About this file

This document is an Amendment 01 to a Request for Quote (RFQ) for the Joint Counter-small Unmanned Aircraft Systems (C-sUAS) Office (JCO) Demo 6 Red Team and Targets Requirements. The RFQ is for support target procurement, preparation, storage, piloting, and management for ongoing and future JCO/RCCTO events from January 1, 2025 to December 31, 2025. The contract will be a Firm Fixed Price award based on the lowest price technically acceptable quote. The service provider must be able to develop mission profiles to simulate adversarial actors, fly up to 4 red teams concurrently, and provide specified Group 1 and Group 3 target UAS. All pilots must have a SECRET clearance, be 14 CFR Part 107 certified, and have prior experience operating similar targets. The performance location is Yuma Proving Ground (YPG) or another CONUS-based test range.

Service Provider:

Provide cost estimate for the materials and services provided herein.

o Quotes need to detail individual categories ex: Material, Labor, Climate

Controlled Storage, Travel.

o Materials: Separately price Group 1 and Group 3 to include the cost per one (1) target and the cost for all 40 targets.

Effective 01 January to 31 December 2025, support target procurement, preparation, storage, piloting, and management for ongoing and future JCO / RCCTO events.

o Event One (24 March – 26 April 2025): Target procurement, preparation for a five (5) week demonstration, piloting, associated labor and travel, and management of these respective activities is essential to this request for quote and should be priced as individual lines for a single activity.

o Storage of targets is required as soon as targets are procured for event one and for the rest of the period of performance between 01 January to 31 December 2025 if needed. Storage of targets is only required if all targets are not consumed (destroyed) during event one. Therefore, this line item would be an option on the contract.

o Event Two (dates not specified): Labor and travel associated with piloting activities and management of these activities is expected for this event.

Materials in inventory would be used and not required as additional procurement. The details of this event are not yet established. Therefore, this line item would be an option on the contract.

On or about 24 March 2025, deploy a Red Cell of UAS remote control model aircraft (RCMA) pilots to Yuma Proving Ground (YPG) or other CONUS-based test range (TBD) to conduct RCMA operations lasting until 26 April 2025.

Pilots on-site for JCO / RCCTO events must be available at the test range facility from 0600-1800 daily and be expected to work up to 12 hours per day on site.

(Monday – Saturday).

The service provider must be able to organically develop mission profile to simulate adversarial actors based on its own open-source analysis and have a demonstrated history of developing open-source analysis of adversarial UAS threats for Government customers (minimum experience of supporting the Government on at least three (3) different contract or task order actions within the last 48 months).

The RCMA pilot Red Cell must be able to provide four (4) red teams concurrently that can fly up to three group 1 and/or three group 3 concurrently. No more than four (4) aircraft airborne at one time.

Provide target RCMA, as follows:

Group 3 target with these characteristics (quantity 40):

o Delta Wing o Propellor Push o Approximate length 9.8ft o Approximate wingspan 8.2ft

Group 1 rotary wing target with these characteristics (quantity 40) o Commercially available first-person view (FPV) racing style o Approximate 5in frame quadcopter o 5.8Ghz video transmitter o GPS failsafe

Command and Control data links, such as:

o Futaba FHSS; 2.4GHz o Dragonlink V2; 433MHz o RMILEC V2; 433 MHz o TBS Crossfire; 915 MHz o RFD900; 915MHz

All targets must be sanitized prior to flight to remove any tracking and / or reporting outside of US Government systems.

All targets must not be RIZER mitigated.

If target requires special equipment (i.e., launcher, radios, antennas, etc.), this equipment must be provided as part of this service.

Pilot Requirements (Vendor must assert that all Pilots supporting this effort will meet these minimum requirements):

All pilots require at least a SECRET clearance.

All pilots must be 14 CFR Part 107 certified small UAS operators with approved designation as a Group 1-3 Remote Control UAS Pilot in command.

o Provide proof of certification as part of RFQ response.

o If additional pilots are required to be certified to execute this task provide explanation of quantity of pilots required and by when certification would be complete.

Pilot team must be able to build, instrument and operate small and Group 1-3 UAS using CoTS flight controllers and telemetry.

Experience conducting tests and assessments of similar scale at WSMR, Yuma Proving Ground or similar environments, minimum two (2) events.

Minimum prior experience flying targets supporting at least two (2) previous Government tests.

o Provide documentation of these Government test activities.

All personnel supporting the demonstration will need to be cleared for access both onto the YPG installation and onto the specific range area from where the demonstration will occur. The JCO will work with selected vendors to ensure personnel receive instructions on obtaining access clearance. A SECRET security clearance is required for all pilots, but is not required for additional support personnel. Any personnel that require access to the demonstration operations compound, typically pilots and personnel in leadership positions on the Red Team, must have a SECRET clearance for access onto the compound, known as the G-BOSS.

Pilots should also be US citizens. Support personnel are preferred to be US citizens as well to reduce the associated logistics burden of escorting non-US citizens on the range. However, support personnel who are not US citizens may be authorized for entry with appropriate clearance authorizations and escort.
