About this file
This document is an Industry Question Set (Set 2) for RFP W15QKN-25-R-0004, addressing a U.S. Army contract for manufacturing mortar tail fins for 60mm, 81mm, and 120mm mortar systems. The document contains four key questions and responses from the government, clarifying critical solicitation details. Significant clarifications include: the proposal due date is extended to May 12, 2025 at 2:00pm EST; the minimum guaranteed amount is $2,093,689.62 total per awardee (not per fin model); and proposing all fin types (60mm/81mm/120mm) is mandatory, with each technical factor requiring an acceptable rating.
The questions also addressed critical technical requirements, specifically highlighting that proposals exceeding the 180-day First Article Test (FAT) timeline will be considered unacceptable and potentially disqualified. The solicitation involves manufacturing tail fin assemblies for multiple mortar cartridge variants, including High Explosive (HE), Full Range Practice Cartridge (FRPC), Illumination, and Smoke items, with specific technical specifications for each fin type (M27, M24, M28, and M31) detailed in the original solicitation.

RFP W15QKN-25-R-0004
Industry Question Set 2
Question 1
The published “updated offers due” is April 28, 2025. Due to the requirement to propose all 4 designs, and the fact that the TDP was not initially available, [Our Office] is requesting an extension of 45 days from the published proposal return date.
USG Response: Extension of two (2) weeks from the original due date will be granted. The new response date will be Monday, 12 May 2025.at 2:00pm Eastern Standard Time. An RFP amendment is forthcoming.
Question 2
On page #156 para M.1.3, “each awardee will be guaranteed a minimum amount of $2,093,689.62”. Question: Is this guarantee the total for all 4 Fin models or does it guarantee this amount for each model (total of $8,374,758)?
USG Response: A total minimum guaranteed amount of $2,093,689.62 will be provided to each awardees. $2,093,689.62 will not be provided for each mortar tail fin configuration
Question 3
On page #156 para M.1.3, it states “offerors will be afforded the opportunity to submit proposals for all three (60mm/81//120mm) of tail fin types”. Question: Does this mean proposing all fin types is optional and not mandatory? Please clarify
USG Response: Proposals must address all fin types. Each Technical factor and subfactor must be rated acceptable, so if an Offeror cannot meet the minimum requirements for all four, they would be deemed unacceptable overall.
Question 4
Question: Assuming an “acceptable” approach to developing the capability to support production quantities as defined on page #91, if establishing tooling and proposed automation lead times required for FAT and production quantities exceed the number of days (ACA) also specified on page #91, will that disqualify a proposal? Equipment and automation lead times could potentially exceed the specified timeframe to design, acquire, install and prove out.
USG Response: The Time of Delivery clause on page 91 states “Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered unacceptable and rejected.” So, yes, if an offeror proposes a FAT timeline beyond 180 days that would be rated as unacceptable and disqualify their proposal.
