Detailed instructions can be found on the Contractor Manpower Reporting Application (CMRA) website in the CMRA “Contractor User Guide” or “Subcontractor User Guide”. The contractor shall create an account upon entering the site and is required to completely fill in the required information at the CMRA website: https://cmra.army.mil.

The required information includes:

Contractor shall include, and require inclusion of, this term in all subcontracts at any tier under the contract in which services are being procured. Contractor shall also enter their data in a timely manner, as subcontractors cannot input any information into the CMRA system until the Prime Contractor has entered their data. The Prime Contractor has overall responsibility for ensuring subcontractors enter their respective data. Subcontractors are only responsible for entering Location Data.

3.2 VOLUME II PAST PERFORMANCE

Past Performance will be a valid discriminator among the proposals received. Past performance will be approximately equal to cost or price. In the case of equal past performance ratings, price will be the determining factor for award.

Offerors must submit three (3) examples of past performance in providing services on requirements similar to or the same as the requirements in the PWS for the test, evaluation and overhaul of the Aircraft Horizontal and Vertical Situation Indicators. The examples shall have been performed within the past three (3) years for the same or similar scope of work required in this solicitation. Past performance examples will be evaluated for recency, relevance, quality of performance.

a. Recency of the offeror's past performance. Recency is generally expressed as being within the past three (3) years during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information.

b. Relevance is defined as fulfilling the same or similar requirement for the same or similar quantities under the same or similar circumstances. An example which is considered to be ideally on-point is one which satisfied the same technical requirement for the same quantity, provided to a Government customer, and within the same delivery timeframe as required under this solicitation. It is not required to submit examples which are ideally on-point;

however, offerors should strive to provide those examples which are as relevant as possible.

c. Quality is evaluated as overall customer satisfaction, including but not limited to: performance of the equipment and services provided; timeliness of delivery; willingness to negotiate and accommodate changes; cost control;

processing of warranty claims; performance of maintenance agreements; availability of general customer support.

d. In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available, or so sparse that no meaningful past performance rating can be assigned, the offeror may not be evaluated favorably or unfavorably on past performance. In such case, the offeror’s past performance will be considered Neutral Confidence.

e. Negative information obtained using past performance evaluations will be provided to the offeror to be addressed unless such negative information or circumstances have already been addressed by the offeror.

Each example of past performance shall have the following information:

Data concerning the offeror shall be provided in the most recent efforts listed first. This Volume shall be organized as stated below:

Offerors shall provide and submit the prime contract number and all Governmental/Commercial agency POCs in lieu of sub-contract numbers or prime contract POCs in situations as described above.

Should the offeror provide more than three (3) examples of past performance, the Government is not obligated to contact more than the first three. Offerors should confirm that the POC telephone numbers are accurate and in service; failure to provide valid telephone numbers does not obligate the Government to further pursue those examples of past performance.

Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available.

The Offeror’s overall Past Performance will be rated using a past performance confidence assessment. Offerors must have confidence rating of Satisfactory Confidence to be determined to have acceptable past performance.
