About this file
This file is a Questions and Answers document for Solicitation W15QKN-25-Q-A149, addressing Grounds Maintenance Services for the 99th Readiness Division at the CW2 Kerry P. Hein USARC in Shoreham, NY. The Q&A document clarifies two key points about contract line items (CLINs) and scope of work: first, that Spring/Fall Cleanup and Weeding/Planting Bed Maintenance should not be priced unless specifically listed in the CLINs, and second, that Fence Line Clearing and MEP Lot services are referenced in the CLINs but not comprehensively detailed in the Performance Work Statement (PWS).
The solicitation requires a contractor to provide comprehensive grounds maintenance services, including personnel, supplies, supervision, tools, materials, equipment, and transportation for the facility. The document emphasizes that bidders should carefully review Sections 5.4.3 and 5.4.4 of the PWS to understand the scope of work, particularly regarding fence line clearing and trimming. The contract is issued by the Department of the Army Materiel Command Contracting Command at Picatinny Arsenal, specifically through the United States Army Contracting Command - New Jersey (ACC-NJ).

Question 1:
“I notice when I am writing up my proposal there is not a CLIN for Spring/Fall Clean up or Weeding/Planting Bed Maintenance, but it is listed on the Scope of Work.”
Answer:
You’re correct that Spring/Fall Cleanup and Weeding/Planting Bed Maintenance are included in the PWS under Sections 5.4.4 and 5.4.4.5, - these services should only be priced if they are specified in a CLIN (Contract Line Item Number).
In this solicitation:
1. There is no CLIN for Spring/Fall Cleanup or Weeding/Planting Bed Maintenance, so you should not include a price for them in your bid—even though the PWS is written broadly to allow reuse across contracts.
1. The phrase “when applicable and specified as line item” in those PWS sections supports this. If it’s not listed in the CLINs, it’s not applicable to this solicitation
Question 2:
“There is a CLIN for the MEP Lot and Fence Line Clearing but not a specific item in the scope of work for this item.”
Answer:
The MEP Lot and Fence Line Clearing is referenced in the CLIN list, but you’re right—it’s not directly and clearly addressed in its own section in the PWS.
However:
1. Section 5.4.4 (Spring and Fall Cleanup) and 5.4.3 (Trimming) both mention fence lines:
0. 5.4.4: “All fence areas shall be cleared of all vegetation… a minimum of 6 feet on each side… accomplished by cutting and pulling operations only.”
0. 5.4.3: Mentions trimming “10 ft inside and outside of fence line to easement of 99th property…”
1. This may be the intended scope for the “Fence Line Clearing” referenced in the CLIN.
1. MEP Lot itself is not specifically called out in the PWS.
Final Comment:
1. Refer to Sections 5.4.3 and 5.4.4 in your assumptions to justify any proposed pricing or exclusions.
1. One Fence line clearing on base year and fence line trimming each optional year should be in the scope, but some contracts have Removed the MEP lots.
