QUESTIONS AND ANSWERS

Solicitation W15QKN-24-Q-5035 – Church Musician for Post Chapel, Fort Hamilton Questions and Answers

Posted: 2/5/2024 Q1: What make instruments are in the post chapel?

A1: Yamaha GB1K Baby Grand Piano and Wurlitzer Centura Professional Organ with Orbit III Monophonic Synthesizer. It is not essential that the musician be able to play both.

Posted: 2/7/2024

Q2: If there was an incumbent on this solicitation and what was the contract value?

A2: Previous contract was W15QKN-20-P-5304 for a 12-month base plus four 12- month option periods, awarded to Parliament LLC, Beachwood OH for a total contract amount of $39,200.00 for base plus options. Contract was ended prematurely in OY1 for reasons I do not know.

Q3: Can you also share what is the bid selection criteria. Is it lowest price technically acceptable?

A3: Yes, the Government will award a contract resulting from this solicitation to the technically acceptable responsive responsible offeror able to meet all the requirements of the solicitation and Performance Work Statement (PWS) and with the lowest total aggregate price (base plus options)

Posted: 2/8/2024 Q4: Regarding the weekly Catholic and Protestant masses, can you confirm the anticipated days of service (i.e.

Sundays, Saturdays, etc) and mass times/time frames?

A4: Please refer to PWS “3. HOURS OF OPERATION. The Contractor shall provide the required services as indicated: a. 0930-1030: Sunday Mass (this is the Catholic Mass) b. 1100-1230: Sunday Protestant Services c.

Holiday Services Named in Para 1: coordinated with the Garrison Chaplain or the RSO NCOIC d. Weekly 1-hr Rehearsals: coordinated with the Garrison Chaplain or RSO NCOIC in conjunction with the Chaplain of the Protestant service and the Catholic lay representative.” ALL POC contact information will be provided in award.

Q5: Regarding the weekly Catholic and Protestant masses, can you confirm the anticipated rehearsal days and times/time frame?

A5: Please refer to PWS “3. HOURS OF OPERATION. d. Weekly 1-hr Rehearsals: coordinated with the Garrison Chaplain or RSO NCOIC in conjunction with the Chaplain of the Protestant service and the Catholic lay representative.” The Garrison Chaplain intends to be flexible coordinating a time for rehearsals with the contractor, however it is expected that the contractor is available to rehearse weekly.

Q6: Must the piano player be of the religious denominations?

A6: No. The piano player is not required to be of any religious denomination. The piano player should simply be able to perform the musical selections for the religious services.

Q7: Is it expected that there would be one player per denomination/mass service or can he/she service both masses?

A7: It is expected that there be one musician to perform both services. There is a brief break between the first and second service, however the musician should expect to return on time, or remain on-site, to perform the second service.

Posted: 2/16/2024 Q8: For the Church Organist/Pianist - Fort Hamilton, NY will there be any choirs or soloist involved in any of the services?

A8: There is currently a soloist who leads the congregational singing for the Protestant community but not one for the Catholic Congregation.

Posted: 2/21/2024 Q9: Is the rehearsal for 1h duration for Protestant and Catholic or is it 1 hour for each of the denominations?

A9: It will be just one one-hour rehearsal weekly so it will include both denominations.

Posted: 2/23/2024

Q10: (slightly paraphrased) Do the solicitation insurance requirements apply to the prime contractor or to the individual hired to perform the services?

A10: The prime contractor should have the insurance (who the contract will be with).

NOTE: The Insurance requirement clauses have been deleted in Amendment 0001 so the requirement no longer applies.

Q11: Are music sheets available for use at the chapel, and who will cover the cost of the CCLI Certification for the Music Sheets?

A11: IMCOM does have a contract for CCLI. We also have hymnals for the Protestant Congregation and copies of the Breaking Bread Missal for the Catholic Congregation here at the chapel that we will use for services which we will provide to the musician.

Q12: Could you please provide information on the choir size for both the Catholic and Protestant denominations, if applicable?

A12: There is currently a soloist for the Protestant congregation. There is no choir or soloist for the Catholic congregation.

Q13: Could you provide insight into the timeline or range for the contract award?

A13: Quotes are due for the Solicitation by 2pm (EST) on 2/29/2024. All quotes are then tabulated and sent to the activity for evaluation. We try to make the award as soon as possible, typically within a week, providing funding is available.

Q14: Upon reviewing the PWS, we observed a total of 6 holiday special services: Christmas Eve Protestant service, Christmas Day Catholic Mass, Ash Wednesday Service, Good Friday Catholic Mass, Good Friday Protestant Service, and the ecumenical Easter Sunrise Service. Could you please confirm if there is a typo error regarding the number of units as stated in the SF 1449?

A14: The Easter Service is listed but simply replaces the Protestant Service on Easter Sunday (although it begins at 0700).

Q15. Can you provide more clarification on estimated hours for each Holiday service stated in PWS and in reference to CLIN ITEM 0003?

A15: The holiday services should be approximately one hour and be fairly similar to what happens during a normal service.
