USAG FORT DEVENS
PERFORMANCE WORK STATEMENT
REPAIR AND MAINTENANCE OF STANDBY POWER GENERATORS
FORT DEVENS RESERVE FORCES TRAINING AREA (DRFTA), DEVENS, MA 01434-4429
8 APRIL 2025
1.0 SCOPE OF WORK: The purpose of this requirement is to provide repairs, preventative maintenance, and emergency service to standby power generators for Building Nos. 656/679, 657, 658, 680/681, 3413, 4218 (Ammunition Supply Point Magazines), 4217 (Ammunition Supply Warehouse) and 4260 (Range Control Headquarters), FBI Range Building FBI 05, B3586 DPW Maintenance Building located at Fort Devens, MA. 01434-4429. This requirement will be a BASE with 4 (four) OPTION YEARS. Due to the nature of this requirement the contractor must be located within a 100-mile radius of Fort Devens, MA 01434.

1.1 The contractor shall provide all plant, labor, materials, antifreeze, oils, water, acid protectors for battery posts and like items to ensure the standby power generators are a complete unit that is complete, fully functional, and operational as per manufacturer’s recommendations/requirements, scope of work and contract specifications. Contractor shall be fully responsible for the units and ALL appurtenances that are parts of the full assembly/unit (IE: ATS, connections, wiring, switches/ETC) and proper disposal of hazardous and non-hazardous materials and fluids in the performance of this contract.
1.2 The Government shall only be responsible to pay for Government approved parts. Contractor request for parts shall be approved by the Government prior to any work performed on the unit.
1.3 The Contractor shall maintain a log noting the operating hours for each generator and the maintenance activities performed. The log shall be submitted with the invoices for the quarterly services.
2.0 WORKMANSHIP/QUALIFICATIONS OF EMPLOYEES:
2.1 Contractor shall provide workmanship of highest quality, in every detail. The quality of any repaired section of the standby power generator systems shall be good as or better than the original installation.
2.2 All work shall be performed by certified mechanics licensed in the Commonwealth of Massachusetts with minimum of five (5) years’ experience in the inspection, tests, maintenance and repair of standby power generator systems of the type and to the degree specified herein, except helpers or apprentices with less than five (5) years’ experience shall be permitted to work under the direct supervision of a licensed mechanic. The Contractor shall submit upon request by the Contracting Officer a copy of the qualifications of each employee.
2.3 The Contractor shall provide a third-party contractor who is qualified in standby power generation to perform annual inspection and certification of standby power generator operations and appurtenant equipment for a fully functional system and operation of the Automatic Transfer Switching system to keep power to the building in operation during electrical outages. Paperwork shall be submitted to the Contracting Officer.
2.4 The Government and the Contractor understand and agree that the services to be delivered are non-personal services, and both parties recognize and agree that no employer-employee relationships exist between the Government and the Contractor and/or between the Government and the Contractors employees. Contactor personnel performing under this contract shall not be placed in a position where they are employed by a Federal Officer or are under the supervision, direction, or evaluation of a Federal Officer, military or civilian. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against actions that are of the nature of personal services or give the perception of personal services. If particular actions constitute or are perceived by the contractor to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO) immediately.
3.0 OPERATING HOURS:
3.1 Preventative Maintenance Service and Routine Service Calls shall be performed during the Government's normal working hours, 7:30 a.m. - 4:00 p.m., Monday through Friday, excluding Federal Holidays.
3.2 Contractor shall submit a receipt in accordance with Contract Line-Item Number for each service call charge by using the actual time the mechanic arrives and departs the site on completion of work. Travel time shall not be included in service call charges.
3.3 The Contractor shall contact and maintain a log of contacts for access in secured areas to perform the maintenance of standby power generators. The Contractor is responsible to contact COR before any maintenance functions are performed.
4.0 EMERGENCY SERVICE CALL:
4.1 An EMERGENCY SERVICE CALL is a request for work correcting failures which constitute an immediate danger to personnel, or threat to property or military mission.
4.2 The Contractor shall respond to emergency service calls seven (7) days a week, 24 hours a day, including Federal Holidays. An emergency service call may also occur during the normal working hours.
4.3 Response to emergency service calls during other than the Government's normal working hours shall require prior approval from the Contracting Officer and shall be considered overtime.
4.4 Contractor shall respond to emergency service calls within two (2) hours after receipt of call. Charge time begins when Contractor arrives on site.
5.0 NON-ROUTINE REPAIRS TO STAND BY GENERATORS:
5.1 The primary objective is to provide repairs to all generators under this contract. A mechanic shall be on the site ready to service the standby power generators within 48 hours after the Contractor has been contacted by the Contracting Officer for service. The work shall be performed during regular working hours and completion of work shall be within 14 days of initiation of service call. If it is necessary to procure parts from outside of Massachusetts, parts shall be shipped in the most expeditious manner available at no additional cost to the Government. The Government reserves the right to provide all necessary parts. See attachment 2.
6.0 PREVENTATIVE MAINTENANCE (PM):
6.1 The generators and appurtenant components shall be inspected and exercised under standby full power load quarterly. The Contractor shall record all actions taken and give a copy to the Customer and Contracting Officer. Any deficiencies shall be recorded and addressed with the Contracting Officer w/estimated time and material cost to repair.
6.2 Contracting Officer and/or Representative shall be present during maintenance and testing of the Uninterrupted Power Supply (UPS) or transfer switches in conjunction with the standby power generators. The Contractor shall notify the COR not later than 2 days prior to the planned work. The contractor may be required to assist in a black start exercise of the generators once per year.
6.3 The systematic care is servicing and inspection of equipment and systems for the purpose of detecting and correcting incipient failures and accomplishing minor maintenance and reporting of major repair work. During the first month the contract is in effect, the Contractor shall complete the PM checklist. A PM checklist shall be filled out and submitted to the Contracting Officer with ALL deficiencies listed with corrective action to be taken. See Attachment 1.
7.1 CONTRACTOR-FURNISHED MATERIALS:
7.2 General. The Contractor shall furnish all necessary supplies, parts, materials, tools, support equipment, labor, and vehicles to perform all operations required to maintain the standby power generator systems. All parts and materials furnished by the Contractor shall be equal to the original manufacturer's parts and materials. All parts and materials shall be new and free from flaws and defects and warranted by Manufacturer/Vendor/Contractor.
7.3 The Contractor shall maintain detailed, complete, and accurate records to document compliance with this Contract and have these records available for examination by authorized Government Representatives.
7.4 The Contractor shall submit to the Contracting Officer copies of all invoices for parts and service charge for each standby power generator system.
7.5 The Contractor shall provide all tools and equipment used to perform all necessary maintenance and repairs at no additional cost to the government. The Contractor shall repair or replace and adjust all parts of the system. The Government shall reimburse the Contractor for all parts permanently installed in the equipment if the unit price of the part exceeds $50.00. The Contractor shall provide replacement parts with a unit price of $50.00 or less at no additional cost to the Government. The Government shall authorize any repair parts exceeding $50.00 for replacement by the Contractor. Replacement parts are permanently installed in the equipment. The Contractor shall provide a receipt for all parts replaced. The receipt shall identity the name of the part(s), the part number, manufacturer and warranty.
7.6 THE OLD PART(S) SHALL BE SHOWN TO THE CONTRACTING OFFICER BEFORE DISPOSAL BY THE CONTRACTOR. THE GOVERNMENT SHALL RECEIVE FULL CREDIT FROM ANY TURN-IN OF PART(S), WHICH SHALL BE CLEARLY ANNOTATED ON THE SEPARATE PARTS INVOICE. THE CONTRACTOR SHALL WARRANT THAT PRICES CHARTED ARE IN STRICT ACCORDANCE WITH LIST PRICE MINUS THE ALLOWABLE DISCOUNT. THE GOVERNMENT RESERVES THE RIGHT TO PURCHASE
7.7 PARTS FROM OTHER SOURCES. The Contractor shall make all feasible efforts to recycle old parts, materials, and supplies.
7.8 The contractor shall validate all warranty items and dates of the warranty period. All warranty cards shall be given to the Contracting Officer and COR.
8.0 APPLICABLE DOCUMENTS:
8.1 Tests, inspection and certification shall be in accordance with:
· Inspectors' Manual for Standby Power Generator System.
· Maintenance Manual and Manufacturer's Operation and Maintenance Manuals for Standby Power Generators as well as Manufacturer's specifications and manuals.
· National Electric Code (NEC) NFPA 70, latest edition.
· National Fire Protection Association (NFPA) 110, Standards for Emergency and Standby Power Systems.
· Life Safety Code Handbook NFPA 101, Latest Edition
9.0 CONTRACTOR MAINTENANCE PLAN:
9.1 The Contractor shall establish a scheduled maintenance program which shall be submitted to the Contracting Officer for approval within five (5) calendar days after contract award. In addition, Contractor shall provide the Contracting Officer with a Quality Control Program. Contractor shall provide the name, duties, duty hours and phone number of a Contractor Quality Control Representative.
9.2 The work described in this contract shall be performed by the Contractor and unless otherwise specified, shall apply to all parts of the standby power generator system and building switch system to prevent any power surges and interruptions.
9.3 Work that is performed under the maintenance schedules as described in this contract shall include, but not be limited to, the items listed. The Contractor shall reflect this in his invoice as maintenance work. Additional items and/or work necessary for the safe operation of the standby power generators systems shall remain the responsibility of the Contractor. All lubricants, cleaning materials, paint, cotton waste, parts, etc., utilized shall be in accordance with the recommendation of the Manufacturer.
9.4 The Contractor shall supply, install, or repair all parts or components made necessary by ordinary wear and tear. The Contractor shall use only parts and materials designed and manufactured by the manufacturer of the equipment being maintained or an approved equal source. The government reserves the right to reject any part or material not conforming to the requirement stated in the previous sentence, even though such part of material is already installed. The contractor should have a ready source with ability to procure and supply spare parts sufficient for the normal maintenance and expedient emergency repairs of the standby power generators systems.
9.5 In the event standby power generator systems maintenance or repairs cannot be accomplished within the specified time, the contractor shall notify the Contracting Officer (KO) in writing stating in detail the reasons for the delay. The Contractor shall also provide a revised completion date approved by the Contracting Officer.
9.6 The Contractor shall inspect and test the standby power generator systems in the first month of the contract period. Equipment shall include, but not limited to, all safety devices, governors, transfer switch systems, and appurtenant equipment required for the proper operation of the standby power generator systems as specified in the safety Code for standby power generator systems. A written report/list for each standby power generator system with deficiencies, by building number, shall be submitted to the KO.
9.7 At the completion of all work, the Contractor's employee(s) shall turn into the Contracting Officer or his authorized representative copy of the service call order, PM Service, or a form. Reports shall be recorded separately in writing for each service call order. Contractor's report form shall be subject to the approval of the Contracting Officer. Reports shall include:
(1) Date and time Contractor was initially notified
(2) Classification of call (Emergency or Routine)
(3) Name of individual placing the call
(4) Identification/location of standby power generators
(5) Date of service; time started; time completed
(6) Name of Mechanic
10.0 SPECIAL PROVISIONS:
10.1 Access.
10.1.1 It is the Contractor's responsibility to call in advance to schedule an appointment for the servicing to ensure availability of the standby power generator systems service call. The government will provide access to the standby power generator systems to contractor personnel wearing appropriate work dress and displaying identification.
10.1.2 Base Access. The contractor is required to register their employees on the Rapid Gate Program. Subcontractors must also register their employees on the Rapid Gate Program. See the attached letter from the Garrison Commander.
10.2 Special Requirements
-Building 3411 will require a minimum of a two (2) day notice to the POC of this requirement. This is a secured area.

-Ammunition Supply Point (ASP) and ASP Warehouse will require a minimum of a two (2) to the POC of this requirement. The Range Control Office, and the Ammunition Management Office are secured facilities.
10.3 Malicious Damage.
10.3.1 In the event the contractor finds repairs to the standby power system(s) were caused by malicious damage, he shall immediately notify the Contracting Officer and give full details regarding the extent of such damages, and the repairs necessary to return the standby power generator(s) to normal operation. The Government will NOT reimburse the Contractor of any expenses incurred for additional work without written approval of the Contracting Officer.
11.0 INSPECTION AND ACCEPTANCE:
11.1 The Contractor shall coordinate all inspections and service calls with the Contracting Officer or the authorized Government Inspector, who shall perform the inspection and acceptance of all services furnished by the Contractor to assure compliance with the terms and conditions of the contract. Upon completion of each inspection and/or service call the contractor shall provide the Contracting Officer with a service/work report.
11.2 Upon completion of each service PM, Emergency, Routine, the Contractor shall provide a statement of completion of work. Statement shall show time of arrival and time of completion, model, serial number, repair work completed, and list of replacement parts used in the repair work. The Service Report shall be submitted to the Contracting Officer.
12.0 ENVIRONMENTAL PROTECTION.
12.1 Reference:
12.1.1 EPA Regulation, 40 CFR 268, "Land Disposal Restrictions".
12.1.2 Department of Labor Regulation, 29 CFR 1919.1200, "Hazard Communication".
12.1.3 Under no circumstances is hazardous waste to be transported onto Federal property.
12.1.4 The scope of this contract does include disposal of hazardous waste generated by the performance of this contract. The Contractor shall contact the DPW Environmental Office at 796- 2747, for manifesting in accordance with state and federal laws.
12.2 RELEASE REPORTING: Any release of oil, a hazardous waste, or a hazardous material, at Fort Devens or at sites supported by Fort Devens shall be immediately reported to the DPW Environmental Office at (978) 796-2747 during normal work hours and the Fort Devens Police (978) –796-3333 after normal work hours. For emergencies contact 911. A written report shall be filed with the DPW Environmental Office within two (2) days of the incident. This clause does not relieve the contractor of reporting requirements including State and Federal laws (EPA or Massachusetts DEP).
12.2.1 Any oil or hazardous substance released to the environment because of the contractor's work shall be the sole responsibility of the contractor and shall be cleaned up without delay at no expense to the government. Any release shall be cleaned up to the standards set forth in federal and state law. Any vehicle found to be releasing oil or hazardous substance will be immobilized and the spill contained immediately upon discovery of the leak. Neither the need to comply with this provision nor any cost or delays caused by failure to comply with applicable environmental laws will be the basis for an extension of time for task or contract completion, an equitable price adjustment, or the relaxing of a contract requirement.
12.2.2 Contractor will provide signed/dated Certificate of Disposal-on-Disposal Site Letterhead to Contracting Officer to prove all wastes were disposed at a legal site authorized to receive such wastes.

ATTACHMENT 1– PREVENTIVE MAINTENANCE CHECKLIST.
PREVENTIVE MAINTENANCE: The Contractor shall perform the following operations on standby power generator systems located at buildings 656/679, 657, 658, 680/681, 3413, 4218 (Ammunition Supply Point Magazines), 4217 (Ammunition Supply Warehouse) and 4260 (Range Control Headquarters), FBI Range Building FBI 05, B3586 DPW Maintenance Building at Fort Devens, MA. 01434-4429.
CONTRACTOR WILL BE RESPONSIBLE TO PROVIDE AND INSTALL ALL REQUIRED MATERIALS/SUPPLIES FOR THE MAINTENANCE OF THE GENERATORS. Items under $50.00 are considered part of the maintenance program. Any items above $50.00 will be provided or approved for purchase by the Government.
CONTRACTOR WILL BE RESPONSIBLE TO VALIDATE AND ENFORCE ANY/ALL WARRANTIES OF THE PARTS. GOVERNMENT WILL NOT BE RESPONSIBLE COST INCURRED BY THE WARRANTY ITEMS.
SERVICE TASKS: All fluid levels shall be filled to manufacturer’s recommended levels for operations of the generators as part of the contract and NOT BILLED Separately.
CONTRCATOR SHALL PERFORM THE FOLLOWING TASK AND BE RESPONSIBLE FOR ALL THE MATERIALS, LABOR, DISPOSAL COST:
· Replace lube oil annually. DATE/TIME the work performed
· Replace lube oil filter(s)/gaskets annually. Shall mark filters with DATE/TIME of replacement.
· Replace fuel filter(s) and gaskets annually. Shall mark filters with DATE/TIME of replacement
· Replace coolant filter(s) and gaskets annually. Shall mark filters with DATE/TIME of replacement
· Perform/clean air inlet restrictions and test.
· Check and fill all coolant level, condition of coolant, protection rating and perform pressure test.
· Inspect/adjust hoses, belts, and linkages.
· Diesel engines: Inspect complete injection system and fuel lines, replace damaged/deteriorated fuel lines, connections, unions, clamps, and caps.
· Gas/LP engines: Inspect complete ignition system, check timing, replace points, condenser, plug wires and spark plugs when required to keep engine fully functional and operational.
· Check and validate the engine heater is operating and functioning. Replace damaged/deteriorated hoses/clamps.
· Provide and install new air filters annually and Service and clean air filter(s) quarterly.
· Inspect fuel supply system including piping, solenoid valve, tank, transfer valve and tanks.
· Inspect exhaust for leakage, damage, corrosion, claps, fasteners, gaskets, condensation drain provisions and drain condensation if system has drain provisions.
· Check battery cells, battery, fill cells, service post connections, provide post acid protectors pads (monthly), charger system and charger rate.
· Check electrolyte levels and specific gravity, clean and service terminals, and cables. Spray terminals, post and cables with corrosion proof solvents and lube terminals, cable ends and post.
· Check and service all engine and generator shutdown and alarm systems.
· Adjust output voltage and frequency as required.
· Test controls, safety devices, governors, cable, connectors, switches, power voltage and other appurtenant devices. Adjust as required.
· Confirm proper operation of all engine gauges and alternating current (AC) metering.
· After notifying CUSTOMER, operate transfer switch(es), uninterrupted power switch (UPS) and confirm proper operation of all timers and accessories along with the power generator quarterly during service with CONTRACTING OFFICER/Customer/COR present.
· Inspect and service transfer switch and UPS systems main contacts.
· Operate unit under available connected load for duration required to evaluate operation of the system, with CUSTOMER/CONTRACTING OFFICER/COR being present for APPROVAL.
· Instruct Customer's personnel on the operation and regular inspection of the equipment in case they are performing work that may be lost, damaged during testing of the unit.
· Perform time clock operation of the equipment and ensure the timer system works as programmed.
· Prepare report of each service visit to be signed by the CUSTOMER, CONTRACTING OFFICER, COR and leave a copy in the maintenance logbook at the Unit. Ensure the CUSTOMER, CONTRACTING OFFICER and COR are given a copy of the Inspection Sheet.

ATTACHMENT 2: NON-ROUTINE REPAIRS TO STAND BY GENERATORS
NON- ROUTINE REPAIRS TO STAND BY GENERATORS.
The primary objective is to provide repairs to all generators under this contract. A mechanic shall be on the site ready to service the standby power generators within 48 hours after the Contractor has been contacted by the Contracting Officer for service. The work shall be performed during regular working hours and completion of work shall be within 14 days of initiation of service call. If it is necessary to procure parts from outside of Massachusetts, parts shall be shipped in the most expeditious manner available at no additional cost to the Government. The Government reserves the right to provide all necessary parts.
Non-Routine Repairs is defined as such. All repairs major or minor needing to be conducted related to any malfunction or breakdown of the standby generator and any or all its mechanical and electrical components necessary for the standby power generator to function as intended by the manufacture.
A detailed quote of the diagnosis, recommend repairs, labor hours and cost, materials, and disposal cost shall be submitted to the KO and POC for the contract for approval prior to any services being conducted.
The Contractor shall supply, install, or repair all parts or components made necessary by ordinary wear and tear. The Contractor shall use only parts and materials designed and manufactured by the manufacturer of the equipment being maintained or an approved equal source. The government reserves the right to reject any part or material not conforming to the requirement stated in the previous sentence, even though such part of material is already installed. The contractor shall have on hand locally a supply of spare parts sufficient for expedient repairs of the standby power generators.
Replacement parts shall be of the same kind, type, style, quality, grade, and class to obtain specific operating characteristics and to match other items already in place.
In the event that repairs cannot be accomplished within the specified time, the contractor shall notify the DPW POC in writing stating in detail the reasons for the delay. The Contractor shall also provide a revised completion date approved by the DPW POC.
In the event the contractor finds repairs to the standby power system(s) were caused by malicious damage, he shall immediately notify the Contracting Officer and give full details regarding the extent of such damages, and the repairs necessary to return the standby power generator(s) to normal operation. The Government will NOT reimburse the Contractor of any expenses incurred for additional work without written approval of the Contracting Officer.
