25-R-A071: Generator Maintenance Q&A

Q1. Is this a brand-new contract or a re-compete effort?

A1. This is a recompete effort.

Q2. What is the previous contract number?

A2. The previous contract number is W15QKN-23-P-5096. This award was a Firm Fixed Price (FFP) contract and was for a Base Year plus One (1) Option Period.

Q3. Who is the incumbent?

A3. F.M. Generator, INC. dba FM Emergency Generator INC.

Q4. Will the Repair CLINs & Material CLIN amounts be provided by the Government upon award?

A4. The Repair CLIN amounts will not be provided by the Government upon award, it is the responsibility of the contractor to provide a price for each CLIN as specified in the Instructions to Offerors. However, the Parts and Materials CLIN is a fixed amount that will be provided by the Government with a not to exceed amount upon award. It is advised that contractors do not submit pricing on CLINs 0005, 1005, 2005, 3005, and 4005.

Q5. What is the brand, model number, and serial number for the generators?

A5. Please refer to the PWS brand and size.

Q6. How would you prefer we quantify our estimate in each specified area?

A6. Contractors shall quote on all CLINs, except 0005, 1005, 2005, 3005, and 4005. All contractor submitted CLIN pricing shall be inclusive of labor, labor burden, other direct costs (material, equipment, fees, licensing, shipping, plant, and all other non-personal services and costs associated), G&A, and profit to provide the required services in accordance with the applicable PWS.

Q7. What determines a small, mid, and large non-routine repair (e.g. dollar thresholds, labor hours, or parts involved)?

A7. The size of the generator is determined by the kilowattage (KW) output of the generator and nothing more.

Q8. Are these categorized based on labor complexity, cost of materials, or another metric?

A8. No. Please see response to question 7.

Q9. Does CLIN 0005 – Parts and Materials include materials used for the above non-routine repairs, or is it intended for other purposes?

A9. Yes, the Parts and Materials CLIN will be used for parts and materials for emergency repairs as well.

Q10. How should we price parts given that the PWS states parts under $50 are not billable, and parts above $50 require government approval? Should this CLIN reflect an estimated budget, a not-to-exceed amount, or another pricing method?

A10. Please refer to response to Q4.
