The platform specifications include a 12-foot by 7-foot by 8-foot-high mezzanine-like structure with a 2,000-pound load capacity, to be installed over a 4-foot by 15-foot by 8-foot deep testing pit. Key requirements include a fall-safe railing system with removable sections, a stair or ladder access, and an approximate 3-foot by 6-foot central opening to allow machine component access.
The platform must be freestanding, not attached to the machine, and capable of withstanding exposure to oils and glycols. It will be delivered through a 12-foot wide by 14-foot high door and must comply with OSHA, Watervliet Arsenal, and DEVCOM Armaments Center safety standards. Questions and Answers # 1 W15QKN25QA220
1) Q: “Can you please assist me on the below question asked by the supplier? Please confirm the Top of Walk height dimension, and is 1800lbs load capacity acceptable?”
A: The top of walk height dimension was not provided, as we were looking for offerors to suggest top of walk heights. A 2,000 pound load capacity was explicitly provided in the proposal.
Platform Dimensions
2) Q: What are the approximate or required outside dimensions of the platform (length × width × height)?
A: We require a 12-foot by 7-foot by 8-foot-high work platform structure (similar to a mezzanine).
Installation Type
3) Q: Is the platform intended to be permanently installed, or is it only deployed during specific maintenance activities?
A: Yes, The platform is required to be a permanent installation.
Working Height / Support Method
4) Q: What is the working height of the platform relative to its base? Alternatively, is the platform intended to be suspended or slung from the component it services?
A: We require a 12-foot by 7-foot by 8-foot-high work platform structure (similar to a mezzanine). It shall be free standing and not attached to the machine.
Clearance Envelope
5) Q: Are there any known spatial restrictions or clearance envelopes in the installation area that would limit the platform's size or deployment method?
A: The work platform structure will be delivered through a door that is 12 feet wide by 14 feet high. The work platform structure will be installed over a testing pit that is 4 feet wide by 15 feet long and 8 feet deep.
Assembly Method
6) Q: Is the government expecting a fully assembled, rigid platform upon delivery, or should it be a modular, field-assembled unit (e.g., bolted together on-site)?
A: The work platform structure shall be rigid upon installation. There is no requirement for a fully assembled or modular, field-assembled unit.
Material Requirements
7) Q: Are there any specific material preferences or requirements (e.g., aluminum, carbon steel, stainless steel)? Any environmental or corrosion resistance factors we should consider?
A: No. However, this work platform structure shall guarantee sure footing, even in the presence of oils, glycols, or other viscous fluids.
Pictures of Area of Installation and Clearances /Drawing of Machine
8) Q: Understand the government does not indent to provide photos of the area. Would the government be able to provide a rough sketch of the dimensions and clearances required for the platform
A: We require a 12-foot by 7-foot by 8-foot-high work platform structure (similar to a mezzanine). The work platform structure will be delivered through a door that is 12 feet wide by 14 feet high. The work platform structure will be installed over a testing pit that is 4 feet wide by 15 feet long and 8 feet deep. The work platform structure shall have a fall safe/railing system that incorporates removeable sections for easy ingress and egress of large objects being lifted by a crane. The railings shall prevent falls. In addition, the work platform structure shall have a stair or ladder system to climb on from one of the four sides. This platform structure shall be surrounding a center feature of a machine to allow for maintenance. The center portion of this work platform structure shall have an opening of approximately 3 feet by 6 feet to allow access to the machine’s components. The work platform structure shall be freestanding and not attached to the machine.
I have created a very rough sketch of what a platform MIGHT look like. Please see below.
Submittal Requirements
9) Q: Given the limited technical detail in the current solicitation, is the government expecting a full technical proposal, or just pricing and compliance information on SF-1449 at this time?
A: Government’s expectation is pricing and fulfilling the requirements provided on SF-1449.
Extension Request
10) Q: To allow us time to thoroughly address the above questions and prepare an accurate and competitive submittal, would the government consider granting a one-week extension to the current response due date?
A: No extension will be granted.
