Offerors are cautioned that “parroting” of the Technical requirements of the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Further, statements that an Offeror understands or acknowledges the importance of PWS requirements (or similar statements) do not demonstrate an adequate technical approach for meeting the requirements of the PWS. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

4. Offerors are advised that technical data submitted to the Government in response to this solicitation may be released to non-Government personnel for routine/administrative contracting functions. It is anticipated that the non- Government support will be provided by the following:

Such firms are expressly prohibited from competing on the subject acquisition. In accomplishing their duties related to the source selection process, employees of KBR Wyle-CAS Group, Inc. and Intuitive Research and Technology Corporation may require access to proprietary information contained in the offerors' proposals.

To expedite the evaluation process, each offeror desiring an additional non-disclosure must contact the above companies to effect execution of such an agreement. Offerors that choose to obtain these additional contract specific non-disclosure agreements shall provide copies no later than the proposal due date specified in the RFP. Offerors that determine that no additional contract specific non-disclosure agreements are required shall acknowledge the RFP by signature in block 15A and shall include the following language with its acknowledgment email:
