About this file
This is a Memorandum for Record justifying limited competition below the Simplified Acquisition Threshold for a SirsiDynix annual subscription renewal contract. The Army Contracting Command-New Jersey, on behalf of the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) Technical Library, intends to award a Firm Fixed Price contract to SirsiDynix Corporation for their proprietary Unicorn/Symphony Integrated Library System (ILS).
The contract consists of a base period from February 1, 2025 to January 31, 2026, with four one-year option periods extending through January 31, 2030. The subscription provides unlimited access to SirsiDynix's hosted ILS platform where ARI's library database and catalogs currently reside, containing over 27,000 records. Market research conducted in July 2024 contacted nine vendors, receiving three responses, all confirming they could not support ARI's current system. The justification cites that switching providers would be costly and disruptive, requiring system migration and retraining. SirsiDynix has been the incumbent since at least 2007, with previous contracts issued through both NCR-CCE and ACC-NJ offices. The action is classified as a brand name restriction over $25K that will be redacted and posted with the solicitation.
