About this file

This document is a Solicitation Amendment with Questions and Responses for the Guardian Justice Role Players contract (Solicitation W15QKN-25-Q-0018). The solicitation is for 14 role players to support a government training exercise at Fort Dix, NJ from 02-14 August 2025, lasting 13 days. It is a Small Business Set-Aside under NAICS code 541990 with a $19.5M size standard, seeking role players for a Military Intelligence Readiness Command (MIRC) exercise focused on the EUCOM region. The government intends to award a Firm Fixed-Price contract to the Lowest Priced Technically Acceptable (LPTA) offeror, with specific requirements including a secret security clearance, casual clothing, and work in a controlled environment.

Key solicitation details include a quote submission deadline of 9:00 AM EST on 21 July 2025, with quotes to be emailed to specified contract specialists. Offerors must submit a completed quote template, FAR 52.212-3 representations and certifications, and a partially completed DD254. Role players will be responsible for their own transportation, and no government-provided lodging is guaranteed. The technical evaluation will assess the likelihood of meeting Statement of Work requirements, with all non-price factors rated as either Acceptable or Unacceptable. Successful offerors must be registered in the System for Award Management (SAM) by 24 July 2025.

SOLICITATION W15QKN-25-Q-0018

GUARDIAN JUSTICE ROLE PLAYERS

SOLICITATION QUESTIONS/RESPONSES

11 JULY 2025

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

RESPONSE: This is a new requirement.

2. Can the government confirm that the role player support requirement is for 13 days? Orientation and preparation briefings on 2 August 2025 and the 12 days of operational support from 3-14 August?

RESPONSE: 14 Role Players are required from 02 August 2025 through 14 August 2025.

3. What is the expected release time on 14 August?

RESPONSE: See the Statement of Work (SOW) for the daily estimate.

4. Can the government confirm that all 14 role players will require at least an active SECRET level clearance?

RESPONSE: Yes, a secret level clearance is required.

5. Does the government require and On-site PM/CM or On-site coordinator? Can the On-Site coordinator role be done by one of the role players?

RESPONSE: The coordinator can serve as a role player. Just looking for one person to coordinate with for the time, location, and expectations.

6. From the Quote Template, 112 hours (14 Role Players X 8hours/day) x $________ (Rate) = $________ (Total Price)-- can the government clarify that the full requirement for the CLIN is 112 hours (14 Role Players X 8hours/day) X 13 days X rate= TOTAL (ensuring that the price includes 13 days of support for 14 role players).

RESPONSE: 14 Role Players are required from 02 August 2025 through 14 August 2025. The Quote Template has been revised to only require a Total Price.

7. Will any government provided lodging/accommodations be available for the role players? If not, what area does the government recommend for lodging role players for best access to the planned exercise area?

RESPONSE: See response to Question 11. Multiple towns surrounding Fort Dix provide lodging.

8. Will all role player work be conducted at one building/location? Or will the role players be required to travel to and meet at various locations on the base?

RESPONSE: See response to Question 11.

9. Will the government be providing any role player transportation on to the base? Or between exercise venues on the base?

RESPONSE: Exercises will take place in one location; there is no travel between exercises. Role Players will be responsible for their own transportation.

10. What is the required role player clothing/costumes?

RESPONSE: Casual clothing. Nothing explicit or considered inappropriate by an average adult.

11. What is meant in the Quote Template pricing CLIN by "Note: This requirement does not include travel."?

RESPONSE: The Note points out that this requirement only has one place of performance and that Travel is not part of the requirement.

12. As stated currently, the pricing CLIN role player rates will have to incorporate any travel, lodging, per diem, and local travel (POV or rental) costs. Would the government consider adding a standard Travel Plug CLIN that all offerors would use (use it or lose it amount). This is a standard and very useful contracting method on many SOF and Intelligence mentor/role player contracts that helps ensure that the customer will get the best of breed role players from around the country rather than primarily who companies can find locally? This creates and equal footing for all offerers so the companies can compete on Labor rates and profit, rather than limiting to local personnel only or cutting per diem and travel for outside supporting role players.

RESPONSE: See response to Question 11.

13. At the bottom of page 1 of the quote template it states: "The Total Price is calculated as follows: 112 hours (14 Role Players X 8hours/day) x $________ (Rate) = $________ (Total Price)" To arrive at the total price, shouldn't we multiply by 13, the number of days?

RESPONSE: See response to Question 6.

14. What are the PPE /attire requirements for RPs?

RESPONSE: No, they will be in controlled environment with no live ammo.

15. Is the exercise simulating a particular region or AOR?

RESPONSE: EUCOM

16. Are role players resumes required or desired? Since the government is only asking for a quote, how should offers represent role player qualifications?

RESPONSE: Resumes are not required. See the Solicitation for documentation Offerors shall provide.

17. Is there a page limit?

RESPONSE: See the Solicitation for documentation Offerors shall provide.

18. Will the government require a separate role player coordinator/site lead to be present? Or, can this role be performed by one of the 14 role players?

RESPONSE: See response to Question 5.

19. Will the role players all require a separate means of transportation to get to exercise venues? Or will they all be working at one location?

RESPONSE: See response to Question 11.

20. Will role players work both weekends?

RESPONSE: See response to Question 2.

21. It’s clear the role players must complete AT training per ref 3.2 JS-U007, however, what are the requirements for 1) 3.3 AR 381-12, 2) 3.4 AR 530-1. Please clarify.

RESPONSE: AT Training is not required.

22. Will the government reconsider providing travel for this requirement? Quality, qualified role players may not be available locally.

RESPONSE: See response to Question 11.

23. Would the government please consider including a Travel CLIN with a plug number?

RESPONSE: See response to Question 11.
