About this file

This is an Amendment 01 - Questions and Answers document for solicitation W15QKN-26-Q-1C15 issued by the Department of the Army Materiel Command Contracting Command Picatinny Arsenal on behalf of the 345th Military Police Company. The original solicitation seeks lodging-in-kind with meals accommodations within a 40-mile radius of Ashley, PA for the period of August 7-10, 2026, with a 100% Total Small Business Set-Aside designation. The requirement covers 904 meals and is structured with separate Contract Line Item Numbers (CLINs) for lodging and meals services.

The amendment addresses four questions regarding meal pricing and catering arrangements. Key clarifications include: meal catering may be provided by a separate subcontractor from the lodging facility provided it is outlined in the proposal; offerors may submit either a single blended unit price for all 904 meals or separate unit prices for breakfast, lunch, and dinner; both pricing methodologies are acceptable as long as final calculations are clearly outlined; and regardless of the pricing method selected, offerors must attach a detailed price breakdown showing specific breakfast, lunch, and dinner rates that comprise the total CLIN 0002 cost. These responses provide flexibility in proposal structuring while maintaining transparency in cost documentation.

Lodging in Kind with Meals for the 345th Military Police Company Amendment 01 – Question and Answers Solicitation W15QKN-26-Q-1C15 2 July 2026

1) Per the SOW, catering is allowable for meals. Can the meal provider be a separate subcontractor from the lodging facility, or must both services be provided by the same property?

Response: It can be subcontracted, but it needs to be outlined in the proposal.

2) Should offerors provide one blended unit price for all 904 meals, regardless of meal type, with the extended price calculated using that unit price?

Response: Yes, this is acceptable. Offerors may propose a single, blended unit price for all 904 meals under CLIN 0002. However, the proposal must clearly outline the underlying cost breakdown.

3) Or should offerors provide separate unit prices for breakfast, lunch, and dinner, with the total extended price reflecting the combined value of each meal category?

Response: This is also acceptable. Offerors are permitted to calculate their total proposed price based on separate unit prices for breakfast, lunch, and dinner. As long as the final calculations are clearly outlined and explained in the proposal, the Government will accept this methodology.

4) If separate pricing is required, could you please advise on the preferred format for presenting this information, as the pricing schedule includes only one Unit Price and one Extended Price field for CLIN 0002?

Response: Regardless of the method chosen, the offeror shall attach a detailed price breakdown showing the specific breakfast, lunch, and dinner rates that comprise the total CLIN cost.
