Refuse and Recycling Services in Rotterdam, NY

Q1: What is the name of the Incumbent?

A1: The name of the incumbent Contractor is New Life Maintenance and Services.

Q2: What is the total Award amount of the Incumbent?

A2: The total Award amount of the incumbent contract is $43,620.00.

Q3: Would a 7 yard dumpster be acceptable?

A3: A 7 yard dumpster would not be acceptable, as the PWS states that an 8 cubic yard is required. This can be found in Section 5.2.1 "The government requires two 8 cubic yard dumpster one for refuse collection and one for Recyclables to be serviced once a week. The contractor shall notify the Government if the size of the containers stated above are inappropriate for the occupancy of the facility based on services provided during the period of performance."

Q4: Would a dumpster without a lid be acceptable?

A4: A dumpster with a lid is required.

Q5: When is the anticipated start date?

A5: The Anticipated Start date for this requirement is within the month of September 2022.

Q6: What will be going inside the (2) 8 cubic yard dumpsters?

A6: The Performance Work Statement, or PWS, can be found within the Solicitation. According to the PWS, Paragraphs 2.15 through 2.20 define the various materials that will be within the dumpsters. Paragraph 5.2.1 states that the two 8 cubic yards will be used separately, one for Refuse and one for Recycling, but both serviced once a week. Paragraph 2.16.1 states that Refuse is: "Is a category of solid waste. Refuse includes all garbage, ashes, debris, rubbish and other similar waste materials. Not included are explosive or incendiary wastes; recyclable materials; hazardous waste; and contaminated waste from medical or radiological processes". Paragraph 2.18 describes Recycling as: "Any material which can be recovered before final disposal, processed and marketed or used to make a new product".

Q7: What size do the 15 rolls offs need to be?

A7: 15 yard containers are needed; four (4) containers of each (metal and wood). The PWS States in Paragraph 5.2.2 "The government requires 15 yard roll off containers as needed for wood and metal disposal. 4 containers of each (metal and wood) per performance year. These containers will be requested by RFOS/COR as needed throughout each performance year”.

Q8: We noticed that under Amendment 2 the quantities for Clin 0003 and 0004 plus options have been changed from 1 to 4. Just to be clear, the government is now requesting 4 medal and 4 wood dumpsters to be brought to the facility at the start of the project and for all four (eight total) of the dumpsters to be hauled away and replaced up to four times a year?

A8: The Performance Work Statement (PWS) attached to the Solicitation, in Paragraph 5.2.2 "Roll Off Containers" states: "The government requires (8) 15 yard roll off containers as needed for wood and metal disposal per year, (4 containers for metal and 4 containers for wood). These containers will be requested by RFOS/COR as needed throughout each performance year". Therefore, there will be 4 metal containers needed up to four times a year and 4 wood containers needed up to four times year. The RFOS will request them when/as needed.
