About this file
This document contains answers to questions about a federal roof replacement project. The project involves replacing roofs on several buildings at Tobyhanna Army Depot in Pennsylvania. New aluminum edging, parapet wall caps, and coping will be installed. The specified EPDM membrane thickness for Building 334 is 60 mils reinforced. All metal roof products must be compatible and covered under the roof manufacturer's warranty. The wind rating for all roofs is 72 mph. Alternative insulation materials may be used if they meet specified criteria. New insulation will be mechanically fastened and installed over existing insulation to achieve a total R-value of 30. The work includes removing old roof systems down to the gypsum deck and inspecting for wet insulation which will then be replaced. The EcoStorm coverboard thickness is 1/2 inch.
The related federal contract opportunity is a solicitation for the roof replacement work at Tobyhanna Army Depot. Offerors are instructed to read the solicitation, statement of work, wage determination, and submit all required documentation by the specified date for the proposal to be considered responsive. The soliciting agency is the Department of the Army Materiel Command Army Contracting Command located at Aberdeen Proving Ground.

In light of the material shortages - specifically Polyiso insulation. Would TYAD consider switching to an alternative insulation (in place of Polyiso) that is more readily available as long as the following criteria are met:
The material may be substituted if it meets these requirements. 1) Adjust thickness to meet the R value in the solicitation. 2) No change to external & internal fire Rating. 3) Density similar to Polyiso
4) Must be warranted by the roof manufacturer as part of the roof system warranty.

2) Or only the EPDM membrane to then inspect and if found wet remove current insulation.
We are removing the EPDM leaving the existing insulation. Inspecting and replacing with dry insulation if wet.
Please also clarify SOW Page paragraph 1.4.1 are we installing R30 minimum over existing insulation.
Install new insulation over the existing insulation to total R30. If the existing insulation is R15, contractor will add an additional R15
As per roof plan drawing building 334 general note says to remove and replace existing roof system. See note 15. Same answer
