Questions and Answers December 12, 2016

Q1. The above referenced solicitation states on Page 7, Proposal Requirements #9 that a copy of PA DOH License is required with submission. Is this solicitation for Pennsylvania licensed providers only? Or can a PA license be obtained upon award?

A2. Solicitation is open to any company who has or will have the required PA DOH Licensure by the close of the solicitation, 1/6/17. Copy of PA DOH License is required with proposal submission in order to ensure compliance with Page 10, 1.5.A. Phase-in requirement. Reference Solicitation page 28, D.1.(a) states “The Offeror shall show in their technical proposal that they have a complete understanding of the requirement and a well-conceived plan for satisfying the requirement. The technical proposal shall contain a performance and training plan, including management, quality assurance, employee qualifications, PA Department of Health Licensure Requirement (to include a copy of license) and DoDI 6055.06 knowledge/compliance with specific emphasis on Table E3.T1, Minimum Level of Service Objectives – Operations, Emergency Medical, Transport Unit (BLS with AED) and resources available to meet the requirements described in the PWS as well as a sound approach demonstrating sufficient experience/expertise and processes to accomplish all requirements in the contract, which includes an organizational structure”.

Q2. In the solicitation packet it has indicated that the solicitation is 100% Small Business. Company XXXXX is not classified as a Small Business in SAM. Does this prevent us from submitting a proposal?

A2. Your business must be a small business in order to submit a proposal for this requirement.

Q3. Is there a possibility of a site visit next week? If there is no official site visit available, would you have available staffing to simply allow an informal visit with base access to get a sense of the community? Site visits are helpful for so many reasons and allow us to obtain useful information about the community and area. In addition to base access, we generally speak to locals for recommendations to vendors that we may need such as ambulance maintenance and repair shops, tire services, towing services, etc. It is also helpful to have some sense of your receiving facilities and potential partners for emergency needs as well as reputable places for needed supplies. Knowing how easily accessible all of these elements will be certainly tells us a great deal about the expected cost of supporting your mission.

A3. At this time, we do not feel that a tour of the installation would be relevant to a proposal. Historically, there is a five minute average response time from any location on TYAD property to any scene on TYAD property. The other useful information can easily be found via internet research to include maintenance shops, towing services, etc.
