About this file

This document is a Draft Statement of Work (SOW) for a Berm Update project at the Devens Reserve Forces Training Area (RFTA) in Massachusetts. The project involves constructing a 7-foot-wide berm extending from existing concrete firing emplacements on the South Post Range Complex Automated Record Firing Ranges (ARFR), addressing safety issues caused by ground erosion. Key requirements include creating a level berm with specific slope restrictions, installing six composite 4x4 posts at varying heights to serve as barricade holders, and performing site preparation, earthwork, hydro seeding, and site restoration.

The project is part of a pre-solicitation opportunity (Solicitation Number W15QKN-25-R-A014) issued by the U.S. Army Contracting Command - New Jersey. The expected period of performance is 365 days from award, with the government potentially setting aside the contract for HUBZone Small Businesses. The project aims to upgrade firing berm positions at Victor and Echo ranges, with a small business size standard of $19,000,000 under NAICS Code 238910. Contractors must submit capabilities statements by 12:00 p.m. EST on 3 April 2025 to the specified contract specialists, demonstrating their ability to complete the required construction services.

1.1 Problem Statement: The firing berm emplacements on Devens RFTA South Post Range Complex Automated Record Firing Ranges (ARFR) has a cover over the last iteration of the Army ARFR firing pits. The top of the berm is to be level and have the sides of the berm not to exceed a seventeen (17) degree slope. Six (6) composite 4x4 posts need to be placed into the ground at a depth of four (4) feet with two (2) post extending twenty (20) inches above the berm and one (1) post extending fifty-four (54) inches above the berm and to act as a barricade holder to hold the required barricades on each side of the new berm construction.
