1) Question: Item 2.2 replace pump seal, is this an external seal where the pump meets the guide rail, if so is it the seal at the base of the lift station or the seal at the pump itself or is it an internal seal in the pump that would require a complete overhaul of the pump?
Response: The seal between the pump and guide rail. It is external.
2) Question: Item 2.2 calls for replacement, if required up to 4 pump seals and up to 8 floats during a year, however 3.1 claims all repairs are an extra to the government; is the contractor required to have these items for each lift station available so they could be installed at the time of service or will the contractor order materials and need to return and make repairs. Since the contractor has no way of to tell what system may require attention, should this not be a paid extra to the contractor as necessary?
Response: Yes, the contractor should have this item available so the seal can be installed at the time of service if needed. The contractor should be able to tell if the pump needs a seal prior to servicing. If upon further inspection it is discovered that an external seal is needed it is a paid extra to the contractor as necessary.
3) Question: Item 2.2 inspection of SCADA functionality and operation: will the SCADA have the capability to be accessed remotely or will the contractor be required to perform onsite functionality and inspection?
Response: The SCADA will have the capability to be accessed remotely and the contractor will be required to perform onsite functionality and inspection.
4) Question: Item 2.2 inspection and testing of control panel: will the government please be specific?
Response: Just operation and functionality of control panel.
5) Question: Item 2.1 & 2.7: 2.1 States that by pass pumping may be required and
2.7 check list has a few operations that require inspection, cleaning and so on that will need an individual in the lift station. This will require by pass pumping, more manpower and confined space trained crew which will add an enormous cost to the project. Since this is a requirement can the government rephrase the bypass pumping as a safety and operational requirement and not an if needed basis?
Response: This will remain on an if Needed basis and please see Paragraph 2.7 of the Statement of Work for Revisions.
6) Question: 3.2 To properly respond to an emergency call would consist of pumping and bypass pumping, confined space crew at a very expensive cost per hour and since the contractor is required to respond to emergency calls and the contractor is required to provide a cost for repairs during the emergency call and prior to making repairs, can the government please be specific concerning a emergency call?
Response: Lift station mechanical failure to pump sludge would be the requirement for an Emergency call.
7) Question: 3.2.1, 3.2.2 and 3.2.3: allows for a foreman and possibly a mechanic, does the government understand that without items in question 6 available during an emergency call, the foreman and or mechanic will be limited to what repairs are required.
Response: The Government understands crew limitations for emergency calls and diagnosis.
8) Question: 3.2.1, 3.2.2 and 3.2.3 Is the contractor required to respond during premium labor cost for emergency calls, if so should there be a line item for premium time?
Response: The contractor will respond during premium labor hours only at the request of the COR or plant Lead Operator. The same line item will be billed and at time of award the hourly rates for each type of rate will be included within the award description.
