- Attachment 0001: TAB 5 - Septic and Grease Trap Services- PWS

16. Multiple proposals will not be accepted.

BASIS OF AWARD

The Government intends to award a firm fixed-price (FFP) contract resulting from this solicitation.

Award will be made to a single responsive and responsible offeror on an all or nothing basis. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for the offeror to be considered non-responsive. Award(s) shall be made to responsive, responsible offeror, and will be based on lowest price meeting technical specification.

1. Grease Trap Pumping Frequency (CLIN 0001):

o The PWS deliverables reference six pump-outs per year (every other month), whereas the base CLIN specifies three jobs on a quarterly schedule.

Could you confirm the intended frequency for the base period? The new contract base year will only be for a 6 month period of performance. As such, CLIN0001 was reduced to a Quantity of 3 which shall occur over the 6-month base period. The Option Year(s) 1-4 shall be for 12 months each and will require the full six pump-outs per year (every other month).

2. Septic Tank Pumping Volume (CLIN 0002):

o The PWS indicates pumping up to 40,000 gallons annually, while the base CLIN is capped at 20,000 gallons. Should we quote to the 20,000-gallon baseline, or anticipate the 40,000-gallon annual workload? The new contract base year will only be for a 6 month period of performance. As such, CLIN 0002 was reduced to a Quantity of 20,000, which shall occur over the 6 month base period. The Option Year(s) 1-4 shall be for 12 months each and will require the full 40,000 gallons pumped annually.

3. Title 5 Inspections (CLIN 0003):

o The CLIN calls for 1 Job in the base year, but the PWS states inspections of at least three subsurface systems. Could you clarify the expected number of inspections per period of performance? The new contract base year will only be for a 6 month period of performance. As such, CLIN 0003 was reduced to a Quantity of 1 (since 1.5 isn't possible**), which shall cover the 6 month base period. The Option Year(s) 1-4 shall be for 12 months each and will require the three annual Title 5 inspections.

4. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract? This is a renewal of an existing contract. The current contract is W15QKN-22-P-5072.

5. What does CLIN 0004 represent on the scope of work? CLIN004 is a contingency amount of funding included in the contract for unscheduled/unexpected services. Unscheduled services may be requested for maintenance and repair of septic systems and grease pits. These services may include, but are not limited to, pipe and fitting replacement, baffle repair, clearing of clogged tanks/drains/pipes, pump repair or replacement, leach field/distribution box inspections and repair, etc.

6. Can we request a copy of the Technical Exhibit (TE). TE(s) 1, 2 and 3 are attached in the amendment.

ADDITIONAL NOTES FROM CONTRACTING.

7. Base year CLIN PoPs will be changed to 24 Sept 2025 through 23 March 2026.

All remaining option years will be from 24 March through 23 March, each year.

8. PWS 6.0 1st line Grease Traps, the Frequency (for the Base Year Only) is 3 occurrences within the 6 month timeframe. All Option Years can be stated as it is.
