Questions and Answers W15QKN24R0012

2024MAR18

Note: Original submitted questions have been reworded and revised to not divulge any potential proprietary information.

Question 1:

Will the Government publish the evaluated quantities for each CLIN and Ordering Period, and the formulae for how the weightings of the unit prices will be calculated?

Response: The evaluated quantities for each CLIN and ordering period will not be provided to industry.

Question 2:

Will the Government confirm that a proposal must respond to the actual CLIN items listed in the TDP packages, as compared to the list of items mentioned in the early description of the solicitation?

Context:

· A.1 Indicates that Offerors must “fulfill Government requirements for Armor Hardware, Turret Systems, and Platform Integration Kits…The turret system consists of hatch assembly, slew bearing and gear ring for tactical vehicles, interfacing with Gunner Protection Kits.”

· L.2.c.(i).(1) Directs offerors to “provide a detailed Manufacturing Plan for the production and testing of the Armor Hardware, Turret Systems, and PIK, (Attachment 009, Technical Data Packages, TDPs) kits, spare items and special tooling.” But the actual contents of Attachment 009 are the TDPs for: Objective Gunner Protection Kit (OGPK), CROWS Boresight KIT(BSK); Vehicle Integration KIT M153A2E1 M1A2; VIK KIT,Stryker ICV, CV, ICVV, CVV; and Javelin Interface Bracket (JIB). The TDPs do not include “Turret Systems” as described in A.1.

Response: Proposal pricing must respond to each CLIN listed in Attachment 0001. All proposals shall be based on the TDPs provided.

Question 3:

Why does the RFP mention the labeling of “each disc” but also state that the proposals must be submitted in electronic copies through PIEE, and that proposals that are mailed or hand-carried will not be evaluated?

Context:

· L.1.a: “Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ . Proposals submitted by mail or hand-carried will not be evaluated…”

· L.2.b: “File Packaging. All of the proposal files shall be compressed (zipped) into one file entitled proposal zip, or as separate uploads in their native format, i.e. doc, xls, ppt, etc. Files shall be in read-only format, using PDF files. All price breakdown information to aide in the cost/price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel. Each disc shall be externally labeled with the volume number, date, and the Offerors name…”

Response: All files are to be submitted in accordance with Section L. No DISCs or hard copies will be accepted. Thus, disc labeling language is not required.

Question 4:

Will the Government confirm the revision number to which Offerors must propose the OGPK, transparent armor, part number 13014384?

· Context: The drawing for part number 13014384, Window, Large, shows the latest revision as Rev G. However, one of our transparent armor suppliers has shown us that the latest revision for this part number is Rev H.

Response: W15QKN24R0012 Attachment 0009 TECHNICAL DATA PACKAGES.zip has been updated to incorporate 13014384_RevH. Reference Amendment 0002 for further details. The TDP updates shall be sent out to all offerors who submitted complete TDP package requests. Initial complete TDP requests will automatically receive the updated TDP.

Question 5: Does the USG have an alternate supplier for the LBS-300-A2 Laser Boresight system?

Response: Part number 13043051 references two alternative suppliers in the table for the Laser Boresight System. The Government will not provide additional recommended/approved sources. Other sources of supply may be proposed in accordance with the solicitation requirements.

Question 6: Confirm if there are Special Packaging Instruction (SPI)s associated with CLIN 1000 OGPK, and if so, please clarify the RFP or TDP document where they are specified.

Context: Attachment 0001 Price Matrix, in tab “Production CLINs”, column G, rows (merged) 31-36, indicate a Y for SPIs. However, in reviewing the TDP for OGPK we find no DD Form 2169, JUN 97 Special Packaging Instruction.

Response: Reference Solicitation Amendment 0002. Attachment 0009 TECHNICAL DATA PACKAGES has been updated in incorporate the SPI’s. Updated TDP’s will be sent out to interested parties who have submitted completed TDP request documents.
