Question 1: Would the USG consider allowing either a) no page limit or b) 20 additional pages bringing max page count to 60 pages? The MK19 GMG is a complex weapon. It will be difficult to provide the required detail prescribed in subfactors 1 through 3 within the allotted page constraints.
Answer 1: We will be keeping the page limit to 40 pages.
Question 2: In Section B of the Solicitation, on page 5, Line Item 0001 is described as “MK19 GMG FIRST ARTICLE TEST OP 1”. In Attachment 8, the Proposal Price Matrix, Line Item 0001 is broken into MK 19 FAT – Rifle and MK19 FAT – Barrel. Is it your intention that a separate price be provided for each, or is one price to be provided for the MK19 GMG First Article Test to include both the gun and the barrels?
Answer 2: It is the USG intention for the for the contractor/vendor to provide the price for each. i.e. MK19 FAT guns, MK19 First Article Test, and Barrels
Question 3:Regarding the Destructive Barrel testing requirement per SOW C3.3.2 and C.3.3.5 for FAT and Production Testing phases. MIL-G-70790 para. 3.5.8.3 provides information to verify barrel degradation through muzzle velocity data capture and comparison. However, MIL-G-70790 does not speak directly to Destructive Barrel Testing. Are the aforementioned barrels allocated for use to support the Reliability demonstration MIL-G-70790 Table II and IV for FAT and Production testing to be considered as destroyed based on MIL-G-70790 para. 3.5.8.3 once the Muzzle Velocity comparison has shown a greater than 10 times the standard deviation? If not, please clarify the requirements for SOW C.3.3.5 Destructive Barrel Testing.
Answer 3 : Per SOW C.3.3.2 contractor/vendor shall deliver 3 Barrels to the USG.
SOW C.3.3.5 The destructive barrel testing is intended for the verification of the requirements stated in drawing 3269422 (Barrel).
The contractor/vendor is responsible for havingto have sufficient spare parts on hand to support FAT and Reliability Testing.
Per SOW C.3.3.2.1 SPARE PARTS The contractor shall have sufficient spare parts on hand to support the First Article Testing, including the reliability firing tests of two (2) weapons each to 25,334 rounds per MIL-G-70790.
The Barrel Life requirement is verified during the FAT and LAT reliability testing.
MIL-G-70790 para. 3.5.8.3 requires each barrel to have a minimum life of 10,000 rounds, asand its verifiedy by muzzle velocity data.
If the barrel does not meet the minimum life, it will be considered to havea failedure.
