About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a janitorial services requirement. The amendment, issued by the Army Contracting Office at Picatinny Arsenal, provides responses to five contractor questions about the solicitation, including clarifications on contractor representative requirements, equipment storage, vehicle operation, and floor cleaning services. The government clarified that an onsite point of contact is no longer required, but a point of contact should be established for communication. A janitor's closet will be available for equipment storage, and vehicle insurance requirements only apply if company vehicles are used.

The previous contract (W15QKN-22-P-5082) was awarded to Sanford Federal for $75,200.00. The amendment specifies that spray cleaning and buffing will be conducted monthly, while full floor stripping and waxing will be performed annually. The solicitation number is W15QKN25QA206, with an effective date of 07 AUG 2025, and the amendment aims to provide industry with responses to questions and an updated Performance Work Statement (PWS).

SUMMARY OF CHANGES

Solicitation/Contract Form Continuation

The following changes have been made:

Miscellaneous text in this section has been modified to:

The purpose of this amendment is to provide responses to the below questions:

1. 1.6.6.2 Contractor Representative states: "The contractor shall provide an onsite contractor representative who shall be to conduct overall physically present during normal duty hours management coordination and furnish liaison with the government. The contractor representative shall be the point of contact with the government and shall have authority to act or make decisions for the contractor on all matters pertaining to this contract."

a. Can the Government please clarify this requirement? Is this person to be on site every day that the facility is open? Is this person to be on site anytime a worker is on site completing service? Something different?

b. Given the limited scope would request that this be changed to allow the representative to be reachable by phone during normal business hours.

Gov. Response: Reference for an onsite point of contact during services has been removed, but a POC should be established for the RFOS to have open communication with contractors.

2. Is there space where the contractor will be allowed to leave equipment such as mops, vacuums, trash bags, toilet paper etc.?

Gov. Response: Yes, there is a Janitors closet. That will be kept neat and clean after use. No standing water in buckets after use.

3. 1.6.10 Vehicle Operation: Based on the SOW, there does not appear to be any requirement for vehicle operation or transportation for this work. In addition, the solicitation document on page 4 references required insurance and in letter (c) on that page requires automobile liability in connection with performing on the contract. If there are no automobiles performing on the contract for any reason, does this apply? Please define this requirement and what specifically the contracting office will require as it pertains to insurance for vehicles.

Gov. response: Paragraph only applies if contractor has "company vehicles" being utilized during this contract.

4. 5.4.2.3 Spray Cleaning and Buffing references spray clean and buffing but also discusses "floor stripping and re-waxing". As this section is in the "monthly" services section, can the government clarify

W15QKN25QA2060002

if the contractor is to strip and wax every month? It should be noted that section 5.5.3.2 states that floors are to be stripped and waxed only once and that is to be in the base period.

Gov. Response: Spray Cleaning and Buffing is conducted monthly. Full stripping and waxing service is conducted Annually. PWS has been revised to clarify services.

5. Is there an incumbent? If so, what is the contract number, name, and awarded amount?

Gov. Response: The previous requirement, W15QKN-22-P-5082, was awarded to Sanford Federal for $75,200.00.
