About this file
This document is an Industry Question Set for RFP W15QKN-25-R-0004, addressing technical and procedural inquiries about a contract for manufacturing mortar tail fins for 60mm (M27), 81mm (M24 and M28), and 120mm (M31) mortar systems. The document contains 16 questions and responses from industry vendors and the U.S. Government, covering topics such as material specifications, production capabilities, deliverables, and pricing considerations.
Key points include the government's requirement for specific production rates (M27: 30,000/month, M24: 20,000/month, M28: 20,000/month, M31: 15,000/month) and a minimum guaranteed amount of $2,093,689.62 per awardee. The solicitation emphasizes that while specific production requirements exist, contractors have flexibility in meeting delivery order specifications. The government declined to include an Economic Price Adjustment clause, instructing contractors to factor potential cost fluctuations into their proposed pricing. The contract is an Indefinite Delivery/Indefinite Quantity (ID/IQ) type, with initial delivery orders to be awarded within 10 days of contract award.

Industry Question Set 3
Question 10
This contract does not include an Economic Price Adjustment clause to address long term material cost volatility. We request that an EPA clause be added to the contract language.
USG Response: The inclusion of EPA was researched and considered. However, it was decided that including FAR 52.216-4, titled “Economic Price Adjustment – Labor and Material – Actual Cost Method” is not in the best interest of the Government. Contractors should factor in cost fluctuations in their proposed pricing.
Question 11
Drawing 11726683 Note 10 does not identify which aluminum alloy of ASTM B221 is to be used. ASTM B221 is fairly broad. Is there a specified alloy requirement?
USG Response: Drawing 11726683 only specifies MATERIAL: ALUMINUM ALLOY, SPEC
ASTM B221, HOLLOW EXTRUSIONS NOT PERMITTED.
Question 12
RFQ Paragraph L.4.1.1 Production Capability calls for a production rate of M28 at 20,000 per month; however, the pricing sheet only refers to a quantity of 1,000 to 26,000 per year (order period).
Is the intent to produce a year's worth of M28 in one month, or will M28 orders be combined with other orders such as M24?
USG Response: The production capabilities require a rate of up to 20,000 M28 per month. The USG requires a specific production rate capability, but contractors may choose to run at other production rates to meet the requirements specified in a delivery order.
Question 13
What are the deliverables for the minimum guarantee award?
USG Response: The deliverables can be various amounts of different fin sizes. Due to this requirement being an ID/IQ, the deliverable amount is uncertain at this moment. The initial delivery order (after contract award) shall be awarded an amount no less than the minimum guarantee amount. However, please note the initial delivery order amount may exceed the stated minimum guarantee. The minimum guaranteed amount will be placed on contract within 10 days of contract award, and that it may be a placeholder until the awardee is awarded a delivery order.

Given that future requirements and contractor unit prices are unknown, the USG cannot provide specific deliverables at this time.
Question 14
Can you kindly ask your Engineering Group on this requirement if these Tail Fins can be machined and produced out of bar stock as an option?
USG Response: At this time, the USG is requiring the fins to be produced according to the drawings and specifications.
Question 15
Can a line be added to the Pricing matrix for NRE for each fin model?
USG Response: NRE cost should be factored into a contractor’s proposed initial First Article Testing Price.
Question 16
It is understood that a total minimum guaranteed amount of $2,093,689.62 will be provided to each awardee. Per page #91, Section F9a) under “Required Delivery Schedule”, the minimum production rate of a delivery order award will be:
• M27: 30,000 per month
• M24: 20,000 per month
• M28: 20,000 per month
• M31: 15,000 per month
Is it correct that the initial delivery order will be for a minimum quantity as stated above?
