About this file

This is a Questions and Answers document for federal contract solicitation W15QKN-26-Q-A146 for IDS Inspection Services at Fort Devens, Massachusetts. The Q&A addresses industry inquiries submitted during the solicitation period and provides clarifications on the Performance Work Statement requirements.

The requirement involves bi-annual inspection and maintenance services for three Intrusion Detection System (IDS) locations: Building 673 (SIPR Cafe SCIF), Building 681 (Police ARMAG weapons vault), and seven separate Ammunition Supply Point Bunker buildings at South Post (weapons vault). All inspections and testing must be completed in one workday per visit. Current IDS systems include DSC NEO models with planned upgrades to ELK systems. The Government will provide system access codes, account numbers, and keys. Personnel require standard vetting and mandatory escort access to all vaults due to sensitive materials. Work outside normal business hours requires written Contracting Officer approval with emergency fees applied. The contractor is not required to perform on federal public holidays. No existing inspection checklist or previous inspection reports are available, as this contract establishes the initial inspection program. All systems are currently operational with no known deficiencies. The equipment list includes multiple components such as control panels, keypads, motion sensors, cellular communicators, batteries, surge protectors, and fiber optic cables across the three locations. The pricing sheet contains a single line item for biannual IDS services and maintenance, with questions regarding how to separately price 24-hour personnel support and program management services.
