About this file
This document is a presolicitation briefing for the M-SHORAD Increment 4 Industry Day held October 27-28, 2026, organized by the U.S. Army's Portfolio Management Executive for Defensive Fires.
M-SHORAD Increment 4 addresses an identified capability gap for air defense support to Maneuver Brigade Combat Teams and Joint Forcible Entry operations. The system must defeat Groups 1-3 unmanned aerial systems, fixed-wing and rotary-wing aircraft, and be reconfigurable for mission-specific requirements. Key requirements emphasize a tailorable and modular platform using Modular Open System Approach (MOSA) architecture, vehicle-agnostic deployment on light tactical vehicles and robotic platforms, Joint Forcible Entry readiness via C-130 transport with airdrop and sling-load capability, rapid deployment capability, and organic sustainment support for 72-hour independent operations. The system must integrate current identify-friend-foe capabilities, employ both kinetic and non-kinetic effectors, feature multi-sensor active/passive combat identification with AI/HMI automated targeting, and support direct fire capability for ground targets and counter-UAS protection. Critical attributes include reliability with reduced false alarm rates, line-replaceable unit components, electromagnetic survivability, cyber resilience, chemical/biological/radiation survivability, intellectual property rights granting government purpose rights and hardware technical data/software source code, and quality systems meeting organic maintenance standards.
The program employs a three-phase approach: MVP/IOC Phase (FY27-FY28) with multiple vendor prototyping efforts and test-driven development; FUE Phase (FY29) with a single IRAD effort; and Enduring Capability Phase (FY31-FY34) for mature production and fielding. The campaign of learning integrates developmental testing and test-driven development with a compressed timeline targeting IOC in early FY29. The government explicitly requests industry solutions for firing unit concepts and support for obtaining safety and materiel releases, acknowledging the government does not possess all technical answers. Path forward includes MOSAIC Call for Solutions posting, industry questions, industry visits, and RFPs for selected partners.

The M-SHORAD Inc 4 system must be tailorable and modular to meet mission needs and ensure the ability to integrate future upgrades and capability into the system.
Air Defense mission support characteristics for Mobile Brigade Combat Team (MBCT) and Joint Forcible Entry (JFE) operations:
• Rapid deployment capability via various air platforms and ground equipment
• Tailorable configuration to specific operational objectives; Effector and sensor flexibility
• Logistics and sustainment support commensurate with organic JFE and MBCT capability
• Able to rapidly integrate technology upgrades throughout the system lifecycle
AROCM 25-23 Discussion Points
• Adhere to Modular Open System Approach (MOSA)
• Convergence of M-SHORAD and C-UAS capabilities
• Vehicle Agnostic
• Risk-based approach to prototyping, experimenting, and integrating feedback from units in the field

Force Protection
• Operated by Soldiers wearing body armor & equipped with small arms weapons
• Situational awareness and understanding commensurate with supported force
• Operated by Soldiers in Mission Oriented Protective Posture (MOPP) 4
• Have direct fire capability for self defense against dismounted troops and light vehicle threats and can quickly transition to defend against GRP 1 & 2
System Survivability
• Mission capable after exposure to chemical, biological, and radiation (CBR) environments and survive decontamination
• Prevent, mitigate, and recover after exposure to electromagnetic effects
• Prevent, mitigate, and recover after cyber attacks and maintain cyber survivability
• Be electromagnetic environment and electromagnetic attack survivable
Sustainment
• High operational availability while reducing logistic footprint required to sustain missions
• High mission reliability w/o critical mission failure; Low mean time to repair critical failures with reduced false alarms rate; use of BIT/BITE functionality
• Use of line replaceable unit/module components
• Supportable by Organic Unit maintenance for 72-hour operations; ability to operate without contractor logistic support (CLS), (organic maintenance)
• Able to withstand the transportation and operations environments
• Uses Modular Open Systems Approach (MOSA) to enable rapid maneuver, to support “Right to Repair” documentation, and to enable future component integration using standard attachments and integration connectors.
• Reduce life cycle operating and support costs
• Maximize commonality with SGT STOUT and future C-sUAS family of systems
Energy
• Operate mission equipment package (MEP) without platform engine running, using onboard battery/auxiliary power
• Operate with existing vehicle power (JLTV requires no new power; optimized for ISV & robotic platforms)
Key system attributes the program office will be looking for during all phases of the program. Many will become hard requirements for the enduring phase of the program

UNCLASSIFIED
Effectiveness
• Be able to operate for 72 hours independently, and semi-independently with supported force for 3-7 days
• Integrate current IFF capabilities; commonality with SGT STOUT and future C-sUAS family of systems
• Self-defense against and defeat of sUAS Groups 1-3, rotary wing (RW), & fixed wing (FW) conducting CAS missions
• Direct fire capability for ground targets and C-sUAS protection to minimize air littoral leakage across dismounted formations
• Multi-sensor active/passive combat ID paired with AI/HMI automated target cueing and engagement pairing
Battlespace
• Conduct mounted and dismounted operations (MANPADS) in light and Joint Forcible Entry (JFE) operations
• Vehicle-agnostic SLED mounted on ISV-U, ISV-H, JLTV, and future Robotic systems
• Operates without towed trailers
• JFE: C-130 loadable in normal SLED & vehicle configuration without special equipment; air droppable, sling-load and dismount capable
• Provides DivAD battalions AMD capability across tactical, close- and deep-maneuver areas
Lethality
• Reconfigurable multi-effector MEP integrating kinetic effects (e.g. missiles, direct-fire guns), and non-kinetic defeat.
• Commonality with SGT STOUT controls
• Scalable, selectable defeat against Rotary-Wing (RW), Fixed-Wing (FW) close air support, and small UAS (sUAS) swarms
Safety
• Residual Operational Capability (ROC) ensuring safe operation in mounted, dismount, and remote/robotic modes
• Gun ammunition handling precluding projectile/fuze damage; peak recoil force does not damage host platform.
TADSS • Commonality with existing M-SHORAD FoS and C-sUAS training aids, devices, simulators, and simulations (TADSS)
Key system attributes the program office will be looking for during all phases of the program. Many will become hard requirements for the enduring phase of the program
