STATEMENT OF WORK

RADIO TEST SET (RTS) – TS-4549/T

1.0 BACKGROUND: In 2011, the Test Equipment Modernization (TEMOD) Joint Working Group (Army G3/G4/G8, Training and Doctrine Command (TRADOC), Army Combined Arms Support Command (CASCOM), Materiel Developers, Aviation and Missile Command (AMCOM) Logistics Center (ALC), U.S. Army Test Measurement and Diagnostic Equipment Activity (USATA), Network Enterprise Technology Command (NETCOM), National Guard Bureau, Forces Command, et al.) met and determined that the Radio Test Set, TS-4317 (Line Item Number:

T87468) / GRM-122 (Line Item Number: R36178) needed to be replaced based on low readiness levels, increased capability needs, and the inability to sustain the item due to obsolescence.

Current projection indicates that the GRM-122/TS-4317 will be unsupportable beginning 4QFY24. The Army requires the TS-4549/T, which when developed, will replace the TS-4317/GRM-122. The TS-4317 is a single box general purpose electronic test set that contains multiple electronic instruments. The GRM-122 is a multi-box system, including the TS-4317, which semi-automatically tests radios with on board Test Program Sets (TPSs). TPSs are described and discussed as Application Program Sets (APSs) in this document.

1.1 SUCCESS CRITERIA:

Phase 3: Delivery of a prototype that the Government determines:

· Successfully completes the User Facility of Use (UFOU) Evaluation (Element 6)

· Successfully completes the Performance Demonstration (PD I) (Element 7)

· Meets the requirements in 3.1.1 Prototype V1 APSs Phase 4: Delivery of a prototype that the Government determines:

· Successfully completes the Operational Test Readiness Review II (OTRR II)

· Successfully completes the Performance Demonstration II (PD II)

· Meets the requirements in 3.1.2 Prototype V2 APSs

1.2 DOWN-SELECTION:

The Government’s intent is that all vendors will go through Phases 3. At the end of Phase 3, the Government will conduct a down-select to 1 vendor based on relative best value/superiority to move to Phase 4 and/or possibly to follow-on production (from Phases 3 and/or 4). While more than one vendor may be determined to be successful at the end of Phase 3, the government intends to select only one vendor to potentially move to follow-on production AND possible Phase 4 performance.

Phase 3 Down-Selection is intended to be based on:

· Technical Criteria: SOW 6.2-6.5

· SOW 6.2 Performance, Reliability, Upgradeability and Maintainability data of the Radio Test Set

· SOW 6.3 Prototype Model V1 system results from Operational Testing & Calibration Testing.

· SOW 6.4/6.5 Effectiveness of the Operator and Field Maintenance course.

· Affordability

· Data-Rights *Specific source selection evaluation plan will be provided to the vendors prior to start of Phase 2 efforts.

1.3 Element Structure

The purpose of creating the element structure is to ensure that the Contractor understands the Government’s metrics, requirements, activities, documents, schedules and deliverables are received as they are outline in this document. Each element structure will be measured on a Go or No Go basis as captured below. If the contractor receives a No Go rating the Contractor must rework the item until a Go rating is obtained and provided by the AOR. If the Contractor is unable or unwilling to rework and improve their rating, then the Contractor could hinder their chances to advance in this competitive prototype developmental effort.

PHASE 1: Developmental

· Element 1: Preliminary Design Review (PDR): The PDR shall establish that the allocated baseline (hardware, software, human/support systems) and underlying Prototype Model V1 architectures under review has a reasonable expectation of satisfying the requirements within the currently allocated budget and schedule. The PDR package shall be completed, delivered and approved by the Government and obtain a Go rating from the AOR. More information of the PDR can be found in section 2.4.3 of this document.

· Element 2: Critical Design Review (CDR): The Contractor shall provide a trace capable of demonstrating that the design furnished at CDR implements the performance requirements of the TS-4549/T Radio Test Set, and present the methods used to verify and validate the design. The CDR package shall be completed, delivered and approved by the Government and obtain a Go rating from the AOR. More information of the CDR can be found in section 2.4.4 of this document.

· Element 3: Cybersecurity Assessment: The contractor shall provide the Government details of their cybersecurity processes that were in place for development of the TS-4549/T system. The contractor shall provide details IAW DI-MISC-81762 “Security Evaluation Document (SED)”. The SED will be due nine (9) months after CA. The contractor shall ensure the Prototype Models complies with the approved SED. The Cybersecurity package shall be completed, delivered and approved by the Government and obtain a Go rating from the AOR. More information of the Cybersecurity package can be found in section 6.1 of this document.

PHASE 2: Operational

· Element 4: Operational Test Readiness Review (OTRR I): The OTRR I shall be held at the Contractor’s facility, and demonstrate the operation of all four (4) required Radio Test Set APSs operation. The OTRR I shall be a detailed evaluation of the hardware and APSs design for the TS-4549/T Radio Test Set Prototype Model V1 and display all mandatory APSs for all required radios by this contract. The OTRR I shall be completed, and approved by the Government and obtain a Go rating from the AOR. More information of the OTRR I can be found in section 2.4.6 of this document.

· Element 5: Delivery of Test Assets (2 Prototypes): The Contractor shall deliver two (2) Prototype Model V1 systems along with all application software/ APSs for the TS-4549/T Radio Test Set to PdD TMDE; 3651 Army TACMS Rd.; Redstone Arsenal, AL 35898. The prototype shall be completed, delivered and approved by the Government and obtain a Go rating from the AOR. More information of the delivery of the prototype can be found in section 4.1 of this document.

PHASE 3: Testing

· Element 6: User Facility of Use (UFOU) Evaluation – Fort Gordon, Georgia: The Government anticipates conducting UFOU between the 12th and 13th months after CA. The purpose of the UFOU Evaluation for the TS4549/T RTS is to capture performance, reliability, upgrade ability and maintainability data of the Radio Test Set from operators and maintainers in the field through their responses to a questionnaire. The Questionnaires shall be completed and delivered from Fort Gordon, Georgia and the Government will notify the Contractor of the results approval rating. The AOR’s Go rating for the Contractor’s Prototype shall be determined from Fort Gordon, Georgia/Testing Unit’s Questionnaires. More information of the UFOU Evaluation can be found in section 6.2 of this document. The Government will provide assigned test dates within seven (7) days after the Kick-Off-Meeting.

· Element 7: Performance Demonstration (PD I) Testing-USATA-Redstone, Arsenal: The Government anticipates conducting Operational Testing & Calibration Testing of the TS-4549/T Prototype system in accordance with the Performance Specification and the USATA’s provided Instrumentation Test Plan (ITP) and the Contractor’s provided Calibration Procedures between the 13th and 15th months after CA. USATA will provide the Government with a report detailing test results of the instrumentation and calibration. The Test Report will be completed, delivered from USATA and the Government will notify the Contractor of the test results approval rating. A Go rating from the AOR for the Contractor’s Prototype shall be determined from USATA’s Test Report. More information of the PD can be found in section 6.3 of this document. The Government will provide assigned test dates within seven (7) days after the Kick-Off-Meeting.

PHASE 4: OTA V2

· The Government is anticipating the V1 hardware will not change for Phase 4. The Government expects the Offeror to use the V1 HW from Phase 3 and add software updates to V1.

· Only one Contractor from the Testing Phase will enter into the OTA V2 Phase with the opportunity to produce the remaining APSs for Prototype Model V2. More information on the remaining APSs can be found in section 3.1.2 of this document. The Contractor that enters the OTA V2 Phase will use their Prototype Model V1 as a baseline for their Prototype Model V2. This Contractor shall produce software APS upload instructions for Prototype Model V2 APSs in accordance with (IAW) Performance Specification, MIS-PRF-60487A, dated 26 June 2020, or as modified after Prototype Project award. The Prototype Model V2 shall have the latest suite of synthetic instrumentation and all required APSs programs as listed in section 3.1.2 of this SOW. The Government will use this Prototype Model V2 for Operational Test Readiness Review II (OTRR II) testing at the Contractor’s facility.

· Element 8: Operational Test Readiness Review II (OTRR II): The OTRR II shall be held at the Contractor’s facility, and demonstrate the operation of all required Radio Test Set APSs operation. The OTRR II shall be a detailed evaluation of the hardware and APSs design for the TS-4549/T Radio Test Set Prototype Model V2 and display all mandatory APSs as described in section 3.1.2 for all radios listed in this document and the Statement of Need (SON). The OTRR II shall be completed, and approved by the Government and obtain Go rating by the AOR. More information of the OTRR II can be found in section 2.4.7 of this document.

· Element 9: Delivery of Test Assets (Upload Instructions & APS software for Prototype Model V2): The Contractor shall deliver upload instruction and APSs for Prototype Model V2 APSs for the TS-4549/T Radio Test Set to PdD TMDE; 3651 Army TACMS Rd.; Redstone Arsenal, AL 35898. The upload instructions & APS software for Prototype Model V2 APSs shall be completed, delivered and approved by the Government and obtain a Go rating by the AOR for OTRR II. More information of the delivery of the prototype can be found in section 4.1 of this document.

· Element 10: Performance Demonstration II (PD II) Testing-USATA-Redstone, Arsenal: The Government anticipates conducting Operational Testing & Calibration Testing of the TS-4549/T Prototype system in accordance with the Performance Specification between the 22nd and 23rd months after CA should there be any hardware changes from V1 to V2. USATA will provide the Instrumentation Test Plan (ITP) to the PD TMDE to test the Prototype Model V2. USATA shall also provide the PD TMDE with a report detailing test results of testing and calibration of Prototype Model V2. The Test Report must be completed and delivered to the PD TMDE at which time the Government will notify the Contractor of the test results approval rating. A Go rating from the AOR for the Contractor’s Prototype shall be achieved from USATA’s Test Report. More information of the PD II can be found in section 6.6 of this document. The Government will provide assigned test dates within seven (30) days after the Kick-Off-Meeting.

2.0 GENERAL REQUIREMENTS: The TS-4549/T shall be a single test set to test all current and future Army radios. Once a radio is connected to the TS-4549/T it shall automatically and manually, via the APSs, step through a comprehensive series of test parameters and compare the radio’s response to the known limits of the test parameters. All aberrations of limits shall be flagged and reported to the user. The user shall then be able to use the test set to perform operational screening tests, troubleshoot and repair the radio as recommended by the Radio OEM/Army maintenance philosophy.

At this point in time Product Director Test Measurement and Diagnostic Equipment (PdD-TMDE) does not possess any of the Intellectual Property (IP), such as Application Source Code and radio specific information for APSs that runs on the AN/GRM-122. At the time of APSs (historically called TPS) creation, the Government only required the executable code. As such, PdD-TMDE has no IP to use in generating new APSs for the development of the TS-4549/T Radio Test Set. The selected Contractor(s) shall be responsible for generating a new Prototype Radio Test Set with four (4) APSs. The Contractor(s) shall negotiate with the Radio Original Equipment Manufacturers (OEMs) to acquire the IP they need. PdD-TMDE will also require the Contractor(s) to submit Government Purpose Rights, IP along with the APSs, development software and compilers for all radios they are required to develop for archival purposes to be used when the TS-4549/T goes obsolete and is replaced. For future radios, the program offices for those radios will be required to submit the same data for radios they want tested on the TS-4549/T.

Two APSs shall demonstrate the ability to support the SINCGARS family of radios and the remaining two APSs shall demonstrate the ability to support Software Defined Radios (SDRs). Vendors shall provide Executable Application Program Software with each Prototype TS-4549/T Radio Test Set. Other required deliverables are listed in Section 4.0. PdD-TMDE will require three months of testing to conduct an assessment of the prototypes (to include the APSs) and Executable Application Program Software using representative fielded radios. The Government intends on operationally testing this Prototype Representative Model as Version 1.0 with the four (4) APSs after the completion of the Operational Test and Readiness Review (OTRR). This assessment will utilize User Facility of Use (UFOU) evaluation in conjunction with CASCOM at Fort Gordon. The operational & calibration test will require the United States Army TMDE Activity (USATA) to conduct a validation and verification of the TS-4549/T Radio Test Set’s instrumentation ability to meet the requirements outlined in accordance with Performance Specification, MIS-PRF-60487A during Operational and Calibration Testing.

2.1 Safety: The Contractor shall adhere to all Federal, State and local laws and regulations required to maintain a safe and non-hazardous occupational environment.

2.1.1 The Contractor shall report immediately any major accident/incident (including fire) resulting in any one or more of the following: causing one or more fatalities or one or more disabling injuries; damage of Government property exceeding $10,000; affecting program planning or production schedules; degrading the safety of equipment under contract, such as personnel injury or property damage may be involved; identifying a potential hazard requiring corrective actions which are related to this contract. The Contractor shall prepare an Accident/Incident report (reference DI-SAFT-81563) for each incident, per section 4.0.

2.1.2 Safety Assessment Report (SAR): The Contractor shall develop and maintain a SAR, IAW DI-SAFT-80102 “Safety Assessment Report” (CDRL A008) and MIL-STD-882 Task 301. The SAR shall address safety impacts to maintenance, operation, installation, and removal. Safety Data Sheets (SDS) shall be included in each assessment. The Contractor shall provide a description and discussion of each potential or actual health hazard of concern for each subsystem/ component /item/etc. The SAR, including the health hazards, shall identify all known safety and health characteristics of the hardware, firmware, software, system design, and inherent hazards and shall establish operational and maintenance procedures and precautions to be observed by Government test agencies and system users.

The SAR shall include information described in MIL-STD-882 Task 106 for each potential or actual Environmental, Safety, and Occupational Health (ESOH) hazard of the system. The SAR shall include a description of when the hazard may be expected to occur under both usual and unusual operating and maintenance conditions. The Contractor shall categorize the risk before and after mitigation in accordance with MIL-STD-882. The Contractor shall identify if the hazard is hardware, software or environmental related.

The following are examples of some areas of concern that may contain safety and health hazards, (the list in not all inclusive: a) electrical issues, b) fire protection issues, c) noise levels (i.e., steady-state, drive-by, impulse), d) operators devices/procedures to ensure safe operation, and e) analyses and tests conducted, with quantities involved, to demonstrate safety.

2.2 Environmental: The Contractor shall adhere with Federal, State and local environmental laws and regulations, Executive Orders, treaties and agreements. The Contractor shall consider alternate materials and processes in order to eliminate, reduce or minimize the generation of hazardous waste while minimizing item cost and risk to system performance.

2.3 Security: The highest level of classification for this effort is ☐ UNCLASSIFIED ☒ CONFIDENTIAL

The contractor shall adhere to the Antiterrorism (AT) and Operational Security (OPSEC) requirements listed in the STA Form 255. In order to access, use, and store Government COMSEC information and/or Controlled Cryptographic Items (CCI), the contractor shall comply with the security requirements imparted by the Department of Defense (DD) Form 254, “Contract Security Classification Specification.”

2.4 Program Management: The Contractor shall organize, coordinate, and control all program activities to ensure compliance with the contract requirements and the timely delivery of the required products and services. The Contractor shall provide the necessary system engineering, design engineering, materials, services, equipment, facilities, testing, technical, management, logistics, manufacturing, and clerical efforts described in this SOW. The Contractor shall monitor the progress of all the work performed and costs incurred under the contract. The Contractor shall designate a Program Manager to manage contract requirements.

2.4.1 Kick-off Meeting: The Government will schedule a Kick-Off Meeting within ten (10) days after Prototype Project award in which the Contractor shall attend. The purpose of the meeting is to introduce and align the Government and the Contractor teams. The Contractor shall present management, key personnel, and program implementation processes. The Kick-Off Meeting will consist of a SOW review and Preliminary Program Schedule overview of the work to be performed. For planning purposes, the participants should anticipate this Kick-off Meeting to be a four (4) hour event. The Contractor shall establish and maintain a reporting system to track all deliverables to be delivered to the Government and prepare a status report one (1) month after the initial Kick-off-Meeting then as required IAW DI-MGMT-80368 Contact Data Requirements Lists (CDRL) A001. The Contractor shall provide to the government 15 days after CA a Program Schedule for the TS- 4549/T Radio Test Set Project describing all milestone events for the 23 month Period of Performance (POP) IAW CDRL (A002)

2.4.2 System Requirements Review (SRR): The Contractor shall deliver to the government 30 days after CA a systems specification document that describes the features and behavior of their prototype system requirements to hardware, human, and software application. The SRR shall include the system’s operational requirement with the use of Functional Analysis or top level block diagrams and system maintenance concepts. The SRR shall evaluate and discuss the system design documentation with layout drawings. The Contractor shall have a comprehensive risk assessment for the Engineering, Manufacturing and Development (EMD) phase. The Contractor shall discuss the System Engineering Plan (SEP) that addresses cost and critical path drivers and a Life-Cycle Sustainment Plan (LCSP) defining the product support plan and sustainment concepts with corresponding Technical Performance Measurements (TPM) metrics. The Contractor shall provide a System Specification Report IAW DI-MGMT-80368 CDRL A003.

2.4.3 Preliminary Design Review (PDR): The PDR shall establish that the allocated baseline (hardware, software, human/support systems) and underlying prototype architectures under review has a reasonable expectation of satisfying the requirements within the currently allocated budget and schedule. The Contractor shall discuss the final mechanical assembly of all hardware development with a current Status Report of hardware progress and preliminary design of the current Radio Test Set equipment. Contractor shall deliver to the Government a Status Report of the Hardware Design and Definition 60 days after CA, IAW DI-MGMT-80368 CDRL A004.

2.4.4 Critical Design Review (CDR): The Government intends to have this technical review seven (7) months after CA by telecom and at Redstone Arsenal, Alabama building 3651 Army TACMS Road to ensure that the Prototype Model V1 system can proceed into fabrication, demonstration, test, and can meet the stated performance requirements listed in the Performance Specification, MIS-PRF-60487A for Radio Test, dated 26 June 2020 within cost, schedule, and risk. The Critical Design Review (CDR) shall be a detailed review of the hardware design for the TS-4549/T Radio Test Set Prototype and all data items required by the contract. The Contractor shall provide an updated SAR at the CDR. The Contractor shall provide a trace capable of demonstrating that the design furnished at CDR implements the performance requirements of the TS-4549/T Radio Test Set, and present the methods used to verify and validate the design. Topics covered at the CDR shall include, the following:

a. Detailed evaluation of Program Plan indicating Design, Fabrication, Test Plans and Specification/Interface specification/drawings

b. APSs development/Software Design

c. Software Flowcharts

d. Government Purpose Right Documentation for Software

e. Contractor & Radio OEM Relationship Development

f. Evaluation of Electrical/Mechanical

g. Detailed Reliability/Maintainability Analysis

h. Operator and Maintenance Manuals The Contractor shall provide this Critical Design Review Status Report six (6) months after CA

IAW DI-MGMT-80368 CDRL A005.

2.4.5 Pre-Operational Test Readiness Review I - Deliverables: The Government intends to receive the following items as a deliverable ten (10) months after Prototype Project award to ensure that the prototype system can proceed into operational test and can meet the stated performance requirements listed in the Performance Specification, MIS-PRF-60487A for Radio Test, dated 26 June 2020. Deliverable items for the Pre-Operational Test Readiness Review I should include the following:

a. Detailed evaluation of Program Plan indicating Design, Fabrication, Test Plans and Specification/Interface specification/drawings

b. APSs development/Software Design

c. Software Flowcharts

d. Test run data of each required 4 APSs that will display test parameters with pass/fail data

e. Government Purpose Right Documentation for Software

f. Contractor & Radio OEM Relationship Development

g. Evaluation of Electrical/Mechanical

h. Detailed Reliability/Maintainability Analysis

i. Operator and Maintenance Manuals

j. Calibration documents

k. Familiarization Training package The Contractor shall provide the Pre-Operational Test Readiness Review I-Deliverable Status Report nine (9) months after Prototype Project award IAW DI-MGMT-80368 CDRL A009.

The Contractor shall provide the Calibration Procedures for the TS-4549/T Radio Test Set nine (9) months after Prototype Project award IAW DI- QCIC-80278C CDRL A0011.

2.4.6 Operational Test Readiness Review (OTRR I): The Government intends to have this review eleven (11) months after CA to ensure that the Prototype Model V1 system can proceed into further government testing and can meet the stated performance requirements listed in the Performance Specification, MIS-PRF-60487A for Radio Test, dated 26 June 2020. The OTRR I shall be held at the Contractor’s facility, and demonstrate the operation of all four (4) required Radio Test Set APSs operation. The OTRR I will be a detailed evaluation of the hardware and APSs design for the TS-4549/T Radio Test Set Prototype and display all mandatory APSs for all required radios by this contract. The Contractor shall demonstrate to the government that the design will operate with legacy cables as referenced in section 3.2 of this SOW. Contractor shall deliver to the Government in the 11 month of the POP/330 days after CA two (2) Prototype Radio Test Set systems that will meet or exceed the requirement of the Performance Specification, MIS-PRF-60487A along with the four (4) mandatory APSs.

Topics covered at OTRR I shall include:

· Development T&E Results

· An assessment of the system’s progress against Critical Technical Parameters (CTP)

· An analysis of identified technical risks to verify that those risks have been retired during developmental testing;

· Consideration of the impact of performance waivers and deviations

2.4.7 Operational Test Readiness Review (OTRR II): The Government intends to have this review twenty-one (21) months after CA to ensure that the prototype system can proceed into further Government testing and can meet the stated performance requirements listed in the Performance Specification, MIS-PRF-60487A for Radio Test, dated26 June 2020. The OTRR II shall be held at the Contractor’s facility, and demonstrate the operation of all required Radio Test Set APSs operation. The OTRR II will be a detailed evaluation of the hardware and APSs design for the TS-4549/T Radio Test Set Prototype Model V2 and display all mandatory APSs for all required radios by this contract. The Contractor shall demonstrate to the Government that the design will operate with legacy cables as referenced in section 3.2 of this SOW. Contractor shall deliver to the Government in the 21st month of this POP the APSs and upload instructions for Prototype Model V2.

Topics covered at OTRR II shall include:

· Development T&E Results

· An assessment of the system’s progress against Critical Technical Parameters (CTP)

· An analysis of identified technical risks to verify that those risks have been retired during developmental testing;

· Consideration of the impact of performance waivers and deviations

3.0 TECHNICAL REQUIREMENTS: The Contractor shall furnish all material and equipment necessary to meet the requirements of this SOW. The Contractor shall produce and deliver the TS-4549/T in accordance with (IAW) Performance Specification, MIS-PRF-60487A, dated 26 June 2020, or as modified after Prototype Project award. The TS-4549/T shall be a single box general purpose electronic test set that contains multiple electronic instruments. These instruments will be used as individual units or as part of a system of Automated Test Equipment. The TS-4549/T shall be a fully automatic tester, capable of rapid radio test and quick isolation of faults. The TS-4549/T shall have the latest suite of synthetic instrumentation, state of the art APSs programs and the ability to program and reprogram radios with a minimum of operator intervention.

3.1 Prototype APSs Requirement:

3.1.1 Prototype V1 APSs: The TS-4549/T Prototype Model V1 shall be capable of running the four (4) APSs programs defined in the Statement of Need: The 4 required APSs programs that represent 51% of the U.S. Army radio systems inventory are the SINCGARS Ground RT-1523F, SINCGARS Airborne AN/ARC-231 – RT-1987, Multi-Channel Hand Held AN/PRC-163 and the Hand Held Type 1 AN/PRC-148C.

In addition, the TS-4549/T shall also have APSs that will test the following radios for functionality, but will not include the ability to troubleshoot and repair: PRC-148, PRC-158, PRC-160, PRC-161, PRC-162 and PRC-163.

3.2 Cable Interface Requirement: The TS-4549/T prototype shall to be able to interface with the radios via the ON- 373B/GRC Interconnecting Group and/or the AVIM, GRM-122 Accessory Kit as applicable.

3.3 Software Defined Radios (SDR) Requirement:

Each Prototype Model V1 shall have four (4) APSs programs included with it. Two (2) APSs programs shall be for the SINCGARS radio and two (2) APSs programs will be for (SDRs). Army radios are transitioning from legacy Single Channel Ground and Airborne Radio System (SINCGARS) radios to newer SDRs. Although the TS-4549/T will need to be able to perform testing, troubleshooting and repair capability for legacy radios, its more pressing mission will be to do the same for SDRs.

3.4 Operating System: Prototype Model systems delivered with Windows-based systems shall use either Windows 10 or Windows Embedded Compact CE 7.0 or later operating systems. If applicable, the system shall be equipped with a Trusted Platform Module (TMP) 2.0 or later security chip. The operating system shall have non-essential capabilities disabled or be configurable only by privileged users to enable/disable non-essential capabilities. If applicable, PowerShell script block logging shall be enabled.

3.5 User Accounts: There shall be separate accounts for privileged users (i.e. administrators) and general users. Password-based authentication shall be used for user accounts. Only privileged users should have the ability to update or modify the OS and software. Event logs shall only be accessible by privileged accounts.

3.6 Protocols and Services: All unnecessary or unused protocol/service ports shall be disabled. Non-secure services and protocols shall not be used. File Transfer Protocol (FTP) and Telnet shall be disabled.

3.7 Wireless and Remote Access: Wireless access services (Wi-Fi, Bluetooth) shall not be enabled. If remote access services are required, they must use secure protocols (e.g. Secure Shell (SSH)).

3.8 Physical Ports: Unnecessary or unused physical ports shall be eliminated, blocked, or plugged.

3.9 Antivirus: A Government-approved antivirus software (e.g. McAfee) that offers offline updates shall be installed.

3.10 Radio Supportability: The TS-4549/T radio test set shall be capable of supporting new radios as they come on line through the effort of APSs being supplied by the radio project offices. The TS-4549/T Radio Test Set shall be a single unit, consisting of synthetic instrumentation that can be replaced by plug in instrumentation cards to allow the addition of new capabilities as they become necessary to ward off obsolescence as technology changes. The Contractors’ use of maintainability and upgradability within the TS 4549/T Prototype Model will be a sub factor that will help measure the Contractors’ success to move forward in the solicitation.

3.11 UUT (Unit Under Test) and TS-4549/T Integrity: The Prototype Model shall maintain UUT and TS-4549/T integrity and no change hardware or software functions and capabilities of a UUT or TS-4549/T. APSs functions of the UUT shall only be changed when reprogramming, reloading or updating UUT firmware.

3.12 Operational Mode Failure: The TS-4549/T shall not damage the UUT or the TS-4549/T in any mode of operation.

3.13 Hardware Performance: TS-4549/T Radio Test Set hardware shall be designed to support testing of multiple UUT where feasible.

3.14 Item Unique Identification (IUID) Marking of US Military Property: In accordance with DFARS Clause 252.211-7003 Item Identification and Valuation, the Contractor is required to mark and register all end items and their components meeting the requirements called out in MIL-STD- 130N, Identification Marking of US Military Property. These include components for which the Governments unit acquisition cost is $5,000 or greater, or any component, subassembly or embedded part that is serially managed, calibrated mission essential or a controlled inventory item. The contractor shall create the IUID and marking method in accordance with MIL-STD-130 “Identification Marking of U.S. Military Property.” The contractor shall use IUID Construct #2. The IUID marking shall include the Unique Item Identifier (UII) on the IUID plate or label, or on the item identification plate, or directly on the item in 2D Data Matrix barcode symbology. A 2D Data Matrix Code ECC200 compliant bar code IAW ISO/International Electro-technical Commission 16022 “Information technology – Automatic identification and data capture techniques – Data Matrix bar code symbology specification” shall be used to carry the IUID data elements. The Machine Readable Instruction (MRI) and human readable information shall contain discrete elements including:

· Unique item identifier (Construct 2) (MRI only)

· Enterprise Identifier (CAGE Code)

· Part Number (Original)

· Serial Number of UII

3.15 Construct and Method: Details on creating the UID and the marking method are contained in

MIL-STD-130N.

3.16 UID Location and Marking: The locations and marking methods selected shall bear no impact on the performance of the part and minimal configuration change(s) to the part. The UID (including 2D Matrix) shall be incorporated onto the data plate. If the 2D matrix can't be incorporated onto the data plate, a 2D matrix sticker can be applied onto the main data plate provided it can be done without covering any critical data.

3.17 Permanency and Legibility: The UID marking and identification plates, tags, or labels when used on equipment, parts, assemblies, subassemblies, units, sets, or groups shall be permanent during the normal life expectancy of the item and be capable of withstanding the environmental test and cleaning procedures specified for the item. Legibility shall be as required for ready readability as per MIL-STD-130N.

3.18 IUID Registration: The prime Contractor has the responsibility to furnish Item Unique Identification (IUID) data to the IUID registry. The Contractor shall register and validate all IUIDs with the DOD IUID Registry and shall ensure all item parent/child relationships are accurately recorded in the IUID Registry. Data submission of IUID data and acquisition cost should be submitted via Wide Area Work Flow (WAWF), IUID XML file, IUID flat file or web entry. 3.19 Product Marking: Permanently affix an identification plate/label to a nonremovable part of the TS-4549/T transit case. Non-metallic identification bands shall be provided on each cable. Each mating connector shall be identified with a non-metallic band labeled with a human readable “J” or “P” reference designators in accordance with ASME-Y14.44 and MIL-DTL-15024/3A. NOTE:

The manufacture’s CAGE Code shall be on the plate/label.

3.20 Identification: The following information shall be permanently identified on the TS-4549/T transit case. Marking of small items such as cables and accessories shall include at least items b, c, and g.

4.1 Delivery of Test Assets: The Contractor shall deliver two (2) Prototype Model V1 systems along with all required application software/ APSs for the TS-4549/T Radio Test Set to PdD TMDE; 3651 Army TACMS Rd.; Redstone Arsenal, AL 35898 in time to be ready for the scheduled first day of testing. The Contractor shall use the configuration baseline established by the Government during the initial inspection at the Operational Test Readiness Review. The Contractor shall maintain a configuration lock on the system during this assessment stage in testing. Any proposed configuration changes after baselining shall be submitted using Engineering Change Proposals (ECP). The Contractor shall submit ECP request to the Government and obtain Government approval of requested ECPs before implementation of any configuration change. At the conclusion of the 4 months of testing during the 23 month POP, the government will retain ownership of the Prototype Model V1 Radios Test Set systems during this period. The Contractor shall be responsible to determine the safest way to package and ship the Prototype Model V1 Radio Test Set systems to the government by the eleventh (11) month of the POP. The Contractor shall retain risk of loss/damage to the Prototype Model V1 Radio Test Set systems based on their selected method of shipment.

The Contractor shall deliver software APS upload instructions for Prototype Model V2 APSs for the TS-4549/T Radio Test Set to PdD TMDE; 3651 Army TACMS Rd.; Redstone Arsenal, AL 35898 in time to be ready for the scheduled first day of testing. The Contractor shall use the configuration baseline established by the Government during the initial inspection at the Operational Test Readiness Review II. The Contractor shall be responsible to determine the safest way to package and ship the upload software instructions and APSs software to the government by the twenty first (21) month of the POP. The Contractor shall retain risk of loss/damage to the upload software instructions and radio APSs software based on their selected method of shipment.

4.3 Operator Commercial-Off-the-Shelf (COTS)/Technical Manual (TM): In accordance with MIL-PRF-32216, the Contractor shall provide manual(s) for the TS-4549/T Radio Test Set, to include supplemental data as necessary. The manual(s) shall contain all information required for installation, setup, operation, troubleshooting and maintenance instructions. The manual(s) shall include a complete repair parts lists (including exploded views of all assemblies and subassemblies) and special tools lists, pertaining to the proposed system, for Government evaluation, in accordance with MIL-PRF-32216 CDRL A006, Commercial-Off-The-Shelf (COTS) Manual.

5.0 PERIOD OF PERFORMANCE (POP): The period of performance for this contract shall be 23 months after the date of Prototype Project award which will be divided into 4 phases listed below. The four phases of the POP are the Developmental Phase, Operational Phase, Testing Phase and the OTA V2 Phase.

Prototype Model Version 1.0

a. Phase I – The timeframe of the Period of Performance from Prototype Project award through the completion of TRR will be considered the Developmental Phase (1st month through 9th months of the POP).

b. Phase II – The timeframe of the Period of Performance from the beginning of OTRR I through the completion of delivery of the (2) Prototype Model V1 in the beginning of the 11 month of this POP will be considered the Operational Phase (10th month through the 11 month of POP).

c. Phase III – The timeframe of the Period of Performance from the completion of delivery of Contractor’s (2) Prototype Model V1 and all deliverables through the completion of Government testing at Ft. Gordon, GA and the completion of calibration testing at USATA will be considered the Testing Phase. (12 month through 15 months of POP) Prototype Model Version 2.0

d. Phase IV – The timeframe of the Period of Performance from the end of PD I Testing through the completion of the delivery and testing of the (2) Prototype Models V2 will be considered the OTA V2 Phase (16th month through the 23 month of POP).

6.0 PLACE OF PERFORMANCE: The place of Operational/Performance Testing by the Government for the Prototype Models V1 and V2 TS-4549/T Radio Test Sets in this Statement of Work (SOW) shall be Redstone Arsenal, AL and Fort Gordon, GA. All developmental work for the TS-4549/T contract shall be completed at the Contractor’s facility or a sub-Contractor’s facility, if applicable. The Contractor shall be required to travel to 3651 Army TACMS Rd.; Redstone Arsenal, AL 35898 for the Kick-Off Meeting and CDR. The Contractor shall also be required to have technical support standby phone lines in place for the Government during Fort Gordon, GA Familiarization Training for users/operators prior to the UFOU, and to have technical support standby phone lines in place for the Government during Familiarization Training for users/calibrators prior to Government Instrumentation and Calibration Testing at USATA; Redstone Arsenal, AL 35898.

The Government will perform Safety Testing, Cyber Vulnerability & Assessment Testing in accordance with the Government’s Testing procedures. The Government will perform User Facility of Use and Operational & Calibration Testing in accordance with USATA’s provided Instrumentation Test Plan and the Contractor’s approved Calibration Procedures using the delivered Prototype Model assets from selected Contractor(s). This testing shall demonstrate the adequacy and suitability of the Contractor's production processes and procedures for achieving the requirements in the TS-4549/T Performance Specification. The results of the test shall demonstrate the manufacturing and production techniques employed do not negatively impact established requirements.

6.1 Cybersecurity Assessment: The contractor shall provide the Government details of their cybersecurity processes that were in place for development of the TS-4549/T system. The contractor shall provide a report detailing the contractor’s processes for managing the development of any software provided in or with the system, software assurance practices utilized, hardware validation, managing supply chain risk, component counterfeit controls, cybersecurity testing of the supplied architecture configuration, vulnerability reports, vulnerability management, patch management, software updates, release management and configuration management for the TS-4549/T. The contractor shall provide details IAW DI-MISC-81762 “Security Evaluation Document (SED)” (CDRL A0010). The SED will be due ten(10) months after CA. The contractor shall ensure the Prototype Model complies with the approved SED.

The Government anticipates conducting Cybersecurity Vulnerability Testing and Risk Assessment of the Prototype Models at PD TMDE between the 11th and 12th months after CA. This testing and assessment will follow procedures outlined in DoD and National Institute of Standards and Technology (NIST) publications to ensure compliance with DoD standards (ref Department of Defense Instructions 8500.01 and 8510.01). The TEMOD Cybersecurity Specialist will conduct vulnerability scans using Contractor-provided credentials to identify vulnerabilities related to the operating system and to ports and protocols used by the test set. The Government will furnish a vulnerabilities report to the contractor listing noncompliant test results. The Government is planning the Vulnerability Testing to be a one (1) week event during the approximately four (4) week period the systems are located at PD TMDE. The Contractor shall ensure that its systems arrive on schedule as outlined in section 4.1 “Delivery of Test Assets”. Upon receipt of the noncompliant test report, the contractor shall provide written acknowledgement of receipt and submit a preliminary resolution report addressing corrective actions. Should the Government proceed with follow-on production of a Prototype Model Version 2.0 after successful completion of the Prototype Model (Version 1.0) testing, these corrective actions would be implemented and changes reflected in the SED as part of that follow-on contract.

The Cybersecurity Specialist will use the Contractor’s SED (CDRL A0010) in combination with results of the vulnerability scans to determine the level of cybersecurity risk associated with the Prototype Model.

6.2 User Facility of Use (UFOU) Evaluation – Fort Gordon, Georgia: The Government anticipates conducting UFOU for Phase 1 between the 12th and 13th months after CA. The purpose of the UFOU for the TS4549/T RTS is to capture performance, reliability, upgrade ability and maintainability data of the Radio Test Set from operators and maintainers in the field. The Prototype unit from selected Contractor(s) will be shipped to Ft. Gordon, Georgia for a period not to exceed one month. The unit’s operator and maintainers will undergo Familiarization Training, and then provide feedback of their experience with the TS4549/T RTS back to PdD TMDE in the form of questionnaires. Issues that are encountered during this UFOU will be recorded into individual Incident Reports, and reported back to PdD TMDE. The Government will provide assigned test dates within seven (7) days after Kick-Off-Meeting.

6.3 Performance Demonstration I (PD I) Testing-USATA-Redstone, Arsenal: The Contractor shall provide standby technical support by phone in the event the Government has technical difficulties during training at USATA, Redstone Arsenal, AL. The Contractor shall provide a Point of Contact (POC) and a phone number for this support line. The Government anticipates conducting Operational Testing & Calibration Testing of the TS-4549/T Prototype Model V1 system in accordance with the Performance Specification and USATA’s provided Instrumentation Test Plan (ITP) and Contractor’s provided Calibration Procedures between the 12th and 15th months after CA. Prior to testing USATA will be provide by TMDE all training material and one (1) Prototype Model V1 unit for testing. The Government will provide assigned training and test dates within thirty (30) days after the Kick-Off-Meeting.

6.4 Familiarization Training during UFOU Evaluation: The Contractor shall provide standby technical support by phone in the event the Government has technical difficulties during training at Fort Gordon, Ga. The Contractor shall provide a Point of Contact (POC) and a phone number for this support line. The Contractor shall delivered to the Government two courses on separate CD-ROMs.
