Labor Category
Description

Program/ Project Manager ESSENTIAL DUTIES AND RESPONSIBILITIES: Coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsibilities also include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Develops new business and expands product line. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree and at least 12 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A certain degree of creativity and latitude is required. Leads and directs the work of others. Typically reports to a unit/department head.

Task Leader
ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for designing and implementing processes and equipment (from pilot to fully operational) to achieve the operational goals of the organization. Identifies and develops process and equipment needed to produce specific products and components.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires a bachelor's degree and at least 10 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected. Typically reports to a manager or head of a unit/department.

Senior Engineer
ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for design, development, implementation, analysis and monitoring of technical products and systems. Performs engineering design evaluations. May develop a range of products. Recommends alterations to development and design to improve quality of products and/or procedures.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in engineering and 12 plus years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. A wide degree of creativity and latitude is expected. May report to an executive or a manager.

General Engineer
ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for design, development, implementation, and analysis of technical products and systems. Performs engineering design evaluations. May develop a range of products. Recommends alterations to development and design to improve quality of products and/or procedures.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in engineering and 5 plus years of experience in the field or in a related area. Junior Engineer
ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for design, development, implementation, and analysis of technical products and systems. Performs engineering design evaluations. May develop a range of products. Recommends alterations to development and design to improve quality of products and/or procedures.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in engineering and 0-4 years of experience in the field or in a related area. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Typically reports to a supervisor or manager.

Senior Software Engineer
ESSENTIAL DUTIES AND RESPONSIBILITIES: Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software. Designs, plans, and coordinates work teams. Provides technical support to project team members.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in a related area and 12 plus years of experience in the field. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Typically reports to a head of a unit/department or top management.

Software Engineer
ESSENTIAL DUTIES AND RESPONSIBILITIES: Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in a related area and 4-11 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a manager. A certain degree of creativity and latitude is required.

Junior Software Engineer
ESSENTIAL DUTIES AND RESPONSIBILITIES: Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in a related area and 0-4 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Quality Engineer
ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for the planning and engineering of an organization's systems infrastructure. Includes the implementation and design of hardware and software. Monitors the performance of systems.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in area of specialty and 4 plus years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected. Typically reports to a supervisor or manager.

Senior Engineering Technician
ESSENTIAL DUTIES AND RESPONSIBILITIES: Reviews, analyzes, and evaluates systems and user needs. Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least an associate's degree in a related area and 10 plus years of experience in the field or in a related area. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Primary job functions do not typically require exercising independent judgment. Typically reports to a project to a manager.

Engineering Technician
ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for design, development, implementation, and analysis of technical products and systems. Performs engineering design evaluations. May develop a range of products. Recommends alterations to development and design to improve quality of products and/or procedures.

Requires at least an associate's degree in in a related area and 0-9 years of experience in the field or in a related area. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Typically reports to a supervisor or manager.

Draftsman/Configuration Manager
ESSENTIAL DUTIES AND RESPONSIBILITIES: Analyzes changes of product design to determine the effect on the end product design and function and determines and prepares documentation necessary for change. Coordinates with customers and manufacturers to determine a process for change reporting. Reviews released engineering change data and changes documenting activities to ensure adherence to configuration management procedures and policies.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree in area of specialty and 1 plus years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision. A certain degree of creativity and latitude is required. Typically reports to a supervisor.

Senior Program Analyst
ESSENTIAL DUTIES AND RESPONSIBILITIES: Audits systems, platforms, and operating procedures in accordance with established corporate standards for efficiency, accuracy and security. Evaluates software infrastructure in terms of risk to the organization and establishes controls to mitigate loss. Determines and recommends improvements in current risk management controls and implementation of system changes or upgrades.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: Requires at least a bachelor's degree and 5 plus years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected. May report to an executive or a manager.

Subject Matter Expert
ESSENTIAL DUTIES AND RESPONSIBILITIES: Initiates, supervises, and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs; Provides strategic advice, technical guidance and expertise to program and project staff; Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.

QUALIFICATIONS, EDUCATION AND OR EXPERIENCE: A Subject Matter Expert is an individual whose qualifications and/or particular expertise are exceptional and/or highly unique. Subject Matter Experts do not have specific experience/education qualifications, but are typically identified as recognized Industry leaders for a given area of expertise.

Program analyst

Works under general supervision. A certain degree of creativity and latitude is required. Typically reports to a supervisor or manager.

For all Labor categories, an additional 4 years of applicable experience may be substituted for a Bachelor’s degree.

For all Labor categories, an additional 2 years of experience and an Associate degree may be substituted for a Bachelor’s degree.

For all Labor categories, an additional 2 years of experience may be substituted for an Associate’s degree.
