About this file
This is a Questions and Answers document containing government responses to contractor inquiries regarding a custodial services contract at the MG Guy B. Denit USARC facility in Marion, VA.
The document addresses four key contractor questions and government clarifications: First, regarding the onsite contractor representative requirement, the government removed the mandate for physical presence during all duty hours, instead requiring only an accessible point of contact for communication with the Requesting Official (RFOS). Second, the government confirmed availability of a janitor's closet for equipment storage, with requirements to maintain cleanliness and prohibit standing water in buckets. Third, concerning vehicle operation and automobile liability insurance requirements, the government clarified these provisions only apply if the contractor utilizes company vehicles during contract performance. Fourth, regarding floor maintenance frequency, the government distinguished between monthly spray cleaning/buffing services and annual full floor stripping and re-waxing, noting the Performance Work Statement has been revised to clarify these service distinctions. The responses indicate this is for solicitation W15QKN-25-Q-A206, a 100% small business set-aside custodial services contract with quotes due August 13, 2025.

1. 1.6.6.2 Contractor Representative states: “The contractor shall provide an onsite contractor representative who shall be physically present during normal duty hours to conduct overall management coordination and furnish liaison with the government. The contractor representative shall be the point of contact with the government and shall have authority to act or make decisions for the contractor on all matters pertaining to this contract.”
0. Can the Government please clarify this requirement? Is this person to be on site every day that the facility is open? Is this person to be on site anytime a worker is on site completing service? Something different?
0. Given the limited scope would request that this be changed to allow the representative to be reachable by phone during normal business hours.
Gov. Response: Reference for an onsite point of contact during services has been removed, but a POC should be established for the RFOS to have open communication with contractors.
1. Is there space where the contractor will be allowed to leave equipment such as mops, vacuums, trash bags, toilet paper etc.?
Gov. Response: Yes, there is a Janitors closet. That will be kept neat and clean after use. No standing water in buckets after use.
1. 1.6.10 Vehicle Operation: Based on the SOW, there does not appear to be any requirement for vehicle operation or transportation for this work. In addition, the solicitation document on page 4 references required insurance and in letter (c) on that page requires automobile liability in connection with performing on the contract. If there are no automobiles performing on the contract for any reason, does this apply? Please define this requirement and what specifically the contracting office will require as it pertains to insurance for vehicles.
Gov. response: Paragraph only applies if contractor has “company vehicles” being utilized during this contract.
1. 5.4.2.3 Spray Cleaning and Buffing references spray clean and buffing but also discusses “floor stripping and re-waxing”. As this section is in the “monthly” services section, can the government clarify if the contractor is to strip and wax every month? It should be noted that section 5.5.3.2 states that floors are to be stripped and waxed only once and that is to be in the base period.
Gov. Response: Spray Cleaning and Buffing is conducted monthly. Full stripping and waxing service is conducted Annually. PWS has been revised to clarify services.
