About this file

This document is the Joint Counter-small Unmanned Aircraft Systems (C-sUAS) Office (JCO) Request for Whitepapers (RFWP) for Detect, Track, Identify, and/or Defeat for Short Range Defeat Within a Contested Electromagnetic Environment. The RFWP outlines the timeline and requirements for companies to submit whitepapers by October 25, 2024. Invited companies will be notified by November 26, 2024 to provide oral presentations from December 2-6, 2024. Companies selected to participate in the demonstration event will be notified around December 16, 2024, with the actual demonstration taking place in April 2025 at Yuma Proving Ground.

The RFWP requires vendors to provide detailed system descriptions, including capabilities, interoperability, unique features, demonstration support needed, cost, production schedule, exportability, data rights, and technology readiness level. Vendors selected for the demonstration must comply with additional requirements such as submitting FCC forms, coordinating with the Laser Clearing House, providing all system components, demonstrating against government-selected threat profiles, and adhering to range safety protocols. The RFWP also outlines the standardized test range and protocols for the demonstration, which will involve a contested electromagnetic environment with a frequency range of 30 MHz to 20 GHz.

• All outstations will remain muted until the Q&A section of this event.

• We will proceed with a quick briefing by the Government first, followed by the Government answering the questions we received ahead of time to the entire group. We will then address questions that arise during this venue within the Chat Section of this Teams meeting.

• Questions will be submitted in written form in the Chat Section and be called on in the order that they are received. So please identify yourself with question topic. E.g.

“Company ABC: Your Question?”

• The JCO may clarify any answers provided during Industry Day in an update posted to SAM.gov.

• “Hot mics” will result in outstations being omitted from this engagement.

• Inappropriate questions: refrain from asking about acquisition sensitive topics, including OTA award details

Demo 6 Industry Day Vendor Q&A

1. Request for extension for RFWP responses?

2. Would lightweight, networked vehicle C-UAS solutions meet what the JCO is looking to demonstrate?

3. Will there be a tactical network connection provided (ATAK, FAAD C2) to use for situational awareness and detection for network ready C-UAS systems?

4. Will the Red Air UAS be flying COTS frequencies i.e., 915 Mhz, 1.2 Ghz, 1.5 Ghz, 2.4 Ghz, 5.8 Ghz?

5. Will there be Skyviews, Bal-Chatri or other systems there that we can demonstrate how we integrate with to get omnidirectional early warning from?

6. For topic area #2 (Group 1 and 2 dismounted DTI and/or DTID), is the JCO interested in dismounted NAVWAR capabilities? Will the demonstration have the ability to exercise systems of that kind?

7. Do we need to detect threats (SIGINT) and defeat threats (jamming) within the entire spectrum as listed in the RFI all the way to 20GHz or just make sure we can operate in a heavy EMI environment that could go up to 20 GHz?

8. Can we get test procedures from the government that shows how the system will be field tested? Types of electronic attack - Digital Radio Frequency Memory (DRFM), barrage, etc.?

14Joint C-sUAS Office (JCO) 10/18/2024 3:23 PM

CUI

9. In the background section, it says that the ability to obtain technology release and build in exportability features, including anti-tamper, is necessary. Anti-tamper solutions are typically classified. Will this become a classified program?

10. What level of anti-tamper is expected?

11. Will we need to provide munitions if down selected for Phase 3 (demonstration) and if so, will JCO be willing to work with us and other government partners to facilitate the acquisition of munitions and fuzes?

12. Will the JCO work to assist with getting Laser Clearing House (LCH) approval for participating systems, or will vendors be responsible for this?

13. The RFWP specifies DTID of Group 3 UAS within 2KM slant. Can JCO clarify that this is a minimum desired distance, or is it a maximum desired range?

14. Does the RFWP specify an anticipated OTA contract award (phase 5 of RFWP)?

15. Will vendors that are selected to participate in Phase 3 have access to the data analysis and reports that are conducted by the Government on their respective systems?
