QUESTIONS AND ANSWERS
W15QKN-22-R-5011
Custodial Services in Middletown, CT019
18 JANUARY 2022
Q1: Am I correct in understanding that there are 3 buildings that require custodial services? 4 floors of one building and 1 floor for the other 2 buildings?
A1: 2 of the 3 buildings on the map are being serviced. Anything on the map with a red ‘X’ does not require service.
Q2: Will the government be providing any items such as toilet paper, napkins, etc., or will all items and supplies be provided by the contractor?
A2: Please refer to PWS Para 5.3.3.4 and the chart in Para 7.2.
· 5.3.3.4. Servicing Restrooms. Service shall include inspecting, replenishing, and cleaning supply dispensers. Contractor furnished restroom supplies shall include, but are not limited to, paper towels, toilet tissue, and soap. The contractor shall stock restrooms with sufficient supplies to insure that the supplies will last until the next scheduled service. If dispensers become empty before the next scheduled service, the Contractor shall replenish them at no additional cost to the Government. The contractor shall provide soap/paper dispensers if no permanent dispensers are available in the restrooms.
Q3: could you clarify SF on the 3rd building? Page 6 of the map shows the UHS building but says that there is 0 SF requiring custodial services.
A3: The UHS building is not being serviced by this requirement since they are marked with the red ‘X’. The map includes all the buildings on site, but only the AFRC & OMS are being serviced, per the map key.
Q4: Is there a current contractor?
A4: KB Federal Maintenance, Inc. is the current contractor.
Q5: What is the current contract value?
A5: The current contract, W15QKN-17-C-1012, was awarded for $590,100.00.
Q6: Is the current contract base plus four years?
A6: Yes. The current contract is for one, 12-month base period and four, 12-month option periods.
Q7: Is SOW the same as new solicitation?
A7: The SOW requirement has not changed from the previous contract.
Q8: Is there a scheduled site visit for this project and if yes when?
A8: Site Visit dates are included in the ‘Instructions to Offerors’ on page 3 of the Solicitation document.
Q9: I do not see any specific requirement for us to provide our price for the requested job in the documents published on SAM.gov. Therefore could you please clarify what will be your preferred form of proposal, or we can use our standard proposal?
A9: As stated in #5 of the ‘Instructions to Offerors’, your pricing shall be submitted on the SF 1449 (solicitation document) to include a Unit Price and Total Price for each line item. A Technical Capability Statement can be submitted on your standard form, but must include the information stated in #5b.
Q10: Please clarify if we will need to perform the service Monday to Friday or only once per week.
A10: If/when the contract is awarded, you will work with the COR to arrange a work schedule. The following PWS Paragraphs also outline the hours of operation:
· PWS Para 1.5.14.1. A work schedule for Semi-Annual and Annual type services is to be submitted via email to the COR/RFOS thirty (30) days in advance of the scheduled task. Changes to the submitted work schedule shall be submitted via email for the COR’s/RFOS’s approval at least three working days prior to performance.
· PWS Para 1.5.14.2. Except as otherwise specified, all work shall be performed during the Government’s regular working hours, as specified in section 1.5.3.
· PWS Para 1.5.3. HOURS OF OPERATION. The contractor is responsible for conducting business between the hours of 8:00 AM to 4:30 PM, Monday through Friday except Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar directed facility closings. No work shall be performed during non-duty hours, weekends or when the Government has no workforce on duty available for inspection of the Contractor’s work unless prior approval has been obtained. The contractor must maintain an adequate workforce for uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
· PWS Para 2.7.5. Weekly (W). Services performed 156 times for each 12 month period of the contract at intervals of six to eight calendar days.
