SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

STATEMENT OF WORK (SOW) FOR Maintenance Support Device Version 4 Rugged/Light Product Director Test, Measurement, and Diagnostic

Equipment

1. BACKGROUND

The Maintenance Support Device-Version 4 Rugged (MSD-V4R) and Light (MSD-V4L) program has been initiated to produce and field an improved system of at-platform test equipment. The MSD- V4R and MSD-V4L Systems, member of the Integrated Family of Test Equipment

(IFTE), are the Armys next generation of standard general purpose at-platform automatic test equipment. The MSD-V4R and MSD-V4L Systems consist of Commercial-Off- The-Shelf (COTS) software and hardware components operating together with system specific software, standard accessories, interconnecting cables, and test adapter modules. These systems will be used throughout the U. S. Army at all levels of maintenance as the Armys standard at-platform tester for a wide variety of complex systems. Additionally, the MSD-V4R and MSD-V4L

Systems will be used to host Interactive Electronic Technical Manuals (IETMs) and Electronic Technical Manuals (ETMs), specific application software, and to upload/download mission data or software. The MSD-V4R and MSD-V4L Systems are intended to support all Army maintainers including ground, armor, aviation, missile, wheeled vehicle, signal/radio, command and control, and other tactical system maintainers. The MSD-V4R and MSD-V4L Systems will be configured to support various Army weapon systems and platforms with optional and standard accessories. Companion accessories to the MSD-V4R Kit and MSD-V4L Kit include the Smart Wireless Internal Combustion Engine

(SWICE) Test Adapter Kit and Wireless At-platform Test Set (WATS), although SWICE and WATS are not produced under the MSD-V4R and MSD-

V4L Systems contract.

2. SCOPE

This Statement of Work (SOW) defines the effort required for the production, test, delivery, storage, and support of the MSD-V4R and MSD-

V4L Systems. Additional Air Worthiness test requirements are stated as Objectives in the MSD-V4R kit 2nd Gen Detail Specification, MIS-

DTL-62969.

2.1. Applicable Documents

The applicable top-level documents are contained in Appendix A, the Contract Document Summary List (DSL), by number, title, date, contract reference and Category. The document versions specified on the DSL take precedence over the generic references (those without the revision letters) cited in the Statement of Work (SOW).

3. GENERAL REQUIREMENTS

General requirements of this contract include Contractor support in the following areas: Program Management (PM), Configuration

Management (CM), Logistics, First Article Testing (FAT), Production, and Engineering. This SOW presents the MSD-V4R and MSD-V4L Systems, and accessories support requirements in broad terms and as generalizations. The Contractor shall provide all labor, resources, expertise, facilities, and material necessary to satisfy the requirements of MSD-V4R and MSD-V4L Systems SOW and Detail Specification in order to produce, test, and deliver MSD-V4R, MSD-V4L, and accessories. The work required by this contract shall be performed In

Accordance With (IAW) MSD-V4R kit 2nd Gen Detail Specification, MIS-DTL-62969 and MSD-V4L kit 2nd Gen Detail Specification, MIS- DTL-

62976. In the event of a conflict between this SOW and MSD-V4R kit 2nd Gen Detail Specification and MSD- V4L kit 2nd Gen Detail

Specification, the MSD-V4R kit 2nd Gen Detail Specification and MSD- V4L kit 2nd Gen Detail Specification will take precedence.

Further detail will be provided in each Letter of Contemplation (LoC) issued to the Contractor on a task-by-task basis. In responding to those LoCs, The Contractor shall have the opportunity to submit a proposal for the task utilizing the agreed-to labor categories and material overhead rate, if applicable, as incorporated into the contract as well as propose required travel, if applicable, to support the requirements of the order.

4. PROGRAM MANAGEMENT REQUIREMENTS

The Contractor shall establish and maintain program management operations that will include the following areas: program planning and control, subcontractor control, financial management, data management, risk management, and accountability for Government Furnished

Information (GFI).

The Contractor shall use an Integrated Program Management Data and Analysis Report (IPMDAR) to develop and perform to an Integrated

Master Plan (IMP) and Integrated Master Schedule (IMS), IAW CDRL A001 and CDRL A002, DI-MGMT-81861, throughout the life of the program.

The Contractor shall lead bi-monthly In-Process Reviews (IPRs) to facilitate a common understanding and agreement with the Government on

MSD-V4R and MSD-V4L system requirements, actions, and schedules to meet those requirements. Meetings will be held at the respective places of performance for the manufacture of MSD-V4R and MSD-V4L Systems at, Contractor 's facilities and at PD TMDE facilities, as needed. The Contractor shall provide support to conduct these meetings. Government may choose to hold these meetings by telephone conferences or web-enabled conferences. Meetings at PD TMDE facilities can be coordinated between Government and Contractor. Technical meetings shall be held as needed for discussion, determinations, and clarifications of technical items and issues. Technical meetings shall be performed through telephone and web conferences, person-to-person, or group meetings, and via electronic mail to help resolve technical items and for clarifications. Technical meetings shall not change the terms of the contract or cause any impacts to the contract. All recommended changes will be coordinated by notification to the Procuring Contracting Officer (PCO) and will not be implemented without a written authorization from the PCO.

4.1. Start of Work Meetings

The Contractor shall conduct Start of Work meetings for the following general requirements: PM, CM, TM Development, Logistics, Training, FAT, Software/ Cybersecurity, Engineering and Production. The Contractor shall ensure that the IMP and IMS will incorporate Start of

Work Meetings and specify criteria and dates, respectively. IMS shall also include In-process Reviews.

4.2. Conference Minutes

The Contractor shall record, maintain, and provide detailed written minutes, including any tasks of the Start of Work Meetings, all

IPRs, and conferences IAW CDRL A003, DI-ADMN-81250.

The minutes will not to be interpreted or construed as redirection for the Contractor to incur additional costs or increase the price of the contract.

4.3. Changes to Scope

Any changes outside the scope of the contract, including this SOW, without specific authorization by the PCO, are unauthorized in its entirety.

4.4. Control Procedures

4.4.1. Security Requirements

Controlled Unclassified Information (CUI). The type of information considered CUI for the program by the Government. Examples of technical data consist of research and engineering data, engineering drawings, and associated lists, specifications, standards, process sheets, manuals, technical reports, catalog-item identifications, and related information, and computer software documentation. The

Contractor shall adhere to the below guidelines for handling Distribution Statements on Technical Documents, DoDI 5230.24, DoD

Information Security Program: Controlled Unclassified Information (CUI), DoDI 5200.48, Army Regulation (AR) 25-55, The Department of the

Army Freedom of Information Act Program, AR 25-2, Army Cybersecurity and AR 25-1, Army Information Technology.

4.4.1.1. Identification of Markings

When conducting the following activities with CUI information, the Contractor shall adhere to the guidance provided in DoDI 5200.48 and the CUI Registry:

- Marking CUI Information

- Dissemination and Transmission of CUI Information

- Transporting CUI Information

- Phone Discussions of CUI Information

- Storage of CUI Information - During Duty Hours and Non-Duty Hours

- Termination

- Disposal

- Unauthorized Disclosure

- Electronic Transmission of CUI Information

The Contractor may disseminate CUI information to their employees who have a need to know for the information in connection with the purchase order.

4.4.1.1.2. DESTRUCTION

CUI material shall be destroyed by tearing, shredding, or other methods to make unreadable. Electronic media will be purged with approved software or destroyed through a physical process. All CUI information related to this contract stored on a Contractor 's computer system shall be purged from the computer system not later than one year after the end of this contract. Contractor s wishing to retain the information for a longer period of time must receive permission from Contracting Officer.

4.4.1.1.3. STORAGE

During working hours CUI information shall be placed in an out-of-sight location if the work area is accessible to persons who do not have a need for the information. During non-working hours, the information shall be stored to preclude unauthorized access. Filing such material with other unclassified records in unlocked files for desks is adequate when internal building security is provided during non-working hours. When such internal security control is not exercised, locked buildings, or rooms shall provide adequate after-hours protection or the material can be stored in locked receptacles such as file cabinets, desks or bookcases.

4.4.1.1.4. ELECTRONIC COMMUNICATIONS

All sensitive information (CUI, proprietary, operational information, Freedom of Information Act exemptions, etc.) must be protected and may be sent over an installation Local Area Network (LAN) that is protected with a firewall, user ID, and passwords. However, this same information must be Common Access Card (CAC) encrypted when sent from an installation LAN to individuals/organizations that are located at a different installation or a contractor location. When no longer needed, this information must be shredded.

4.4.1.2. Security Classification Guides and Distribution Statements

The applicable Security Classification Guide (SCG) for this effort is the Army Automated Tactical Systems (ATS) SCG. When marking all technical data and information which is CUI, the Contractor shall adhere to both the ATS SCG and DoDI 5230.24 governing such data. If the contents of the technical document require more than one Distribution Statement, apply the most restrictive statement. This does not

preclude additional mandated markings required by the contract.

4.4.1.3. Operations Security (OPSEC)

If the Contractor generates unclassified OPSEC information, this information shall be protected at the same level as U//CUI information.

The Contractor shall be responsible developing and for adhering to the Program Executive Office, Combat Support & Combat Service Support

(PEO CS&CSS) OPSEC Plan IAW CDRL A004, DI-MGMT-80934, DoDM 5205.02 and AR 530-1, with specific features based on command or unit approved OPSEC requirements.

4.4.1.3.1. Antiterrorism/Force Protection

Because of antiterrorism, force protection, OPSEC, and counterintelligence concerns, the Contractor shall not release any diagrams, maps, floor plans, schematics, or digital pictures of their facility to outside organizations or companies without the approval of the

Contracting Officer Representative (COR) and G-2, TACOM (this requirement is only applicable if the intended items to be released are unique to this effort). All information proposed for public release in any form (video, pictures, article, brochure, web site, etc.)

shall undergo a PEO CS&CSS OPSEC Review using the most current and approved Program Executive Office, Combat Support & Combat Service

Support (PEO CS&CSS) STA Form 7114, PEO CS&CSS OPSEC Review Certification.

4.4.1.3.2. OPSEC Information

OPSEC information consists of the following: Equipment capabilities, limitations, and vulnerabilities; Detailed mission statements;

Operation schedules; Readiness and vulnerability assessments; Test locations and dates; Inventory charts and reports; Detailed budget data; Photographs of components; Detailed organizational charts (with phones and e- mail listings); Technical and scientific data;

Unclassified technical data with military applications; Critical maintenance information; Information extracted from a DoD Intranet web site; Lessons learned that could reveal sensitive military operations, exercises, or vulnerabilities; Logistics support (munitions, weapons, movement); Specific real time support to current or on-going military operations; Delivery schedules; and Manufacturing methods.

4.4.1.3.3. OPSEC Reviews

Requests shall be sent via encrypted e-mail to the respective Project Manager Force Projection (PM FP) Security Manager. Contact information can be requested from the COR. If emails cannot be encrypted, please send OPSEC review requests to:

4.4.1.4. Training

All Contractor personnel working on an Army installation in support of this contract shall complete both the Antiterrorism Level I and iWATCH training. Contractor personnel handling, storing, or in receipt of CUI in support of this contract shall complete OPSEC LEVEL I training as well. The Government reserves the right to request completion notification(s) from the Contractor.

5. CONFIGURATION MANAGEMENT (CM) REQUIREMENTS

CM requirements apply throughout the period of the contract to include units under warranty after the last contractual delivery. The purpose of CM is to assure that the Product Configuration Item (PCI) accurately describes the as-designed/as-built delivered item(s).

The configurations of MSD-V4R System and MSD-V4L System as defined in the approved First Article Test Report shall establish the initial product baseline.

5.1. Start of Work Meeting

The Contractor shall conduct the CM Start of Work Meeting at Redstone Arsenal, AL no later than 30 days after contract award.

5.2. Product Configuration Documentation

The applicable, released Product Configuration Item (PCI) document for the listed Configuration Item (CI) is as follows:

5.3. CM Policies and Procedures

The supplier shall implement a Configuration Management Program using SAE EIA-649-1 as guidance for both hardware and software applications. The supplier shall prepare a Configuration Management Plan IAW (CDRL A005, DI-SESS-80858) for the Government to review.

The CM Plan shall outline tools the supplier uses for controlling changes to documentation and software, the approval authority for identified changes, and the process for change implementation for the configuration item. The CM Plan shall outline how the supplier controls the products baselines throughout the products lifecycle and how the products are identified.

The supplier shall prepare and deliver commercial drawings, technical data, guidance, and associated lists and specification sheet data via the US Army Aviation and Missile Command (AMCOM) Engineering Data Information System (EDIS) repository, IAW MIS-STD-52406-IS and IAW

CDRL A006, DI-SESS-81003 and IAW the MIL-STD-31000 TDP Option Selection Worksheet for Commercial Drawings/Models and Associated Lists found in Attachment 2 of this document. Information shall be sufficient to complete a request for an official military designator, official nomenclature, and provisioning technical documentations/drawings. The drawing submittal will be IAW the DFARS 227.7102 and

DFARS 252.227-7015 for commercial items. The Contractor shall provide interface control documents (ICD) for external interfaces IAW DI-

NDTI-80809B and upon approval of the First Article Test (FAT) Report (FATR), CDRL A032.The suppliers changes to its product drawings will continuously agree with the current configuration identification and Government MSD-V4R and MSD-V4L System, and accessories drawings supporting the configuration. See Engineering Change Proposal (ECP) paragraph 5.6 below. The changes shall not adversely affect any of the requirements defined in MSD-V4R kit 2nd Gen Detail Specification and MSD-V4L kit 2nd Gen Detail Specification.

5.4. Configuration Audit

The Government reserves the right to conduct Configuration Audits and Inspections. These audits may be performed on site at Contractor facilities, at Government facilities, or at Operational Government sites.

5.5. Subcontractor /Vendor Control

The Contractor shall determine the extent to which the Configuration Management (CM) requirements are applicable to subcontractors, vendors and suppliers, and for the application of those requirements, which are necessary to ensure compliance with the CM requirements of this contract.

5.6. Engineering Change Proposal

The supplier shall prepare an Engineering Change Proposal (ECP) whenever the Contractors Configuration Item (CI) changes IAW CDRL A007, DI-SESS-80639. The ECP numbering system used shall uniquely identify each ECP. The supplier shall submit ECPs through the United States

(U.S.) Army Aviation and Missile Command (AMCOM) Life Cycle Management Command (LCMC) Multi-User Engineering Change Proposal Automated

Review System (MEARS). The Government reserves the right to approve/disapprove ECPs submitted for CCB review by using the MEARS application. The approval/disapproval will be by electronic means or written. MEARS login and instructions will be provided by the

Government after contract award. MEARS training will be provided by Government, as needed, for the Contractor. This topic will be discussed at the Start of Work Meeting. The supplier shall designate appropriate Configuration Management personnel to attend MEARS training, as needed. Training is expected to last one week at Redstone Arsenal, AL, in Government facility/building. Included with the

ECP, the Contractor shall prepare a Notice of Revision (NOR) IAW CDRL A008, DI-SESS-80642 and a Specification Change Notice IAW CDRL

A037, DI-SESS-80643 when applicable. The Contractor shall prepare Requests for Variance (RFVs) IAW CDRL A009, DI-SESS-80640 for temporary variation from constraints requiring the Variance. Upon ECP approval, the supplier shall update any changes to technical documents (i.e., IETMs, Operator Manuals, Parts Lists, training materiel, Contractor drawings, etc.) impacted by the ECP. The supplier shall establish and maintain a Configuration Control Board throughout the contract and with members identified within the CM Plan.

Change(s) to hardware and software, shall be coordinated with the Government, to ensure the change(s) do not impact Cybersecurity posture or interfaces with Army systems. A description of change(s) and related affectivity shall be coordinated with the Government in writing or electronic means prior to ECP submittal. Any ECP requiring modification to fielded equipment will be IAW an approved

Modification Work Order.

5.6.1. Authorization

The Contractor shall request ECP authorization to proceed with the change prior to its implementation. The Government will provide a response in writing or electronic means through the PCO.

5.6.2. Signature Authorization

The Contractor shall identify to the Government, the name(s) of the official(s) of its organization authorized to sign ECPs as the submitting activity, and thereby commit the Contractor to the statements made therein. This identification shall be in writing, on company stationery, signed by an officer of the company, and provided to the Government at the CM Start of Work Meeting. The Contractor shall inform the Government, in writing, when name(s) of these authorizing official(s) change.

6. LOGISTICS

6.1. Technical Manuals

The Contractor shall develop and deliver a page-based Operator Electronic Technical Manual (ETM) and updates to page-based ETM IAW CDRL

A010, DI-TMSS-80527, and MIL-STD- 40051-2. The Contractor shall develop all ETMs IAW the respective content/form/functionality matrix for the publication type from MIL-STD-40051-2. The Contractor shall use U.S. Army Materiel Command Logistics Data Analysis Center

(LDAC) Government Furnished Information (GFI) eXtensible Mark-up Language (XML) Document Type Definition (DTD) for MIL-STD-40051-2 for page-based ETM development and updates. All technical publications will be prepared or updated IAW ALC Production Business Rules.

6.1.1. Commercial Off-the-Shelf (COTS) Manuals

The Contractor shall prepare and furnish the OEM user manuals and guides for MSD-V4R and MSD-V4L Systems, including standard and optional accessories, IAW CDRL A010, DI- TMSS-80527. Commercial off-the-shelf (COTS) manuals will be evaluated by the Government technical publications representative and user representative IAW MIL-PRF- 32216 to determine usability. If acceptable for use as-is, the COTS manual will be verified by the Government before authentication. If supplemental information is necessary to fulfill the requirements for MIL-PRF- 32216, then the Contractor shall provide all requested supplemental information IAW CDRL A010, DI-TMSS-80527.

If a change to the COTS manual plus supplemental data exceeds 50% of the original manual, or if the user representative determines that

the COTS manual is not usable by the intended audience, then an Army TM shall be prepared IAW CDRL A011, MIL-STD-40051-2, validated by the Contractor, verified by the Government, and authenticated. The Contractor shall provide copyright releases and reproduction, use and distribution rights for Government purposes.

6.1.2. Source Data

The Contractor shall prepare and deliver MIL-STD-40051-2 compliant, well-formed XML. The Contractor shall prepare and deliver each XML instance along with source data, to include illustrations, supporting files, and associated information required to maintain, edit, or re- author the publications.

The Contractor shall prepare, package, and deliver all source material for all deliverables IAW CDRL A011, MIL-STD-40051-2 under this contract defined as operating plans, standard procedures, computer documents and residual material, source codes, computer disks and tapes, and all other media containing digital files developed to fulfill the requirements of this SOW to accompany each technical manual final reproducible copy (FRC) deliverable under this contract. All artwork and schematics delivered under this contract shall be turned over concurrent to the FRC submission.

Notwithstanding trade compliance restrictions, technical data restrictions, or security classifications, all source data developed exclusively with Government funds will be delivered with unlimited rights to the Government for reproduction, use, and distribution. All codes, intellectual property rights, and technical data rights used to generate technical publications in support of this SOW will revert to the Government in the event that the Contractor no longer supports the program.

Examples of source data are as follows:

- All XML tagged data files using MIL-STD DTDs and style sheets

- All digital graphics and illustrations, to include line drawings, photographs, engineering drawings, diagrams, schematics, charts, graphs, and tools and test equipment illustrations

- All digital electronic files (PDF) in searchable, editable, linkable, and intelligent format with 100% embedded fonts, no Unicode issues, and Windows 11 compatible

- All validation and verification records, reports, and certifications

- All Original Equipment Manufacturer (OEM) or other vendor technical data and graphics used in technical publication development, and all copyright releases as applicable

The Contractor shall develop and implement a quality assurance plan IAW ISO 9001 to ensure the accuracy and adequacy of the data and data products. The Government reserves the right to review and comment on the Contractor s plan and processes.

6.1.3. Technical Manual Development

The Contractor shall use product support analysis (PSA) activities to determine the operational functions of the system. The Contractor shall ensure that there is consistency and agreement among all logistics documents and products created under this effort.

6.1.4. Illustrations

The Contractor shall use Computer Graphics Metafile (CGM) or Scalable Vector Graphic (SVG) intelligent vector format for drawings created for technical publications. Images of screen captures used to illustrate software tasks may be in either TIF or JPG format, or in line art if more effective for the user.

6.1.5. Technical Publications Meetings

A formal Start of Work meeting shall be held within 30 days after contract award. Formal milestone reviews shall take place when approximately 30%, 70%, and 90% of each of the technical publications deliverables have been developed. The Contractor and Government shall agree on what constitutes each of the percent-complete milestones during the Start of Work meeting. The Contractor shall participate in in-process reviews (IPRs) for each delivery of the XML-tagged files delivered IAW this SOW. The Government may perform these reviews in various ways, including desktop reviews, teleconferences, and meetings. If the Contractor requires any clarification on comments by the Government on the IPRs, the Contractor may request a teleconference or meeting with the Government.

6.1.6. Technical Publication Deliveries

The Contractor shall provide technical publication deliveries of the operator manual developed under this SOW IAW CDRL A011, MIL-STD-

40051-2 for Government review. The Contractor shall provide additional updates and reviews based on results of the Governments

Preliminary Technical Manual (PTM) and Final Reproducible Copy (FRC) reviews at no additional cost to the Government. For FRC delivery, The Contractor shall provide complete publications that have been validated and verified and that accurately reflect the final approved hardware configuration of the system. All FRCs will be delivered IAW this SOW and associated CDRLs.

6.1.7. Technical Publication Validation

The Contractor shall validate updates and changes to the subject publication as follows:

6.1.7.1. Validation Plan

The Contractor shall prepare a validation plan for the technical manual developed under this contract IAW CDRL A012, DI-TMSS-81818, Technical Manual Validation Plan:

- The Contractor shall perform a 100% validation of each technical publication or update to existing technical publications for

technical accuracy, completeness, safety, and adequacy of operating and system administration procedures.

- The Contractor shall perform a 100% validation of the subject technical publication by hands-on demonstration. The Contractor shall maximize the hands-on method to make sure that the tasks can actually be performed as written. Data reviewed by tabletop methods will include illustrations, schematics, diagrams, wiring data, and descriptive data.

- The Government reserves the right to witness the validation. However, Government observation of the validation will not necessarily constitute a verification of the material.

- The Contractor shall prepare a certification of validation as specified IAW CDRL A013, DI- TMSS-81819, Technical Manual Validation

Certificate.

- The Contractor shall maintain records showing dates of validation reviews, material reviewed by task or action, findings with applicable remarks, and action taken IAW ISO 9001. The Government reserves the right to examine these records.

- The Contractor shall provide external stakeholders the opportunity to witness the validation.

6.1.8. Technical Publication Verification

The Contractor shall provide all necessary resources to support Government verification. The Government will verify technical publications by performing hands-on verification, or desktop review of those portions of the publications not subject to hands-on performance IAW AMC PAM 25-76. The Contractor shall participate in and support the Government-conducted verification of all publications delivered under this contract and will provide engineering and technical writer support to resolve problems or errors identified by the

Government resulting from the verification(s) at no additional cost to the Government. The Contractor shall support the verification conducted by the Government and shall provide, at a minimum, the following:

- Hard copies of technical publications during the verification process.

- Record and maintain records during the verification process.

- Assistance to the Technical Manager or their designated representative during the verification and provide the Government with a copy of the discrepancies revealed.

- Necessary corrections to discrepancies revealed during the verification process.

- Government Technical Publications Representative or their designated representative with a report of the corrective actions taken.

- Administrative support to provide for real-time document revision for completion of the verification.

All hands-on procedures will be verified 100% by target audience Soldiers. The verification schedule will be mutually agreed upon by the

Government and Contractor.

The Contractor shall revise and resubmit rejected material that cannot be corrected during the verification IAW CDRL A014, DI-TMSS-

81820.

6.1.9. Changes to Technical Publications

The Contractor shall incorporate all approved changes generated from Engineering Change Proposals (ECPs), including updates to illustrations, for the operators manual once it is Army authenticated, at no additional cost to the Government. The Contractor shall make the updates to the data of record (GFI-archived XML document instance of the published manual) supplied to the Contractor for each publication. The Contractor shall support verification events for the updates if required by the Government.

6.1.10. Final Acceptance

A review of final material by the Government Technical Representative will be made to ensure that the material meets the requirements of this SOW and related standards. The Government will notify the Contractor of the location of the final copy review. The final acceptance of material delivered under this SOW will be made by the Contracting Officer by returning a signed copy of DD Form 250 (Material

Inspection and Receiving Report) to the Contractor. This review will be completed within 10 working days after receipt of final material by the Government Technical Representative, unless any material is rejected. In the event that the material is rejected as a result of final copy review by the Government Technical Representative, the rejection will be made by official letter, including specific rejection comments, from the Contracting Officer to the Contractor. The Contractor shall correct all deficiencies and furnish the corrected material IAW CDRL A011, MIL-STD-40051-2. In the event that the rejected material cannot be reworked within the required period, The Contractor shall notify the Contracting Officer, with an information copy to the Government Technical Representative.

Submission of the reworked material will be made by DD Form 250 with a note stating that the shipment involves reworked material.

6.2. Operator Training Digital Optical Disc and Institutional Training Package

The Contractor shall develop training using the Army Learning Policy and Systems IAW U.S. Army Training and Doctrine Command (TRADOC)

TRADOC REG 350-70.

6.2.1. Training Start of Work Meeting

Start of Work Meeting will be held at PD TMDE, Redstone Arsenal, AL. The purpose of the meeting is to discuss GFI, determine the milestones, delivery schedules, review cycles, liaison procedures, and establish a working relationship among key personnel. All

Contractor personnel directly involved with the development, design, production, and instruction shall attend this meeting.

6.2.2. Training Documentation

The Contractor shall develop the operator training package using Hypertext Markup Language (HTML) that is compliant with Cybersecurity

IAW para 9.9 in this SOW. The start executable command will allow training from any Government computer. Training material will be prepared IAW Army Regulation 350-1, (TRADOC) Regulation 350-70 and the Analysis, Design, Development, Implementation, and Evaluation

(ADDIE) process. The Contractor shall develop all course documentation using the ADDIE process as a guide for New Equipment Training

(NET) Computer Based Training (CBT) software and Institutional Training in the Training Development Capability (TDC) database. As needed, The Contractor shall request TDC training NLT 30 days after Training Start of Work Meeting. The Contractor may attend either the three (3) day on-line class or the eight (8) day training course, which will be at a Government facility subject to availability of classes and seats in each location.

Training will be limited to two Contractor s representatives. These two representatives will be United States citizens and be eligible to possess a Common Access Card (CAC). Once TDC training is complete, the Government will provide the Contractor with the TDC Domain site, roles, and responsibilities for Institutional Training Packets.

6.2.3. Training and Training Support

The Contractor shall develop the Operators course. This course will be delivered on-line, preloaded on the MSD-V4R System, MSD-V4L

System and input into the TDC database. The operators course shall teach the skills and information necessary to perform the following tasks: set-up, activate, check out, and operate and do routine operator maintenance on the MSD-V4R System, MSD-V4L System and accessories IAW the Operators manual. Training shall include the operating tasks for all equipment, components, special test equipment, and ancillary equipment provided by the Contractor under this contract and required to operate the MSD-V4R System and MSD-V4L System.

Existing commercial training packages will be considered acceptable for use provided they meet the criteria set forth in this SOW, are developed using the TDC, and are approved by the Government.

6.2.4. Instructional Media Design

The Contractor shall prepare an instructional media design IAW MIL-PRF-29612 and CDRL A015, DI-SESS-81520. The Contractor shall utilize

Interactive Multimedia Instructions (IMI) to its full capabilities while developing the Interactive Courseware. The Contractor shall use

TRADOC Pamphlet 350-70-12, and MIL-HDBK-29612-3 as reference for IMI.

6.2.5. Test Package

The Contractor shall prepare test package strategies IAW CDRL A016, DI-SESS-81525.

6.2.6. Course Content

The Contractor shall design the course content using the ADDIE process. The training presentation will follow a logical structure and will include frequent checks on learning. Training shall emphasize the hazards associated with the operation of the MSD-V4R System, MSD-

V4L System and accessories and will include precautionary measures to reduce these hazards.

6.2.7. Technical Literature

The Contractor shall ensure that the fielded equipment is preloaded with Government verified and approved Operators Manual and Operators

Training. The Contractor shall produce Operators Training CBT software and preload it on each MSD-V4R and MSD-V4L System.

6.2.8. Practice Module

The Contractor shall devote no less than 40% and no more than 70% of the course to practice modules that consist of simulation with interaction from the student performing or practicing the tasks presented in the lessons IAW CDRL A015, DI-SESS-81520.

6.2.9. Instructional Strategy

The Contractor s developed multimedia training shall employ several instructional strategies in each lesson and ensure efficient and relevant learning. The Contractor shall normally provide new information through tutorial and inquiry methods IAW CDRL A015, DI-SESS-

81520 and CDRL A017, DI-SESS-81526.

6.2.10. Testing Strategy

The Contractor shall ensure each lesson contains review questions that drill application of skills presented in the lesson. Practice exercises shall not be limited to application of enabling skills or subtasks but shall provide practice on complete or whole tasks prior to test-taking time. The final practice exercise that precedes the test shall parallel the test in its construction and shall be a realistic simulation of on-the-job performance. The test shall allow the student to review all questions and answers once complete. The

Contractor shall ensure that the final practice exercise shall measure the steps that make up the task and prepare IAW CDRL A016, DI-

SESS-81525.

6.2.11. Course Development Qualifications

The Contractor shall demonstrate the ability to perform all operational tasks in the practice module portion of the training course.

Each course developer shall demonstrate qualification as a technical training instructor by possessing either Technical Training

(college or vocational school beyond high school), or Armed Services training in the subject area for which training is to be developed and Professional Training (College, Armed Services, or Government-approved course in Methods of Instruction).

6.2.12. IPRs

The Government will conduct Training IPRs. The Government will perform these reviews in various ways via electronic media sent to the

Governments designated representative by means of digital optical disc, electronic mail, posted on a secure website furnished by the

Contractor, or at the Contractor s facility. The Government will prescribe the method at the Training Start of Work Meeting.

6.2.12.1. IPR #1

The Contractor shall participate in IPR #1 for review of 50% of the training material developed IAW CDRL A015, DI-SESS-81520, 20% of the

training material developed IAW CDRL A018, DI-SESS-81521, 20% of the training material developed IAW CDRL A019, DI-PSSS-81523, and 20% of the training material developed IAW CDRL A017, DI-SESS-81526 and place holders with titles for CDRL A016, DI-SESS-81525 for discussion during IPR#1.

6.2.12.2. IPR #2

The Contractor shall participate in IPR #2 for review of 75 % of the training material training material developed IAW CDRL A015, DI-

SESS-81520, 50% of the training material developed IAW CDRL A018, DI-SESS-81521 and CDRL A019, DI-PSSS-81523, and 50% of the training material developed IAW CDRL A016, DI-SESS-81525 and CDRL A017, DI-SESS-81526 for discussion during IPR#2.

6.2.12.3. IPR #3

The Contractor shall participate in IPR #3 for review of 100% of the training material developed IAW CDRL A015, DI-SESS-81520 and CDRL

A019, DI-PSSS-81523, 100% of the training material developed IAW CDRL A018, DI-SESS-81521 and CDRL A016, DI-SESS- 81525, and 100% of the training material developed IAW

CDRL A017, DI-SESS-81526 for discussion during IPR#3.

6.2.13. Additional Training Guidance Conferences/Training IPRs

Additional training guidance conferences/IPRs may be required and shall be coordinated between the Contractor and the Government at no additional cost to the Government.

6.2.14. Validation/Certification

The Contractor shall perform an in-house validation on the entire Training Package before IPR #3. This validation will ensure that the training materials meet the requirements and standards of the Government. As part of the validation, the Contractor shall also ensure that all software on the master disk executes properly, and then provide the Government a written memorandum for the record (MFR) stating that the TM has been validated and by whom, prior to the submission of the final Operator Training CBT IAW CDRL A018, DI-SESS

81521; CDRL A019, DI-PSSS-81523; and CDRL A016, DI-SESS-81525.

6.2.15. Changes

The Contractor shall incorporate changes to training package and materials based upon user feedback, changes to MSD-V4R System, MSD-V4L

System, and accessories at no additional cost to the Government. The Government will approve updates to operation and usage of At-

Platform Automatic Test Systems (APATS) products.

6.2.16. Verification

The Government and the Contractor shall conduct a joint verification of the CBT, Program of Instruction (POI), Lesson Plans, Slides and

Student Guides using a small group from the intended target audience. The Government may choose to hold the Operators Training digital optical disc verification in conjunction with the IETM verification. Comments from this verification shall be evaluated and incorporated into the final version of the overall training support package (noted in Final Training Materials).

6.2.17. Final Training Materials

Upon the completion of 100% review by the Government based upon IPR#3, the Contractor shall modify and make any corrections to the deliverables and deliver the final validated training products IAW CDRL A018, DI-SESS-81521; CDRL A019, DI-PSSS-81523; and CDRL A016, DI-

SESS- 81525.

6.2.18. Approval Requirements

The Governments approval of the developed Operator Training course will be contingent upon the Contractor s successful completion of all applicable training data item requirements for the course and compliance with all of the requirements set forth in this SOW.

6.2.19. Computer Managed Instruction (CMI) Requirements

The Contractor -developed training course shall contain CMI capabilities to track and report student progress IAW CDRL A015, DI-SESS-

81520. The Contractor shall generate the multimedia in such a manner that the students may go back and forth in the Operator Training

CBT between lessons and main menus to allow for usage of the multimedia as a fingertip reference document on the end item. The multimedia shall not be constructed in such a manner that the student must proceed sequentially through the entire program from start to finish. Video segments shall have controls to allow the student to pause, back up, restart and forward to various frames. The Government will review content, operation and course flow of CBT, and The Contractor shall incorporate Government comments and recommended changes into CBT/Multimedia.

6.2.20. Reproduction

The Contractor shall provide Government purpose rights to Training Support Package (TSP), CBT, and multimedia and the right to reproduce the TSP and multimedia.

6.2.21. Training Safety

The Contractor shall ensure the operator training course emphasizes the hazards associated with the operation of the MSD-V4R and MSD-V4L

Systems and shall include precautionary measures to reduce these hazards.

6.2.22. Training Aids and Equipment

During contract performance the Contractor shall pass title to the Government of all created or purchased material at the time it was

created or purchased. The Contractor shall provide the Government Purpose Rights for all material developed and incorporated and employed as part of this effort. The Contractor shall provide the development and production equipment as needed by the Government to perform the work required under this contract. The Contractor shall submit an email request to the Project Officer thru Contracting

Officer to request to the Government at least 45 calendar days prior to the need of Government subject areas, facilities, or troops necessary for videotaping or validations. The Contractor shall give maximum utilization of training equipment and training aids that are readily available through the Government as the first option or the commercial channel as the second option. Full consideration will be given to the performance required under this contract so that end results provide ease of reproduction and editing by the Government.

6.3. Provisioning

The Contractor shall develop, document, populate, and maintain logistics product data IAW CDRL A020, DI-SESS-81758, Logistics Product

Data. The Contractor shall use SAE GEIA- HB-0007 Logistics Product Data Handbook to identify analysis processes to generate data IAW SAE

GEIA- STD-0007, Logistics Products Data.

6.3.1. Technical Documentation

The Contractor shall develop the following Logistics Support Analysis (LSA) reports consistent with the Configuration Item and deliver the Logistics Product Data IAW CDRL A021 and CDRL A022, DI-SESS-81759, Logistics Product Data Summaries. The Contractor shall be responsible for entering any additional data into the Attribute Selection Sheet IAW SAE GEIA- HB-0007 Logistics Product Data Handbook, Appendix A Attribute Selection Sheet that is required to generate the LSA reports identified below:

6.3.1.1. Logistics Support Analysis-009 Report.

The Contractor shall prepare and submit a LSA-009 Support Items List, IAW CDRL A021, DI-SESS- 81759.

6.3.1.2. Logistics Support Analysis-036 Report.

The Contractor shall prepare and submit a LSA-036 Provisioning Requirements, IAW CDRL A022, DI- SESS- 81759.

6.3.1.3. Logistics Support Analysis-040 Report.

The Contractor shall prepare and submit a LSA-040 Authorization List Items Report, IAW CDRL A021, DI-…
