About this file

This document contains a draft solicitation for an Automated Storage Retrieval System modernization project at Tobyhanna Army Depot. The solicitation requests proposals to upgrade mini-load cranes, unit load turret trucks, automated guided vehicles, and a warehouse management system. Proposals are due by email and will be evaluated on cost/price, technical approach, past performance, and small business participation. The contract will be a firm-fixed price award made to the best value proposal based on technical and past performance factors being more important than cost, with cost increasing in importance as proposals become equal in other factors. An acceptable small business subcontracting plan is also required for award.

SUBMISSION INSTRUCTIONS AND EVALUATION CRITERIA (SECTION L)

1. INTRODUCTION

1.1 If you choose to submit a proposal, it shall be submitted via e-mail in accordance with the terms of the Request for Proposal (RFP). Failure to follow these instructions may render your proposal non-responsive. Offerors are cautioned that there are page limits contained in the proposal submission. The use of hyperlinks is prohibited. The Offeror’s proposal SHALL NOT contain classified information.

1.2 The Government intends to immediately compare proposals and award an order without conducting exchanges with Offerors. Therefore, the Offeror’s initial submission should contain the Offeror’s best terms from a cost or price (including discounts) and technical standpoint. However, in the event the Contracting Officer concludes conducting exchanges is in the best interests of the Government, the Contracting Officer may do so at their discretion.

1.3 If the Contracting Officer determines that the number of proposals received exceed the number at which an efficient comparison can be conducted, the Contracting Officer may limit, or otherwise downselect, the number of proposals to be compared to the greatest number that will permit an efficient and timely comparison among the lowest priced proposals. Therefore, the Offerors initial proposal should contain the Offeror’s best terms from a price and technical standpoint.

1.4 Offeror must be found to be responsible IAW FAR Part 9.1 to receive an award. The Government may, at its discretion, require the apparent successful Offeror to submit additional information in order to determine responsibility IAW FAR 9.104-1. If apparent successful Offeror is deemed to be NOT responsible by the Contracting Officer, award will be made to the next highest overall ranked Offeror deemed responsible.

1.5 Any Offeror with active exclusion records will not be evaluated and will not be considered for Contract award.

1.6. All questions shall be submitted via e-mail, to mark.a.buonomo.civ@mail.mil, NLT COB 7 calendar days prior to the required solicitation response date. A copy of all questions and answers will then be provided to Offerors on a non-attribution basis and incorporated into the RFP and any resultant award as an attachment.

1.7 Offerors shall not submit any assumptions, terms, conditions, caveats, or exceptions with offers. All concerns shall be addressed and resolved by submitting questions by the date and time specified above. No assumptions, terms, conditions, caveats or exceptions submitted in response to this RFP will be accepted or incorporated into any resultant award.

2. FORMAT

2.1 Each volume shall be submitted electronically via e-mail. Any portion of the proposal that is changed (as a result of negotiations or proposal revisions) should be annotated and dated. Each volume shall be clearly labeled with its Title and a copy number, as necessary.

b. Content Requirement. All information shall be confined to the appropriate volume. Information not contained in the appropriate volume, or beyond the specified page count for that particular volume, will be redacted and not considered during evaluation. The Offeror shall limit submissions to that essential documentation which is sufficient to define the proposal and provide an adequate basis for evaluation. Offerors are responsible for including adequate details, in a concise manner, which enables a complete and accurate evaluation of the proposal.

3. Submission Instructions and Evaluation Factors

3.1 Evaluation Factor 1/Volume 1 – Cost/Price (SF1449). The resulting award will be a Firm-Fixed Price (FFP) type contract. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort.

3.1.1 SF1449 Response.

Offeror shall fill in attached standard form (SF) 1449 contained within the LATEST Amendment, Conformed Solicitation document posted to beta.sam. On the SF1449, the Offeror shall complete blocks 17a, 17b, signed by a company official authorized to contractually bind the company in block 30. Offerors shall also input their proposed CLIN pricing and a total cost/price.

Any amendments issued to this solicitation will be synopsized in the same manner as this solicitation. All Offerors are advised that to be considered for award they must acknowledge all amendments issued to the solicitation. Any offer failing to acknowledge all solicitation amendments may be deemed inadequate by the Contracting Officer. Offers deemed inadequate may not be evaluated or further considered by the Government.

3.1.2 The Government may, at its discretion, conduct a Cost Realism Analysis while determining responsibility of the apparent successful Offeror whose offer appears to be unrealistically low in relation to the majority of offers received.

3.2 Evaluation Factor 2/Volume 2 – Technical. The Technical Volume shall be comprised of the following subfactors, and shall clearly reflect how the Offeror proposes to meet the Government’s specification. This proposal must be clear and concise and shall be comprised of the Offeror’s response to the following elements only.

3.2.1 Evaluation Subfactor 1: This subfactor evaluates the Offeror’s proposed Technical Approach. Marginal levels/ratings of Technical Approach could indicate a lack of understanding concerning mission requirements and may result in the entire proposal receiving an unfavorable rating and/or being eliminated from the competitive range. This subfactor focuses on:

(1) The Offeror’s proposed plan to meet requirements of the SOW. Offerors shall detail a proposed solution and technical approach to satisfy the Government’s requirement.

(2) The Offeror’s proposed execution schedule. The Offeror shall provide a detailed schedule and phasing plan that demonstrates the execution of their proposed approach and how this execution will have minimal impact on TYAD mission.

(3) The Offeror’s proposed Equipment. Offerors shall provide brand name, part numbers, and other documentation, including equipment brochures, catalogs, or other published data, that describes the equipment being offered for the purpose of determining whether or not it meets the Government’s requirement.

3.2.2 Evaluation Subfactor 2: This subfactor evaluates the Offeror’s Technical Experience. An acceptable or better rating of Technical Experience indicates that the Offeror has the minimum technical experience required to successfully execute the Government’s requirement. Major emphasis will be placed on the following:

(1) SAP/LMP Experience. Offeror shall provide information indicating successful execution in one or more projects that include the implementation of a SAP or LMP based system within the past 3 years.

(2) Automated Crane Experience. Offeror shall provide information indicating successful implementation of three or more projects that include mini-load/automated crane replacements within the past 3 years, with at least $1M in total project costs.

(3) AGV/AMR Experience. Offeror shall provide information indicating successful implementation of three or more projects that includes Pallet AGV or Pallet AMR System replacement within the past 3 years, with at least $1M in total project costs.

(4) WMS/WCS Experience. Offeror shall provide information indicating success in three or more projects that include an integrated WMS and WCS implementation or conversion within the past 3 years, with at least $250k in total project costs.

(5) Automated Project Experience. Offeror shall provide information indicating successful implementation of five or more projects that includes Integrated Automation over the past 3 years, with at least $8M in total project costs.

(6) Operation and Support Experience. Offeror shall provide information indicating successful contractor support associated with the operation, maintenance, training, and support of an Integrated Automated Storage and Retrieval System on projects within the past 10 years.

3.2.3 Evaluation Subfactor 3: Offerors shall submit a completed Attachment 2 – ASRS Compliance Checklist. This subfactor evaluates the Offerors’ responses to Attachment 2 – ASRS Compliance Checklist to determine acceptability.

ACCEPTABLE: The Offeror annotated “COMPLY” at the end of each and every paragraph or the Offeror’s brief description associated with the “NON-COMPLY” provided sufficient detail for the USG to change it to “COMPLY’.

UNACCEPTABLE: The Offeror annotated “NON-COMPLY” and did not provided sufficient detail for the USG to change the response to “COMPLY”.

3.3 Evaluation Factor 3/Volume 3 – Past Performance

3.3.1 Offerors shall submit a list of recent Government and commercial contracts (prime and major subcontracts), which are recent (within the past three years) and relevant to the efforts required by this solicitation. The minimum required citations is one (1); the maximum number of citations is three (3).

Relevant efforts are defined as those providing comparable efforts (specifically providing ASRS Modernization efforts involving equipment of a similar nature to the effort required by this solicitation, and as compared to North American Industry Classification System (NAICS) code 333924) to Government entities or other Businesses with similar requirements (scope, complexity, breadth, depth, contract duration and similar dollar thresholds) as required by this solicitation. The POC List shall be submitted in Microsoft Word using Table Format to include the following fields: Solicitation Number; Company Name; Contract Number; Government Agency; POC Last Name, First Name; POC Title; POC Telephone Number; POC E-mail Address; and Date of E-Mail to POC.

3.3.2.6 Section 6 – Submissions. Offerors are discouraged from providing points of contact with another contractors’ facility, i.e., in case an Offeror (or one of his/her team members) is in a subcontract with another contractor who has submitted a proposal on the same requirement. Offerors shall provide and submit the prime contract number and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in situations as described above.

3.4 Evaluation Factor 4/Volume 4 – Small Business Subcontracting Plan

The apparent awardee must submit a Small Business Subcontracting Plan, which will be evaluated to determine its acceptability. The Small Business Subcontracting Plan will be evaluated and rated in accordance with the following criteria. A rating of “Acceptable” is required in order to be considered for award.

Acceptable The offeror’s proposal indicates an adequate understanding of, and meets, the small business objectives.

Unacceptable The offeror’s proposal does not indicate an understanding of, nor does it meet, the small business objectives.

BASIS OF AWARD (SECTION M)

The award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the four evaluation factors: Factor 1.) Cost/Price/SF1449; Factor 2.) Technical;

Factor 3.) Past Performance; Factor 4.) Small Business Subcontracting Plan. The Technical and Past Performance factors combined are more important than the Cost/Price/SF1449 factor, which is more important than the Small Business Participation factor. The degree of importance allocated to the Cost/Price factor will increase as the Offerors’ proposals become more equal in the other evaluation areas. Offerors must achieve a rating of “Acceptable” or higher in all rated factors and subfactors in order to be considered for award. Additionally, any other than small business Offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with FAR 19.702(a). Offerors will be cautioned that the award may not necessarily be made to the lowest cost/price offered.
