About this file

This is a Questions and Answers document for Solicitation W15QKN-26-Q-A145, issued on August 5, 2026, addressing industry inquiries regarding a Range Control Front Gate project at Fort Devens, Massachusetts.

The document clarifies three key technical aspects of the requirement. First, the Government confirmed there is no existing electronic access control system to integrate with, as this project replaces a manual gate. Second, regarding credentials, the Government does not have existing electronic credential specifications and will accept a standalone access control solution compatible with Department of Defense Common Access Cards (CAC) or RFID cards, with no requirement to maintain specific credential bit formats or facility codes. Third, the Government confirmed acceptance of a standalone RFID/CAC-compatible access control system with independent management software for user administration, access permissions, audit logs, reporting, and remote credential programming, without integration to an existing Government platform. The contractor is responsible for providing all necessary hardware, software, and programming required for system operation and credential management. This clarification indicates the Government is seeking flexibility in system design while maintaining CAC and RFID compatibility as core requirements.

Solicitation Number:W15QKN-26-Q-A145
Requirement Description:Range Control Front Gate - Fort Devens, MA
Date:5 August 2026

Purpose: The purpose is to provide answers to questions submitted by industry during the solicitation phase.

Question:Answers:
Question 1: Existing Access SystemNo. This project is replacing an existing manual gate. There is no existing electronic access control system requiring integration.
Will the new gate/access control system be required to integrate with an existing installation access control system?
If so, please identify the manufacturer, model, software platform, and any required integration protocols or interfaces.
Question 2: Government Credential SpecificationsThe Government does not have an existing electronic access control system associated with this gate. The new system shall be a standalone access control solution capable of supporting Department of Defense Common Access Cards (CAC) or RFID Cards for authorized personnel. There are no existing credential bit formats, facility codes, or credential formatting requirements that must be maintained. The contractor shall provide all necessary hardware, software, and programming required for system operation and credential management.
The specification states that the new system shall be compatible with existing Government credentials.
Please provide the following information regarding the credentials currently in use:
Credential technology (e.g., HID Prox, HID iCLASS, SEOS, MIFARE, etc.)
Card bit format (e.g., 26-bit, 32-bit, 37-bit, 64-bit, or other)
Any applicable facility code or credential formatting requirements.
Question 3: RFID System CompatabilityThe Government will accept a standalone RFID/CAC-compatible access control system. The system shall include its own management software to administer users, assign permissions, and remotely program credentials. Integration with an existing Government access control platform is not required.
Depending on the existing controllers and credential format, compatibility with a proposed RFID solution may vary.
If full integration with the existing access control system is not required, would the Government accept a standalone RFID access control system?
If a standalone system is acceptable, may it include its own management software for user administration, access permissions, audit/history logs, reporting, and remote programming independent of the existing Government access control platform?
