part 2.1.2 for most specifications.

Key details include the requirement to replace the existing metal U-panel roof with standing seam metal roof panels, match existing ridge vents and gutters, and replace roofing around all existing exhaust fans and vents. The project is not tax-exempt, and contractors were expected to conduct a site visit on 19 Aug 2025 to inspect and verify roof damage. The government allows a foreman or superintendent to fulfill multiple roles (quality control, site safety, etc.) if they are qualified and certified. Bidders can mail their proposals to the 117th Base Contacting Office, with at least one copy of the bid required.

9. How many copies of our bid is required? There is nothing listed on the solicitation page

1.

Answer: At least one copy of the bid is required.

10. Structural Study: Has anyone done a study on whether the roof can handle the extra weight of a slanted roof that is desired?

Answer: No study has been done.

Answer: follow UFGS; Division 7- Thermal and Moisture Protection, Part 2.1.2 Steel

Sheet Panels, color Colonial Red.

12. Access Request: Is it possible to gain access inside the building? Ideally to the attic. We can check the trusses ourselves. That way we can see their condition and spacing and figure out what the roof can really support.

13. Please provide the spacing of the current trusses and condition.

Answer: Please coordinate to access the facility and take measures.

14. Please provide any internal photos of any damages and any information of damages that we may encounter.

Answer: No photos available.

15. Additional question: For that low-slope section, the warranty on a standing seam metal roof wouldn’t really apply since it’s designed for pitches of about 1:12 or greater. Because this particular area is too flat, we’d like to confirm that you’re comfortable with us using TPO (thermoplastic polyolefin) roofing material there instead.

TPO is a durable, single-ply membrane that’s ideal for low-slope areas and will give you the proper warranty and waterproofing.

Answer: Construction must follow UFGS; Division 7- Thermal and Moisture Protection, Part 2.1.2 Steel Sheet Panels, color Colonial Red.

16. Has an asbestos test been done? If so, please provide copies of the report.

Answer: Negative, contractors were responsible (during scheduled site visit) for the inspection and verifying damage, as well as identifying areas of the roof that may required new decking. The proposed work must reflect these findings.

21. Can the government confirm whether the existing roof area currently covered with metal

U-panel will be removed and replaced with standing seam metal roof panels

Answer: Yes, all roof must match style and material

22. Is this project tax-exempt?
