About this file

This document is a Request for Information (RFI) for the Integrated Geospatial Intelligence Enterprise Architecture (IGEA) contract opportunity from the U.S. Army Contracting Command-Detroit Arsenal. The RFI contains nine detailed questions aimed at gathering industry insights about technical capabilities, specifically focusing on IT support services for intelligence environments. Key areas of inquiry include the vendor's experience with classified IT environments, expertise in GEOINT data systems, staff training mechanisms for emerging technologies, integration capabilities for external network services, enterprise service management, artificial intelligence and machine learning capabilities, and approaches to minimizing administrative burdens.

The potential contract is anticipated under NAICS Code 541990 with a size standard of $34,000,000, categorized under Product Service Code R423 for Professional Intelligence Support Services. The contractor will be expected to provide personnel, supervision, and non-personal services supporting IT infrastructure, including network administration, field service representatives, accreditation, compliance documentation, and direct end-user support for sensitive intelligence functions. The RFI is purely for market research purposes, and responses are voluntary, with no guaranteed procurement commitment, emphasizing that this is a preliminary information-gathering stage before potential solicitation.

1. What is your company’s experience supporting IT requirements for single source intelligence in a classified environment. Ensure one of the examples is with GEOINT data systems, and one is with a different single source discipline.

2. IGEA staff often need to explore and develop new skills to meet evolving support requirements. In the last 20 years, we’ve moved from physical servers to virtualized and now containerized services. What mechanisms does your company provide to ensure your staff is trained, capable, and qualified to implement emerging technology?

3. What “in-house” support structure exists to provide IGEA staff with reach back expertise on leading edge technology?

4. Many of IGEA’s critical dependencies lie outside our realm of control. Most network and active directory services are provided externally. What is your company’s experience integrating capabilities provided externally?

5. What experience does your company have running enterprise services ranging from user management to hardware support such as on-prem virtual computing, large storage arrays and multi-site data management?

6. What capability does your company possess to help integrate artificial intelligence, machine learning and computer vision into GEOINT technology?

7. There are several industry standards for IT Service Frameworks. Which frameworks does your company deem relevant to this type of contract? What other frameworks were considered, and how did your company choose this one?

8. Oftentimes, we are well ahead of our peer group in technical capability and success, but our leadership is not tracking GEOINT capabilities, challenges or recent success stories. Describe how the company will identify, library, and package these things (training materials, capability briefs, etc) for consumption by the Army.

9. We all have administrative burdens to doing work. We have mandatory training, timecards, and overhead responsibilities. How will your company minimize the impact of these to ensure the workforce is focused on the government’s mission as much as possible?
