TOBYHANNA ARMY DEPOT ENVIRONMENTAL CONCERNS FOR

CONTRACTORS

Contact the Tobyhanna Army Depot (TYAD) Environmental, Safety and Occupational Health

Branch (ESOH) for any environmental questions. The phone number for ESOH is (570) 615-

7098.

EMERGENCY EVACUATION

The contractor must ensure all their employees and their subcontractor's employees are aware of the emergency response and evacuation procedures for the work site.

SPILLS

All spills must be reported to the TYAD Fire Department by calling 911 or (570) 615-7300. If

911 is dialed from a TYAD phone, the call will go to TYADs Emergency Office. If a 911 call is placed on a cell phone, the call will go to the Monroe County Emergency Office. Notify the

Monroe County Emergency Office that you are at TYAD and the call will be forwarded to

TYADs Emergency Office. Once the fire department has been notified; the contractor may contain and clean up the spill under the following conditions: the contractor knows what the spilled material is, personnel who clean up the spill are properly trained and the contractor has all the necessary material and equipment required to clean up the spill. The contractor may be billed for cleanups performed by TYAD personnel.

AIR

The contractor must control fugitive emissions, including dust, during the course of their contract. The contractor must obtain ESOHs approval prior to exhausting equipment to the outside. If the contractor will be spraying at TYAD, the spraying must not be visible from outside TYAD. Spraying any substance when wind speeds are above 10 MPH is strongly discouraged. The contractor must not burn material at TYAD.

ASBESTOS

The contractor must provide copies of state notifications to the Contracting Officer

Representative (COR), Contract Administrator and ESOH 25 days prior to commencement of asbestos work. The contractor must submit an asbestos notification to the Pennsylvania

Department of Environmental Protection (PADEP) at least 10 working days prior to demolishing a building or any load-bearing wall or structure, regardless of whether or not asbestos is present.

The contractor must provide a copy of their Asbestos Abatement Work Plan, including a work-area drawing, to ESOH through the COR 25 days prior to commencement of work for review and approval by ESOH, Industrial Hygiene and the Safety Division. The contractor must provide a copy of all other documents required by Unified Facilities Guide Specification 02 83 14.00 10 to include: training certificates, medical clearances, current state photo certifications and lab certifications to ESOH through the COR prior to commencement of work. Provide copies of asbestos-waste shipping manifests to ESOH through the COR and the Contract Administrator within 30 days of any shipment. Contractors must ensure that all materials they use at TYAD are asbestos-free. Call ESOH when any potentially environmentally sensitive area or material is discovered.

BUY RECYCLED PRODUCTS

Many new construction/renovation materials are required to be manufactured using recycled material (e.g., insulation, carpet, floor tile and furniture). All material purchased and used on a project that contains recycled content must be reported to ESOH through the COR. Reports must include the weight and the percent of recycled content.

CULTURAL RESOURCES

If any artifacts are unearthed at TYAD, such as bones, buttons or pottery, all work must stop immediately and the contractor must contact ESOH.

DISPOSAL

All contractor-responsible debris, excess material, excess equipment, etc., must be removed from site.

CLEAN FILL

The contractor must have approval from ESOH prior to disposing any clean fill within TYAD. If approval is obtained, clean fill must only be disposed at the clean fill disposal site. Clean fill is defined as uncontaminated, non water-soluble, non decomposable, inert, solid material. Clean fill includes soil, rock, stone, dredged material, used asphalt and brick, block or concrete from construction and demolition activities that is separate from other waste and recognizable as such.

The weights of all material disposed at the clean fill must be reported to ESOH through the COR.

RECYCLING

Scrap recyclable material (e.g., concrete, steel, aluminum, wire and cable, cardboard) is required to be recycled, preferably through the TYAD Recycling Program. The contractor must coordinate collection of recyclables with ESOH through the COR. The contractor must report the total weight of each material the contractor recycles independent of the TYAD Recycling

Program to ESOH through the COR.

SOLID WASTE DISOSAL

Ensure waste hauler and all roll-off containers are licensed by the state and the county. Provide name, address, etc., of transporting agency/company and receiving landfill to ESOH through the

COR. A certificate of the landfill must be kept at the job site. Provide copies of shipping manifests/landfill weight slips/documents to ESOH through the COR. Fluorescent bulbs and mercury-bearing lamps are to be handled under Universal Waste Rules by the contractor.

Burning at project sites for the disposal of refuse and debris will not be permitted.

EROSION CONTROL

The contractor must follow PADEP Soil Erosion and Sedimentation (E&S) Control Regulations.

If the area of disturbance is larger than 0.5 acres, the contractor must have a written E&S control plan. The E&S control plan must be approved by ESOH prior to any earth disturbances. If the area of disturbance is greater than one acre, the contractor must coordinate with ESOH to obtain a permit from Monroe County Conservation District. The contractor must obtain ESOHs approval prior to sending documents to Monroe County. If the project has an E&S control plan or permit, a copy of the plan and permit must be kept at the job site.

HAZARDOUS MATERIALS

The contractor must ensure all hazardous materials/wastes at the work site are properly stored, labeled and unused or waste materials are removed from the site at the end of the contract.

The contractor must not use paints containing zinc chromate or strontium chromate pigments and paints containing lead in excess of 0.06 percent by weight of the total nonvolatile content. The contractor must follow Occupational Safety & Health Administration (OSHA) lead-based paint regulations if they disturb any lead-based paint at TYAD. The contractor must contact ESOH prior to disturbing lead-based paint.

The contractor must determine if light ballasts being disturbed or removed during the contract contain PCBs. If the lights contain PCBs, the contractor is responsible for disposing the ballasts properly.

The contractor must not install any equipment, switches or devices (including thermostats) that contain mercury or lead.

HAZARDOUS WASTE DISPOSAL

Provide name, address, etc., of transporting agency/company and receiving landfill to ESOH through the COR. Provide copies of shipping and disposal manifests to ESOH through the COR.

ESOH will sign all manifests for any HW removed using TYADs Environmental Protection

Agency (EPA) ID number.

MATERIAL SAFETY DATA SHEETS

The Contractor must submit Material Safety Data Sheets (MSDSs) for all hazardous materials proposed for use, including paints, solvents, adhesives, etc. Copies of MSDSs will be provided to the ESOH through the COR at least five working days prior to the material being brought on post. The contractor must keep a copy of all MSDSs at the job site.

NATURAL RESOURCES

The contractor shall be responsible for protection of all vegetation on the work site. The contractor must contact ESOHs Natural Resource Manager at (570) 615-5023 prior to any tree removal. The contractor must not use pesticides at TYAD. The contractor must not disturb migratory birds or the nests of migratory birds at TYAD.

OZONE DEPLETING SUBSTANCES

The contractor must not use Class I and II Ozone Depleting Substances (ODS) or other materials containing, or manufactured with, any Class I and II ODS. All contractor personnel must have

ODS certification when working on refrigeration equipment. If refrigerant is recovered or charged at TYAD, the contractor must report the weight of the refrigerant to ESOH through the

COR.

STORM DRAIN PROTECTION

Nothing shall be dumped or allowed to flow into storm sewers or drains, other than rainfall. Call

ESOH prior to discharging any substance, including water, into a storm drain or sanitary sewer.

GENERAL NOTES

The contractor is responsible for employing energy conservation measures where practical.

Any equipment connected to the water distribution system must have a backflow prevention device installed
