About this file

This document is a set of Questions and Answers related to a Request for Quote (RFQ) for the Joint Counter-small Unmanned Aircraft Systems (C-sUAS) Office (JCO) Demo 6 Red Team and Targets requirement.

The RFQ seeks support for target procurement, preparation, storage, piloting, and management for ongoing and future JCO/RCCTO events, with a period of performance from January 1, 2025 to December 31, 2025, to be conducted at Yuma Proving Ground (YPG) or another CONUS-based test range. The contract type will be Firm Fixed Price (FFP) and award will be based on the lowest price technically acceptable quote. Key details covered in the Q&A include: confirmation that no technical data package is required for the Group 1 or Group 3 targets, pricing and options for storage of unexpended targets, the scope and execution of the optional Event Two, the total number of targets required, specifications for the FPV aircraft, and the number and types of command and control data links required for the Group 3 aircraft. The Q&A also addresses non-disclosure agreement requirements.

Demo 6 Red Team RFQ Vendor Q&A

1. Is there a TDP for the Group 1 or Group 3 required targets? If so, how can I request it?

a. The JCO has not developed a technical data package for target UAS. For the requirement described in this RFQ, the JCO does not require exact specifications for the targets beyond what we broadly outline within the RFQ. We are more interested in offerors to propose solutions that use already developed targets of which the offeror’s pilots have experience flying, or target UAS that may require minor modification from what is already developed to meet the needs outlined within the RFQ.

2. The requirements document states that “Storage of targets is only required if all targets are not consumed (destroyed) during event one. Therefore, this line item would be an option on the contract.” However, the CLIN for storage (CLIN 0004) is not marked as an option on the SF 1449 Continuation Sheet. Can you confirm if CLIN 0004 for Storage will in fact be considered an option that may be exercised either at award or at a date sometime after award?

a. Storage of Group 3 targets is expected to be provided by the offeror prior to and during execution of the demonstration. If additional storage for Group 3 targets is required after the demonstration due to not expending (destroying) all the targets, the Government would like the option to continue storing those targets with the Offeror.

Please price storage of unexpended targets after the demonstration as an option. The Government will store Group 1 targets using its own means after receiving them from the Offeror.

3. Can you confirm that Offerors shall include a price for option CLINs 0005 and 0006 in their quotes? If confirmed, in the interest of pricing purposes, should Offerors assume Event Two will be a demonstration similar to Event One and last for five (5) weeks and be conducted at Yuma Proving Ground?

a. Yes, for planning purposes it is safe to assume that Event Two would be similar in scope and execution to Event One. Since this is an option, the JCO may or may not exercise this requirement based on the needs of the Government, and as such should be priced separately.

4. Can you confirm that the price to be entered for CLIN 0003, Materials, on the SF 1449 should be for a total of 80 targets (sum of Qty of 40 Group 1 and Qty of 40 Group 3)?

a. Yes, this is correct.

5. For the FPV Aircraft: a. Does the Government want analog or digital video? b. How long are the flight routes (this will determine what is needed for video)? c. Does the Government want the aircraft flown manually or flown via autopilot?

a. The Government does not prefer analog or digital video. This decision is up to the Offeror’s discretion.

b. Specifically, for the FPV drones, plan for 4,500m maximum one way from launch point to destination point, equating to 8,000m maximum expected for a round trip for flight time.

c. The intent is for pilots to fly the targets manually either with video or another means without using auto-pilot.

6. For Group 3 Aircraft, the RFQ specifies “Command and Control data links, such as:

-Futaba FHSS; 2.4GHz -Dragonlink V2; 433MHz -RMILEC V2; 433 MHz -TBS Crossfire; 915 MHz -RFD900; 915MHz Can the Government confirm how many of these links are wanted? In other words, with 40 aircraft, does the Government want 1 of each data link for all 40 aircraft, or can all aircraft be flown using any of the links?

a. The Government would prefer the Offeror to provide eight receivers of each of the five data links listed and up to 4 transmitters of each of the five data links listed.

7. Is it the Government’s intent for the Group 1 and Group 3 UAS to be flown simultaneously, or can Offerors use the same pilots for both?

a. There is a possibility for Group 1 and Group 3 UAS to be flown simultaneously, so

Offerors must allocate enough pilot teams to support two separate launch locations concurrently. The two launch locations will be allocated as one location devoted to Group 1 UAS and the other location devoted to Group 3 UAS.

b. The RCMA pilot Red Cell must be able to provide 4 red teams concurrently that can fly up to three group 1 and/or three group 3 concurrently. No more than four aircraft airborne at one time.

8. Are there any NDA requirements we need to adhere to?

a. NDAA: The JCO is not aware of any National Defense Authorization Act (NDAA) requirements that Offerors need to adhere to. Any requirements of the target UAS are outlined in the request for quote.

b. NDA: Yes, the JCO will provide a Non-disclosure Agreement (NDA) to the Red Team participants for their signature which covers interaction with all C-sUAS solutions vendors that will participate in the demonstration.

9. Are you looking to have all the C2 data links (Futaba, Dragonlink, RMILEC, TBS, RFD) available for both Group 1 and Group 3 aircraft?

a. The Government would prefer the Offeror to provide eight receivers of each of the five data links listed and up to 4 transmitters of each of the five data links listed.
