Statement of Work

BRKR25005 B391 Roof Replacement

117th ARW Sumpter Smith Joint National Guard Base, Alabama

15 May 2025

Part 1 - GENERAL

1.1 Project Identification

1.1.1 General Provisions of the Contract, including General and Supplementary Conditions and

General Requirements (if any), apply to the work specified in this section.

1.2 Scope of Work

1.2.1 This project encompasses the complete removal of the existing roofing system (roughly

12,502sq/ft) at Bldg. 391 Dinning Facility, including shingles, underlayment, and related components. Remove and replace compromised deck to provide a sound and secure substrate for subsequent roofing repairs. A new metal roofing system will be installed.

1.2.2 Site Survey: A mandatory site survey is required before commencement of work to:

• Conduct a thorough site inspection to assess the existing roof condition, identify potential hazards, and verify measurements.

• Obtain all necessary permits and approvals required by local building codes and regulations. (Specify who is responsible for this: Contractor or Client)

1.3 Roof Removal:

• Prior to commencement of work, the Contractor shall review and confirm the specific areas of the roof deck requiring removal. These areas must be clearly marked and documented (e.g., with photographs or a marked-up roof plan). Damage may include, but is not limited to:

• Water damage (rot, mold, delamination)

• Structural damage (cracks, breaks, sagging)

• Insect infestation (termite or carpenter ant damage)

• Protection: Protect the property, including landscaping, decks, and walkways, from damage during the removal process.

• Tear-Off: Remove the existing roofing materials, including shingles, underlayment, flashing, and any other related components, including affected roof deck.

• Dispose of all removed materials in a legally compliant and environmentally responsible manner.

1.4 Roof Deck Repair/Replacement:

1.4.1 Replace it with new sheathing (OSB) of appropriate thickness and grade, according to building code.

• Secure sheathing panels to the rafters or trusses using appropriate fasteners (e.g., nails or screws) that meet or exceed the requirements of local building codes and the sheathing manufacturer.

• Drive fasteners straight and flush with the surface of the sheathing, avoiding overdriving or under driving.

• Use a consistent fastening pattern to ensure uniform support and prevent buckling.

• Ensure that fasteners penetrate sufficiently into the rafters or trusses to provide a secure connection

• Stagger the seams between rows of sheathing panels to create a continuous and structurally sound deck.

• Avoid aligning seams directly over rafters or trusses.

• Offset seems to distribute loads and prevent weak points in the deck.

• Ensure that all edges of the sheathing panels are properly supported by rafters, trusses, or blocking.

• If necessary, install additional blocking between rafters or trusses to provide adequate edge support.

• Leave a small expansion gap between sheathing panels to allow for thermal expansion and contraction.

• Carefully cut and seal around any penetration in the sheathing (e.g., vents, pipes, chimneys) to prevent water intrusion.

• Use appropriate flashing materials to create a watertight seal around penetrations.

1.5 Roofing System Installation

• Metal Roofing System:

• Install a high-temperature underlayment specifically designed for metal roofs over the entire roof deck, according to manufacturer specifications.

• Install drip edge flashing along the eaves and rakes of the roof.

• Install new flashing around chimneys, vents, skylights, and other roof penetrations, using materials compatible with the metal roofing.

• Install metal roofing panels according to manufacturer specifications, ensuring proper overlap, fastening, and sealing. (Specify type of metal roofing: standing seam, exposed fastener, etc.)

• Install ridge caps to seal the peak of the roof.

• Remove all debris and materials from the site and dispose of them properly.

1.6 Debris Removal:

• Remove all debris, waste materials, and packaging from the work area.

• Dispose of all materials in accordance with all applicable regulations.

1.7 Site Cleanup:

• Clean the work area thoroughly to remove any dust, dirt, or debris.

• Restore the area to its original condition

• Contractor will follow ANGETL, ANG Handbook, and United Facilities Criteria guidance for the project’s entirety.

• Should the contractor receive requests for work, which are beyond the scope of this contract, the Contracting Officer shall be notified immediately. The contractor shall not start work on these items until given notice to proceed by the Contracting Officer. An increase in construction costs over initial 100% of the budget program cost estimate will not be a basis for claim against the Government to increase fee unless it has been caused by a change in the agreed scope of work.

• The Contracting Officer Representative duties will be performed by the Contracting

Officer.

1.8 Contract Responsibilities

• The work is a contract bid package that will be contracted directly with the

CONTRACTING OFFICER.

• Except as specifically noted, the contractor will provide and pay for:

• Labor, materials, and equipment.

• Tools, construction equipment and machinery.

• Give required notices

• Comply with codes, ordinances, rules and regulations, orders and other legal requirements of public authorities which bear on performance of work.

• Promptly submit a written notice to CONTRACTING OFFICER of the observed variance of contract documents from legal documents.

• Assume responsibility for work to be contrary to such requirements, without notice.

• Appropriate modifications to Contract Documents will adjust changes necessary due to legal requirements.

• Enforce strict discipline and good order among employees. Do not employ unfit people not skilled in assigned tasks.

• Furnish all submittals (including shop drawings, catalog cuts, brochures, test reports, progress schedules, estimates and general correspondence) promptly and on time to be approved before starting the work for which submittals are required.

1.9 Submittals

• Approval of all materials must be given before installation.

• No work can be started until such work has been discussed and reviewed by the

CONTRACTING OFFICER

• Any deviations will be made known to the CONTRACTOR and CONTRACTING

OFFICER.

• It is the CONTRACTOR’S responsibility to achieve compliance with the Statement of Work.

• The Contractor will submit milestones/deliverables prior to starting onsite:

Part 2 – PRODUCT SUBMITTAL

2.1 Construction materials

• Contractor will ensure contractor uses AF form 3000 to document all provided materials.

• Contractor will review material and make a determination if the material provided will be acceptable for the government.

Part 3 – Execution

3.1 Regulatory guidance for this project is Unified Facilities Criteria (UFC), ANG Form 920

Report, AF Form 7115 Real Property Report, and ANGH32-1084 (27Jan2015) Space

Authorization. The Contracting Officer will furnish all regulations, standards or any other direction that is known.

Part 4 – Quality Assurance

• The Contractor will adhere to U.S Air Force standard Quality Assurance (QA) and

Quality Control (QC) practices throughout the project lifecycle. This includes implementing documented processes for testing, inspection, and verification to ensure the quality of all deliverables.

Part 6 – Miscellaneous

• Insurance

• PAYMENT: Will be monthly in arrears, thru the Governments electronic invoicing system, Wide Area Workflow information at the end of contract document.

• Contractor (s) must fill out a form for all hazardous materials brought onto base and for waste products generated during construction.

Part 7 – Anti Terrorism/Operations Security

• Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of

Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes

• For Contractors that do not require CAC, but require access to a DoD Facility and/or

Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center

Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI

10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures

(provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

• Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on

Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/ faces/page/login/Login. Learn. For those without a CAC, select "Non-CAC" user on the

JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.

Part 8 - Attachments
