Questions and Answers, Part II December 14, 2016
Q1. As opposed to the way CLIN Item No 0007 is listed, should it instead read (see corrections):
Please note, as part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price IAW FAR 52.212-2. Thus, the offeror's total price for the purpose of evaluation will include the base period, first through fifth fourth option periods and one-half of the fifth fourth option. Offerors are required only to price the base and four options. Offerors shall not submit a price for the potential six month extension of services period.
A1. Yes
Q2. Are Proposals required to be submitted and listed in the same numerical order as “PROPOSAL REQUIREMENTS” listed on page 7 of the Solicitation?
A2. No.
Q3. “PROPOSAL REQUIREMENTS”, page 7, Item 9, States
“Provide copy of PA DOH License as required in FAR 52.212-2, Evaluation-Commercial Items.”
In the event that an interested offeror is not based in PA, but feels certain, after communicating with the Pennsylvania Department of Health, that a license could be issued prior to the start date, can this offeror submit an offer.
We ask this question, as it is ambiguous with 1.5.C.: At the time of phase in, the contractor shall provide the COR with a current PA State Licensure for the BLS level of service.” And, is ambiguous with 52.121-2, EVALUATION—COMMERCIAL ITEMS (OCT 2014), D.(a) “the technical proposal shall contain a performance and training plan, including management, quality assurance, employee qualifications, PA Department of Health Licensure Requirement (to include a copy of license)….”
A3. See Amendment 0003 as this requirement has changed.
Q4. PART 1, GENERAL – 1.1 SCOPE, Page 9, states:
“In addition to normal on-call EMS services, the contractor shall provide stand-by BLS EMS coverage/patient transport as needed for all on-site special events (e.g., fishing derby, fun run/walks, etc.).”
Is this requirement in addition to providing primary Basic Life Support (BLS) Emergency Medical Service (EMS) response and patient transport services for TYAD with the on-duty ambulance crew? Or, is this in addition to the primary BLS EMS response capabilities?
A4. This shall be performed by the primary Basic Life Support (BLS) Emergency Medical Service (EMS) response and patient transport services crew assigned to TYAD. In the event of EMS incident, the assigned contracted BLS crew shall be expected to respond accordingly. TYAD F&ESB will provide QRS Engine/Truck companies with certified PA EMT-B's to support (patient assessment, triage, etc.) these events as available.
Q5. Part 3, Attachment, 3.1. Historical EMS Response Data, Page 21.
Does TYAD F&ESB possess any statistical data indicating the number of mutual-aid ambulance services which were called to TYAD in the event the TYAD ambulance was in performance of its services to TYAD or Off Post?
A5. No
