About this file

This file is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a vinyl floor tile replacement project at Building 623 (Hall of Flags) at Fort Devens, Massachusetts. The Government clarifies that the project scope is limited to flooring replacement only in the main conference area, entryway, and storage room, with all carpeted areas, bathrooms, boiler rooms, tavern, and kitchen excluded from the scope. The Commander will select the replacement tile color, and the contractor should include space for this selection in their estimate. The Government confirms the project involves flooring replacement only and is not related to HVAC or ceiling work, despite references to these items in the Performance Work Statement.

Key clarifications address contractor responsibilities including moisture and level testing for subfloor conditions, flooring transitions at doorways and material changes (at contractor's discretion), and removal and reinstallation of furniture and equipment by the Government prior to work commencement. The Government confirms no asbestos-containing materials (ACM) were detected in the building since 1995 and the current adhesive is rubberized white or yellow. Vinyl Composition Tile (VCT) is specified as the finished product for all areas within scope. The Government will not provide specifications for premium-grade VCT but expects middle-grade material providing durable, long-term service. The subbase material consists primarily of concrete throughout the main conference area. Contractors must include costs for moisture and level testing as part of their bid and apply appropriate flooring transitions at their discretion based on existing conditions.

1. Upon further review from the Command Team, the scope of this project will be limited to the main conference area, entryway, and storage room. All carpeted areas, bathrooms, boiler rooms, tavern, and kitchen will be left as they are.

1. We would like the opportunity to have the Commander select the replacement tile color. Please allow space for that in your estimate. We would make a neutral selection of standard color for the entire space.

1. The PWS contains many references to replacing ductwork, AHU's, ceilings. However, all other docs and verbiage indicate this is just a flooring replacement. Can you confirm this project is for flooring replacement only and not replacing HVAC items?

This is only for the flooring replacement.

1. Has the Army tested the existing floor tile and mastic for hazardous materials? If yes, can you please provide that report. If it has not been tested, should the contractor include the costs of HAZMAT testing & reporting?

No ACM was detected in this building dating back to 1995. The flooring has been replaced once before and the current adhesive is rubberized white or yellow. We pulled tiles in multiple locations in the

5. Equipment and Furniture Removal:

Several areas (Ballroom, Taps Tavern, bar, kitchen/prep areas) contain furniture, bar equipment, and kitchen equipment. Please confirm who is responsible for removing, relocating, and protecting this equipment prior to floor work, and who is responsible for returning it afterward.

See comment (1.), also, we will remove the furniture prior to work start and return it afterwards.

6. Flooring Product Clarification:

The PWS specifies Vinyl Composition Tile (VCT) throughout. Please confirm this is the intended finished product for all areas listed in the room schedule, including Room 131 (currently carpet tile) and the storage room on the left side (currently carpet tile), or whether an alternate product is intended for any area.

See comment (1.)

6. Toilet Fixture Removal:

Several restrooms will require flooring work in areas currently covered by toilet bowls and other fixed fixtures. Please confirm who is responsible for the removal and reinstallation of toilet bowls and any other fixed restroom fixtures to allow for floor tile installation.

See comment (1.)

7. Moisture and Level Testing:

We understand documentation from the building’s recent floor replacement will be provided. Please confirm whether that documentation includes moisture and level testing results for the subfloor, or whether separate moisture/level testing is still needed. If separate testing is required, please advise whether the Government will provide it or whether the Contractor is responsible for conducting it prior to installation.

This should be included in the cost estimate as part of the contract requirements.

8. Server Room Access:

The server room (approx. 10’ x 12’) was noted as currently locked during our site visit. Please confirm whether this room is included in the base scope of work or should be treated as a separate line item and advise on access arrangements if it is included.

RFI 001 – Flooring Transitions Please clarify if new flooring transitions are required at doorways, changes in flooring type, and any termination points where new VCT/LVT meets existing flooring. If transitions are required, please provide the desired material type, profile, color, and whether transitions are to be supplied and installed by the contractor.

The appropriate flooring transitions for either vinyl to carpet or other tile is at the discretion of the contractor. Again, we don’t need top grade, but it should look nice.

RFI 002 – Work Extent Inside Tavern Area Please clarify the full extent of flooring replacement required inside the Tavern area. The existing conditions appear to include newer LVP and tile around the bar stool/bar area. Is this newer LVP and tile to be removed and replaced with the new specified flooring, or is it to remain in place?

See comment (1.)

RFI 003 – Kitchen and Bathroom Flooring Please clarify whether the existing tile flooring in the kitchen and bathroom areas is to be removed and replaced with the new specified flooring. If these areas are included, please confirm whether the new flooring should be VCT/LVT consistent with the rest of the project, or if a different flooring type is required for wet areas.

See comment (1.)

RFI 004 – Limits of Flooring Replacement The PWS identifies removal and replacement of existing vinyl floor tile in Building 623, with an approximate area of 13,988 SF. Please provide clarification on whether the intent is to replace all existing floor finishes throughout the building, or only existing vinyl floor tile areas. This clarification is needed to accurately price demolition, floor preparation, transitions, and new flooring installation.

Can you please confirm the project is only for flooring work and not the Ceiling or HVAC? section 01 10 00 General Requirements – part 3.1 contractor’s responsibility states to work for HVAC system (provide new AHU, new piping, wiring, gate valves, shutoffs etc. along with Drop Ceiling system to be replaced. Section 01 78 00 also mentioned for to submit AHU info under record drawing/as built and there are couple of pages under section 23 03 00.

Those are typographical errors. This contract is only for floor tile replacement.

Can not find the specification for new VCT requirements please provide the new product requirements.

We don’t need top grade, but something middle ground that will give us a good many years of service is all that is needed.

Can you please confirm the VCT will be accepted in the Kitchen area? As the most commercial kitchen area requires quarry tiles.

Upon removal of kitchen tiles, it will require you to prep the floor, please provide specification for the requirement.

Please advise if there is any hazardous material present in the flooring to be removed? Has the hazardous testing been performed?

See comment (2.)

Please confirm moving of all furniture and equipment will be government responsibility. There are prep tables and furniture in kitchen and various furniture and furnishings in the building.

See comment (5.)

can you please confirm the subbase material for the VCT to be installed for each area/location? As some areas look like wooden floor base, some concrete and there are some carpets.

See comment (1.) It appears to be concrete throughout the main conference area.

What is the wall base requirement for each area? Specifically in tavern, there is wood floor and wooden wall base also the kitchen and bathrooms have tile wall base.

please advise the magnitude of the project as per government estimate

I will refer to contracting as to whether or not the estimate is given.
