1. INTRODUCTION and BACKGROUND

Tobyhanna Army Depot (TYAD) is the Department of Defense's primary facility for repair, overhaul, maintenance, integration, fabrication, upgrade, and total life-cycle support of Communications-Electronics equipment and systems including a number of radar systems. TYAD is the largest, full-service communications and electronics maintenance facility in the Department of Defense.

This document is focused on specific radar system test capabilities at TYAD in particular an existing outdoor antenna range capability. That is, antenna performance metrics: measurement of input impedance, polarization, radiation efficiency, directivity, gain, axial-ratio, phase, radiation pattern and other antenna metrics that are required to be evaluated on an existing outdoor antenna range.

The outdoor test range, basically, is comprised of a “receive site” currently, a raised platform with a positioning device to which the antenna under test is mounted and a control room (control building) which houses the measurement and recording electronics and a “transmit site” currently, a 330-foot high tower and a to be installed parabolic antenna, adjustable mounting fixture, radio frequency (RF) signal source, and cabling from the signal source antenna to the communications shelter at the base of the tower, again, which houses the electronics that generate signal (source) frequencies that are directed at the antenna under test (AUT) at the “receive site.”

This document consists of design and incidental installation associated with the installation of antennas and measuring and recording equipment and associated mechanical and electrical equipment to provide year-around repair, testing, calibration and evaluation of various antennas on an elevated outdoor antenna pattern range with the RF source site separated, on an elevated range, from the antenna under test (AUT) site located on Powder Smoke Ridge (PSR), Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466.

The RF source site shall have a parabolic RF source antenna capable of selectively transmitting both horizontal (HORZ) and vertical (VERT) polarized RF signals that shall be mounted on the 330 FT AGL steel tower located at a separation distance of approximately 4, 231 FT from the PSR AUT site. The parabolic RF source antenna mounting shall be designed to accommodate the antenna such that antenna pointing at the AUT can accomplished by either mechanical or laser bore-sighting.

The PSR AUT site has RF, control and positioning control electronics that are Government Furnished Equipment (GFE) currently installed on a twenty-five (25) FT steel platform and electronics stored within the control building that shall be refurbished, upgraded, and/or replaced in accordance with (IAW) this document. A reference antenna shall be mounted on the PSR AUT elevated platform.

A wireless control link shall be provided between the 330 FT tower and the PSR AUT site.

Design shall include site evaluations, preparation of equipment specifications, RF source link budgets, control like budgets and design and installation drawings. The installation necessary to complete the RF source antenna installation include providing all licenses, permits, labor, materials, equipment, supervision and management to complete the project. All and any exceptions to these services shall be submitted in writing to the Government. The 330 FT AGL steel tower and site specific construction details and PSR AUT site specific construction details are included on drawings identified, herein. Accuracy of these drawings shall be confirmed by the Contractor. The Government is not responsible for the accuracy of drawings provided.

This document titled “Statement of Work, Requirement and Specification for Range Modernization at Tobyhanna Army Depot, Tobyhanna, PA” will be subsequently referred to as the SOW, herein.

The “quiet zone” describes a rectangle volume where RF is found radiated and/or reflected form an outside source and can be measured at a specific minimum level within a specific rectangular volume.

17.2. The AUT test zone size is a rectangular area of 18 FT in horizontal length and 12 FT in vertical height.

The RF source antenna plane and the upper-AZ plane are perpendicular to the line beginning at the center of the upper-AZ and ending at the RF source antenna feed.

The AUT test zone center will be determined with the AZ/EL/AZ positioner positioned with the lower-AZ at zero (0) DEGs azimuth/bearing to the vertical center line of the RF source antenna; ELV at ninety (90) DEGs vertical (This places the upper-AZ in a vertical position; i.e., upper-AZ plate level at zero (0) DEGs vertical); and upper-AZ center point at zero (0) DEGs azimuth/bearing to the mechanical center of the RF source antenna.

It is critical that the peak of the RF source antenna wave front be centered on the aperture center of the AUT test zone. The AUT test zone is centered measured at the center point of the upper-AZ of the AZ- EL-AZ positioner with the RF source antenna on a horizontal line connecting the source feed center with the upper-AZ plate center. The result is a set of two points located on a single horizontal axis. This axis positioning is critical to radar antenna alignment and testing and shall be clearly shown on all installation DWGs. The 330 FT communications tower will host one (1) eight (8) FT parabolic antenna such that the antenna bore-site is aligned along this two (2) point axis. Design site and arrangement DWGs showing the parabolic reflector rotational positioning and layout shall be provided to the Government along with written procedure of alignment (optical and/or electronic) (CDRL A004 and A005).
