About this file

This is a Justification & Approval (J&A) document for other than full and open competition for Exercise VIPR Ramp Setup at the 180th Fighter Wing, Swanton, Ohio. The requirement is for setting up 24-hour flight operations at Henry E. Rohlsen Airport in St. Croix, Virgin Islands, including five office trailers, generator, and portable toilets for a two-week period in December 2025.

The J&A cites unusual and compelling urgency under FAR 6.302-2(b)(2) due to the short timeline between mission location finalization (December 4, 2025) and required equipment setup (December 19, 2025). The estimated cost is $52,830, revised up from an initial estimate of $30,330 to include delivery and generator connection costs. Market research revealed limited vendor availability due to the island location. One 8(a) vendor submitted a quote but could only provide trailer sales rather than rentals, which did not meet requirements. The contract was not synopsized under FAR 5.202(a)(2) but the justification will be made public within 30 days of award.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: 180th Fighter Wing, Swanton, Ohio

2. Description of Action: Requirement is for a new contract to support aircraft flight mission in St. Croix to support VIPR exercise using O&M funds.

3. Description of Supplies/Services: Set up 24 hour flight operations for VIPR exercise for 2 week period in support of aircraft operations. Required five (5) office trailers, generator, and porta potties. Estimated cost of $52,830.00.

4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in 6.302-2(b)(2), PGI 206.302-2 Perform the operation mission of an aircraft.

5. Reason for Authority Cited: The government would be seriously injured unless the agency is permitted to limit the number of sources from which it considers bid to support VIPR exercise. These requirements are in support of military flying mission success.

The location of the VIPR missions was finalized on Dec 4, 2025, and equipment required to be in place by Dec 19, 2025.

The military aircraft mission was operating from Henry E. Rohlsen Airport, located in St.

Croix, VI. The government was not able to obtain adequate facilities to operate VIPR exercise for the deployed site. With the location of the exercise on an island it decreases the availability of resources.

Received another offer that could only provide the sale of office trailers not the rental of office trailers for a short period of time. This offer was rejected for not meeting the government requirement.

6. Efforts to Obtain Competition: FAR 5.202(a)(2) The Government would be seriously injured if the agency complies with the time periods specified. Received another offer that could only provide the sale of office trailers not the rental of office trailers for a short period of time. This offer was rejected for not meeting the government requirement and overall cost.

7. Actions to Increase Competition: Due to the unusual and compelling urgency of the requirement, no action was taken to increase competition. The Government will endeavor to conduct ongoing market research to develop a pool of qualified vendors should something like this occur again, so that quotes/competition may be obtained under the Simplified Acquisition Procedures to the maximum extent practicable.

8. Market Research: The VIPR exercise is on Saint Croix in the Virgin Islands. This limits us to the available vendors. There is an 8(a) vendor that provide a quote that did not meet the requirement. Limited on sources due to locations of VIPR exercise.

9. Interested Sources: This action was not synopsized in accordance with the exception under FAR 5.202(a)(2). However, in accordance with FAR 13.501(a)(iii), the Government will make this Justification available within 30 days after contract award.

10. Other Facts: N/A

11. Requirements Certification:

I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

12. Fair and Reasonable Cost Determination:

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.

Independent Government cost estimate FAR 15.404-1(b)(2)(v) First IGE was estimated at $30,330.00 and did not include cost for delivery cost and connection of generator.

Adding this cost the IGE would be $52,830.00
