Question #19: Will the Site-Visit attendance list be published to the bidders?

Answer #19: Exhibit 1 - Site-Visit Attendance Sheet was incorporated via Amendment 0001 on 11 July 2019. The Amendment and its attachments can be found at the solicitation on FBO.gov

Question #20: Is it possible to have another site visit? The first site visit did not allow bidders to fully review the scope of work against the drawings.

Answer #20: The Government does not anticipate another site-visit at this time.

Attendees were offered additional time, if necessary, to allow them to effectively examine the existing site conditions.

Question #21: Notes D4 and A4 indicate the removal and replacement of HM doors/frames. These notes also indicate that locations are to be coordinated with COR.

If the location of the new door is different from that shown on the drawings, how should we price the in-fill of the old location and new rough opening at the new location as there is a definite cost differential between removing and replacing and removing, infilling, new rough opening and installing?

Answer #21: Door locations will not move. They will all me remove and replace.

Question #22: E8 indicates an existing aluminum window, clean and prep for new work. In most cases we are covering up the window with plywood and then covering with new EIFS. Does this scope of work require the cleaning of windows that are to remain and not get covered by EIFS?

Question #24: Note A27 states to provide and install standing seam roof. The note goes on to indicate that new construction details will be developed as part of the individual building construction documents. Does this mean that there is a design component to work associated with note A27 or does ‘new construction details’ refer to shop drawings/submittal data?

Answer #24: Shop drawings and submittals.

Question #25: Are there any phasing restraints to completing this work?

Answer #25: No. Though any phasing plan will require Government concurrence.

Question #26: Can multiple buildings be worked on simultaneously?

Answer #26: Yes, with Government concurrence.

Question #27: We are unable to find in the SOW or specs exactly what the Government expects to see on the design side. Will these be treated as submittals on the item that requires the design and stamp, or will you need to see a design effort such as: 30%, 50%, 100%, issue construction start.

Answer #27: Submittals on the items that require design and stamp.

Question #28: Please clarify exactly how many management slots (QCM, SSHO, Superintendent) are required for the project. Can either of these responsibilities be dual-hatted to save the Government an additional salary expense?

Answer #28: Superintendent, QCM and SSHO are expected to be full time positions.

Answer #29: The drawings do not indicate a set location that they need to be moved to other than outside the work area. For bidding purposes, plan on two moves, one to outside the work area and one back to area when work is complete.

Question #30: In several locations, such as drawing numbers 1B-1-260 elevation 2 and 1C-1-229 elevation 1, there are hashed lines around the windows but there isn’t a note indicating what the line represents. What do these hashed lines indicate?

Answer #30: Hashed lines in these locations indicate previous location of windows which have been infilled. This has been called out for purposes of installing new EIFS , mechanical fasteners are not to be utilized inside the hashed lines.

Question #31: When providing temporary ingress and egress protection at building entrances, do we need to provide protection at each entrance or are we able to close several entrances and direct employees to one entrance while that area is under construction?

Answer #31: Protection will be required for all ingress and egress points that are inside the active work zone.

Question #32: Does the schedule need to be broken down by CLINs as indicated in 01 32 01?

Answer #32: The awardee will be required to provide a schedule of values to the Government after award which reflects the work of each Building and CLIN/Sub-CLIN.

The purpose of this is to measure the progress of the work associated with each building in order to aid in determining the appropriate amounts for progress payments.

Question #33: Is a cost loaded schedule necessary?

Answer #33: Yes.

Answer #34: This is NOT a US Citizen only project, though proper identification will be required. Question #35: Sheet 1B-1-145 (A-4 of 11) refers to Sheet A-7 Section 3. Sheet A-7 does not have a Section 3. Please advise.

Answer #35: Refer to 2/A-7.

Question #36: Sheet 1B-1-142 (A-1) refers to Sheet A-9 Section 2, which indicates the existing roof canopy being extended to cover the HC ramp. Drawing 1B-1-142 does not reflect the same extension of the canopy. Additionally, it is difficult to understand the entire scope requirement without a plan view. For example, # of piers, size/spacing of piers, etc. Drawing 1B-1-260 shows the work in elevation view but not in plan view.

Drawing 1B-1-5-59 shows the extension of the canopy line in plan view but there are no details about the footings. Please advise.

Answer #36: Canopy over this ramp exists. Drawing E-5 (1B-559) is an electrical drawing. All available drawings have been provided.

Question #37: The above issue (Q#36) also exists with Drawing 1B-1-150/A10.

Please advise.

Answer #37: Detail 2/A10 shall be used in covering the vehicular ramp located on the west side of 1B-Bay3. Extend canopy by 2'-0" beyond all sides of the ramp and dock.

Question #38: The above issue (Q#36) also exists with Drawing 1B-1-154/A11.

Where is this work indicated? Please advise.

Answer #38: This drawing indicates the section through the lower canopy which is being built under this current requirement. The larger canopy is BEYOND and exists.

Question #39: What is the size of the reinforced concrete loading dock extension as indicated on A-11 (1B-1-154)?

Answer #39: This drawing indicates the section through the lower canopy which is being built under this current requirement. The larger canopy and loading dock is BEYOND and exists.

Question #40: Building 3 drawing # 2-2-4 (S-2) indicates the replacement of all damaged or missing 3” diameter columns. The elevation drawings for Bldg 3 do not indicate which columns are missing/damaged and the site visit did not provide sufficient ability to determine this scope factor. Please clarify the extent of column replacement on Building 3 as well as the other buildings.

Answer #40: The note is in Detail 1 on sheet S-3, and denotes the typical on center locations of the columns and the quantity of columns missing and columns that need to be replaced.

Question #41: Do Contractors need to have an 8(a) certification/designation?

Answer #41: Yes. This requirement is set aside for 8(a) Contractors ONLY. Any offeror not in the 8(a) program will not be considered for award.

Question #42: In the solicitation it is a requirement that the contractor have an office in the state of PA or close by. What does “close by” mean as it relates to this specification? Does the state of Maryland fall into that designation?

Answer #42: The state of Maryland IS considered to be in the nearby area. The "bona fide place of office" is applicable and required for 8(a) competitive acquisitions, IAW 13 CFR Part 124.507.
