About this file
This document is a Questions and Answers (Q&A) file for a snow removal contract, providing clarifications on various aspects of snow management services for a specific site. The document details the location and usage of three lots (Lot 1, Lot 2, and Lot 3), snow removal and stockpiling requirements, and specific Contract Line Item Numbers (CLINs) for snow removal services. Key clarifications include sidewalk clearing starting at 1 inch of snow (corrected from an initial 3-inch threshold), snow stockpiling up to 3,000 cubic yards in parking lot 3, and the contractor being responsible for relocating excessive snow accumulation while ensuring snow banks do not exceed 3 feet in height. All snow removal and clearing activities must be initiated by the Contracting Officer's Representative (COR), who typically communicates before snow events to allow contractor mobilization.

1. On the site map, the 54,891 SF facility across Summer St (the one that’s fenced in and locked), is that where snow will be stored? Also, how will we gain access to that area, being that it's locked?
A. This is Lot 2. Snow is to be removed, but nothing is stored. Keys to all 3 lots will be provided to the contractor.
2. Could you please specify what is lot 1 and lot 2? It's not stated on the site map, but the solicitation states snow will be stored in the back of lot 1 & 2.
A. Lot 1 is the triangle lot next to the building. Lot 2 is across and diagonal to the building. Lot 3 is on the corner of E and Fargo Streets. The entrance to the lot is on E Street.
3. Will there be an area onsite to store any materials and/or equipment?
A. A small storage container can be kept in the back of Lot 3 by the open dumpster for salt and small equipment. Other small rolling equipment can be parked at the back of the lot.
4. What does CLIN 0008 Stockpiling 3,000 Each $____ $____ mean?
A. This refers to the stockpiling of snow in parking lot 3 up to 3000 cu yds.
When you clear snow it is important to keep track of how much is being piled in the back corner of the lot.
5. What does CLIN 001 Snow Removal 1”-3” 10 on Est. Qty mean ?
A. The 10 refers to the quantity of 1”-3” storms you are called out for and clear snow.
6. Clear sidewalks - wouldn't this cost be wrapped into each bracket price? For example, the 1"-3" price would be inclusive of plowing and shoveling.
A. Sidewalks are kept separate from lots as they require different equipment and treatment.
7. Does the stockpiling include removal of snow offsite?
A. 5.1.7 states that the contractor is responsible for relocation of excessive accumulation as necessary. Snow banks should not exceed 3 feet high.
8. For the CLIN "Clear sidewalks", the PWS states sidewalks will be cleared when snow is at 3in. Our concern is what if there is a delay in being contacted by the COR (early morning/late night/etc.) and we show up the next morning and it's over 3in? How do we bill that?
A. There is a separate CLIN for just sidewalks and it’s based on per weather event, not the total amount cleared. There is also a typo that was missed and sidewalks should be cleared starting at 1 inch.
9. What is the expectation? Would we show up to clear sidewalks, ice events, and sanding/salting when snow is 3in, but wait to be notified from the COR to snowplow the parking lots and driveways?
A. Any clearing needs to be initiated by the COR, which is often communicated before the snow event begins to give the contractor time to mobilize.
10. Is the HVAC unit on the roof, if so is the roof to be shoveled beyond pathway access to the control panel?
A. Reference to HVAC unit(s) shall be kepy clear of snow and ice to provide access to control panels from all sides. This clause does not apply to this building as the HVAC units are not outside the building
11. Are the HVAC fan blades coated in plastic?
A. Does not apply to this building.
12. "All sidewalks shall be cleaned at three (3) inch snowfall event. All sidewalks shall receive a complete cleaning and sanding/salting at the end of each snowstorm if slippery conditions exist, regardless of depth." Can you please clarify when services must be conducted?
A. Sidewalks should be cleared starting at 1”, not 3”…that was a typo that was missed. Sidewalks are a separate CLIN and are based per weather event.
13. If snow needs to be removed from the property, will there be a separate line item for hauling away off site, due to the high expense of dump trucks and labor?
A. There is not a separate CLIN for removal.
